OBJECTIVES

The fight against fraud is a key objective of the Generic Activity on Measurements and Testing. This activity aims at a successful detection, prosecution, and prevention by keeping the know-how and technology ahead of the defrauder. Another aim is to contribute to an integrated, accurate, accessible and harmonised approach for anti- counterfeiting (industrial products except software), custom tariffs (including subsidies and quotas), doping in sport, and fight against crime.

RESEARCH PRIORITIES

These can be described as follows :

(a) Instruments for : - Verification of authenticity and origin of products, components, goods, materials, currency transfer, documents, persons, etc. (including ‘fingerprinting’ devices); - Detection of adulterations, toxic and illegally used substances or traded goods compromising safety and/or performance, doping in sport; - Detecting presence, verification, identification, reading of concealed items (such as markers, objects, etc.).

(b) Methodologies (including harmonisation) for : - Characterising, mapping, tracking and tracing authenticity control related to quality, origin and safety; - Detecting illegally used or traded compounds, undesirable substances, drugs in sport, species (e.g. endangered animals), etc.; - Screening and confirmation to identify the origin of various products, components, materials, and goods (including correct product categorisation in custom tariffs and the control of quotas and subsidies); - Measurements of age and origin of cultural artefacts, confirming person’s and documents identity.

(c) Feasibility RTD-projects on Certified Reference Materials (CRMs) to : - Check authenticity of materials, components, concealed items, etc.; - Pursue control of subsidies, quotas, and verification of product categorisation in custom tariffs; - Detect dangerous goods, drugs in sport, origin and age of cultural artefacts; - Facilitate identification of persons, animals, documents, etc..

- periodic calls for proposals on instruments. - call for expression of interest for specific needs on methodologies (i.e. analytical methods, sampling plans, databases/banks); feasibility RTD-projects on CRMs; and support to RTD-infrastructures. The aim of the call for expression of interest is :

-> to help the European Commission in identifying research related needs for Europe for publishing in a dedicated call for proposals; -> to decide whether or not to include the topic in a dedicated call for proposals; -> to have a supporting document available to all interested parties which defines the objectives and scope of the topic where a proposal is welcomed.

- SME specific measures (e.g. support to RTD-activities on instrumentation involving SMEs). One of the priorities set for the 1999 workprogramme is to support European policies in the domain of the emerging Information Society. In particular the IST programme supports policy objectives with technological developments in areas such as: information security, data protection and privacy, control of illegal and harmful content and management of intellectual property in a digital environment.

Relevant action lines can be found in the Key Action II (New Methods of Work and Electronic Commerce) of the programme. In particular:  II.4 Information and network security and other confidence building technologies, including: - II.4.1 Identification and authentication - II.4.2 Secure electronic financial transactions - II.4.3 Digital object transfer with IPR management This includes the development of new technology components, the experimentation & validation of new business models through large-scale pilot applications and assessment of social, cultural, economic and legal impact.

The implementation of the proposed research activities, in particular relating to information security and the management of intellectual property, will be performed with calls for proposals over 4 years, starting in 1999 and a first call for proposals to be issued on 19 March 1999. The total budget of the IST programme is € 3.600 millions with an indicative budget for the first call in 1999 amounting to € 800 millions.
