Attending:  Nathan Botts; [email protected]  Christopher Doss [email protected]  Harry Rhodes ([email protected])  Finnie Flores (Canadian Institute for Health Information)  Jeff Brandt ([email protected])

Minutes:

1. Confirming mFAST objectives: a. Maturity model for LMIC b. Focused on mHealth interventions c. Population: maternal and child health d. Promoting a grounded, use case-driven approach to framework development e. Scope: Baseline needs for communicating maternal/child health clinical summaries through mHealth

2. C-CDA Minimal Dataset for LMIC mHealth events a. Establish baselines for community health event messaging a.i. What are the actual constraints given a 3g environment (or less) a.ii. Jeff Brandt – discussing with FHIR wg to try and determine alternatives a.ii.1. Size is just too much of a constraint a.ii.2. Chuck Parker of Continua also looking to identify the smallest datasets that could be leveraged a.ii.3. HIMSS too looking to address this issue a.ii.4. Overhead is just too high with C-CDA, lots of redundancy a.ii.5. Original FHIR much more compact and looking to see whether a constrained CDA could be forwarded a.ii.6. Potentially see whether Dr Ida Sim from Open mHealth to speak a.iii. What environmental scans have been conducted already? a.iii.1. Future phone? a.iii.2. Rhodes – found mobile health lite discussion in previous notes. Harry to reach out to Gora to see about the work that Raj and others are doing in India (low bandwidth, high latency). b. Potential of conducting surveys b.i. What is the general goal of their mHealth project? b.i.1. Care needs being addressed

Page 1 of 2 b.i.1.a. What are the modalities of focus? b.i.1.b. Depending on what is being sent what are the barriers being identified? b.i.1.c. Timeliness requirements? b.i.2. Population b.i.3. Outcome goals b.ii. Where is the work being conducted? b.iii. What are the proposed mHealth-type technologies to be used in the project? b.iii.1. Smart phone b.iii.2. Medical Device b.iii.3. Sensors b.iv. What are the bandwidth constraints in that region? b.v. What are the cost constraints for sending data within the project? b.vi. c. Projects for Evaluation c.i. Philippines – Finnie to potentially reach out.

Next steps:  Review current outline of mFAST Framework  Conduct Lit Review o Including guiding standards/frameworks of mHealth Alliance effort on SOML o TC215 o CMM  Send out an email for references of potential frameworks o ISO Standards o HL7 Framework o mHealth Alliance o VA/Indian Health Services (U.S. only) o WHO literature o IS Theories
