1 Training Module 1: Identification and quantification of land available for future development

Sustainable land management requires that a good record of land stewardship be maintained by state agencies in Antigua and Barbuda. In this era of climate change and sea level rise, it is imperative that a country ensure that its land resources are used efficiently and are conserved for future generations. In order to manage land resources effectively the following analytical questions should be answered:

• How much land exists? • What are the properties of the land resources? • Who owns what and how much do they own and where are these parcels located? • To what different uses is the land being exposed? • To what risks are the land resources exposed? • How much revenue is being derived or can be derived from the land? • What is the best use of land for both economical and environmental gains? • What is the carrying capacity of the land resources? • How much real estate is tied to mortgage loans?

The objective of this application is to determine what land is available for developmental activities if all fragile lands and other ecosystems are to be preserved and conserved.

Learning Outcomes Through this training module, the participants will develop  ability to conceptualize, design, and develop GIS applications;  ability to prepare data for GIS processing;  ability to undertake spatial analysis using GIS analytical tools.

The application may be used to support land use policies and development control. It may be used to support policy options such as:

1. How long would it take for the remaining land stock to be consumed?

2. What is the total population that the remaining land stock can support using the following development scenarios? a. Development based on high density scheme (HDS)? b. Development based on medium density scheme (MDS)? c. Development based on low density scheme (LDS)?

3. Can the remaining land stock support extensive or intensive land development? If, we: a. Preserve all agricultural lands AND all forest lands? b. Preserve all forest lands only? c. Preserve all agricultural lands AND only 50% of our forest? d. Preserve 50% of all agricultural lands AND 50% of our forest?

Training Module 2: GIS-based methods of Watershed Risk Assessment

The objectives of this application are to: . Identify watersheds that are at a higher risk of being polluted and therefore should be identified as priority site monitoring. . Support EIA application processing through the estimation of pollutant loads of new development and its impact on the watershed.

The application when developed will support management decisions on all current and proposed landuse activities on watersheds that are at higher risk of being polluted.

Conceptual framework of the model 1. Calculating the unsaturated zone rating (GW) 2. Estimate watershed vulnerability (WVA) 3. Estimate watershed pollutant load (PL)

The goal of this tutorial is to enable the participants to understand how the ModelBuilder extension in ArcGIS can be used to create a GIS-based method for implementing a Watershed Risk Assessment model.

The Method Based on the decision to pursue an application that can facilitate the implementation of the Water Pollution Rules and the review of CEC applications, you will now create a Watershed Risk Assessment model using the ModelBuilder functionality of ArcGIS. ModelBuilder allows you to create a spatial model in the form of a Process Flow diagram. Using nodes you can represent input data, processes/spatial functions, and output data in the model. Arrows are used to connect nodes and represent the sequence of processing in the model. Models are advantageous in that they can be shared (documentation can be saved as part of a model) and they are reusable – you can reuse a model for a different geographical area simply by changing the input data.

The model to be created involves a combination of three main processes: a. Calculating the unsaturated zone rating (GWV) b. Estimating watershed vulnerability (WVA) c. Estimation of watershed risk model (WRM)

The Principles The procedures used for rating unsaturated zone and watershed vulnerability represent the potential for water, with or without contaminants, to: a. travel through the unsaturated zone to reach the water table in a ground-water supply source in a watershed b. travel overland or through shallow subsurface of a watershed to reach a surface- water supply intake in a watershed.(Eimers et al, 2000)

Learning Outcomes Through this training module, the participants will develop  the ability to prepare data for GIS pre-processing;  ability to undertake spatial analysis using model builder  ability to build GIS applications
