Minutes of Meeting held at Nostell Village Hall Thursday, 9 th March 2017

Mrs. Sally Auty was co-opted on to the Parish Council and welcomed to the meeting - Proposed: Cllr. K. Higgins Seconded: Cllr. T. Eastwood
17/18 WAKEFIELD CITY COUNCIL – REPORT AND UPDATE (a) The Clerk had received an email from a local resident, Mr. L. Martin of Station Cottages, Nostell, expressing concern about various issues. This had been passed on to Cllr. Carrington. (b) Fly Tipping – This was an issue raised by Mr. Martin. Cllr. Carrington agreed to look in to the fly tipping on Swine Lane. (c) State of Road and Pavement, Swine Lane – This was another matter raised by Mr. Martin. Ibstock Brick do not appear to be working in the quarry at the moment, so the condition of the road has improved. Cllr. Carrington took photographs of the pavement and will take up this matter with the relevant department. (d) Blocked Drains Opposite Village Hall – Cllr. Carrington’s attention was drawn to the fact that, during the recent heavy rains, the drains outside and opposite the Village Hall had been blocked, resulting in flooding across the road. Traffic going through this water had caused flooding to the Village Hall car park. (e) Pot Holes, Hardwick Lane & Hilltop Lane – Cllrs. Burnley and D. Eastwood reported that, although some work had been done on Hardwick Lane, this was still unsatisfactory, and work also needed to be done on Hilltop Lane. Cllr. Carrington to take up with relevant department. (f) West Yorkshire Police Neighbourhood Watch Monthly News Letter – Cllr. Carrington distributed copies. (g) Local Bus Service – Cllr. Carrington reported that a public meeting is to take place on Monday, 13th March 2017, regarding local bus services.

17/20 MATTERS ARISING (a) Nostell Priory Courtesy Cards – The Clerk had circulated a letter from Jenny Layfield, Nostell Priory. It was decided not to progress this matter any further, but to put an article in the next News Letter informing residents that the courtesy cards are no longer valid. (b) News Letter – Cllr. Higgins has agreed to compile the Spring News Letter – articles to be included: Local Wildlife – Cllr. Metcalfe Cllr. Metcalfe NT Courtesy Cards – Clerk Clerk Christmas Tree – Clerk Clerk Village Hall Committee – Cllr. Livesey Cllr. Livesey HS2 – Clerk to contact Crofton Against HS2 to ask for a short Clerk article. (e) WREN Community Action Fund – Estimates for replacement flooring and heating in the Village Hall have been obtained. It was decided to postpone the grant application to the next round of funding, the deadline for which is 17th May 2017. Cllr. Livesey to Cllr. Livesey progress this application.
17/21 FINANCE (a) Cash at bank as at 28.02.2017 - £2,746.01. Clerk (b) Clerk’s Expenses – The Clerk submitted her end of financial year expenses (£46.50).
17/22 ANY OTHER BUSINESS (a) Planning Application – Nostell Priory – Change of use of bedsit accommodation to offices. (b) Town & Parish Representation on Local Area Action Groups – Cllr. D Letter dated 08.02.2017 from WMDC Communities asking for Eastwood representative from Parish Council. Cllr. D. Eastwood agreed to be the representative. (c) National Trust Invitation to “Clock” Exhibition 24.03.2017 – Cllr. D. Cllr. D. Eastwood agreed to attend. Eastwood (d) Request from Marie Curie Nurses in Wakefield & Pontefract for donation. After discussion, it was decided that a donation to this charity would set a precedent and the Council did not consider the precept should be used to donate to a national charity.
