Committee Purpose Statements

Funding - The purpose of the funding committee is to assess, integrate and communicate predicable and/or evolving funding and organizational resources to support the installation and scale-up of PBIS. Predictable funding and resources can include but are not limited to cross-agency funding priorities; staffing and FTE attributions; and assets. Evolving funding and resources include but are not limited to local, regional, state and federal performance grants and economic partnerships. The funding committee is committed to leveraging and braiding opportunities to maximize social and economic capital to support academic and emotional/social success for children and school-aged youth.

Policy - The purpose of the policy committee (with a special emphasis on urban issues, family engagement and MH/ED language integration) is to develop and refine SWPBIS policy statements, refine and reference procedural guidelines and working agreements; review implementation data and outcomes semi-annually in order to refine policy; and conduct annual audits of existing and related (similar outcomes) initiatives and programs. The committee will develop an action plan for integrated and collaborative implementation of SWPBIS with other initiatives, programs and mandated efforts relating to behavioral health that have similar goals, participants, implementers, and expected outcomes. The committee will also ensure inclusive representation (system, youth and family) in the membership of the CoP on SBBH.

Visibility – The purpose of the visibility committee is to increase the overall awareness and dissemination of resources and information focused on urban issues, family engagement and the intergration of MH/ED language within the PW/SW framework.

Political Support – The purpose of the political support committee is to inform and influence decision-makers at the local and state level on the scale-up efforts of PBIS within our community of practice and the related initiatives to increase the social-emotional and academic success of our pre-school, school-ages and college aged students. The committee shall consider reconvening the Alliance for Pennsylvania Positive Behavior Support; develop a cadre of points of contacts linked to local/state representatives; identify legislative champions; develop and disseminate key data demonstrating the need for social, emotional and mental health prevention, screening and intervention; develop/update the white paper on PBIS outcomes; establish the “ASK” – the defined support and endorsements; and develop a social marketing plan.

Pennsylvania’s CoP on School Based Behavioral Health – Core Statement (UPDATE 1-28-13)

We are: a community of cross sector stakeholders that share a commitment to the advancement of early childhood, school age and adult behavioral health and wellness within the Commonwealth of Pennsylvania.

We support: at present, children, youth, families, schools, and community partners through development of comprehensive early childhood and school-based2 behavioral health support systems.

We do this in order to: overcome the non-academic barriers to learning for children and youth so that all can successfully transition into adulthood.

We focus on: 1) promoting implementation and sustainability of evidenced based multi-tiered systems of supports; 2) promoting integration of evidence based programming into decision-making frameworks; and 3) fostering and leveraging articulated and robust school - community partnerships.

We will be successful when: children, youth, families, educational entities and community agencies have access to services, supports, training, technical assistance, and collaborative opportunities that ensure academic and emotional/social success for all.
