Proposed Alterations & Extension to Existing Waste Transfer Station

Supporting Statement Proposed alterations & extension to existing waste transfer station Smartwaste Recycling Ltd. October 2015

1. The site is set within an industrial area with Newhaven Harbour station & port to the west.

2. Neighbours have been consulted & modifications made as a result.

3. The proposal is for a) the continued use of, and changes to the Planning Permission ref LW/702/CM (granted 19/11/12) for the layout of the existing waste transfer station with 3 roofed bays (Bays 1,2 & 3); and b) the part retrospective planning permission as the extended area, on adjoining land, is currently being used for waste management, to provide for the installation of a further 7nos roofed bays, an open topped bay & fencing and an additional site entrance. The skip storage area has no fencing to the south as there are 2 sets of gates locked at night (one set onto the public road, & one set to the east of the proposed compound gates).

4. Application LW/15/0509 was submitted in May 2015, with the required fee, to seek permission for the extended site; however, under advice, it was withdrawn in August 2015. As this is now a resubmission, it benefits from being free as this is being made within 12 months of the original application.

3. The compound sorts & separates waste for recycling only which is transferred to specialist waste stations. The waste materials sorted are paper products (eg cardboard), timber and board products including plasterboard, scrap metals, hardcore, soil, green waste and small food general waste. Any food waste collected or bags delivered directly are transferred to specialist waste stations ie: MDJ Light Bros (see below).

4. Waste is collected within skips, by appointment from sites within East Sussex, and will be delivered into bay 4 – 10 to carry out an initial sort through, identifying any bagged/food waste. Any large items are sorted out and smaller waste is put through the Trommel grader. Food waste or bagged items will be isolated into a separate skip container within the large proposed transfer area. This skip is then transferred away at frequent intervals, at least once a week. Demolition waste & soil is to be stored in open topped bays to the south of the site. The turnaround between collection and delivery for all is generally a week, maximum 2 weeks. 5. The waste is either collected from clients & delivered directly to the specialist waste stations or taken to & sorted at the Smartwaste facility and then delivered on to the specialist waste stations: a) Skip It, North Quay Rd, Newhaven: cardboards b) PJ Skips, Cophall Wood, Hailsham Rd, Polegate: timber, plasterboard, hardcore, soil & general waste. c) EMR, North Quay Rd, Newhaven: scrap metals. d) Tamar Organics Composting, Beddingham, Lewes: Green waste. e) MDJ Light Bros (SP) Ltd, Southerham, Lewes: Food & Bag waste.

6. The machinery permanently proposed on site: a 13 ton digger, a 3 ton digger, a forklift, a loading shovel, a Trommel screener and a cardboard baler.

7. The vehicular average daily site usage: 2nos 18ton Skip lorries, 1 in use 6x daily;1 held in reserve for emergency (such as mechanical breakdown); 1no 18ton Dustcart once daily, & 3 vans once. It is proposed to have a 32ton Hook Loader 1-3 x daily (this is used to transfer sorted waste to specialist facilities.) Safe entrance/exits and the parking of the vehicles will be retained at all times.

8. All large vehicles are parked on site overnight and at weekends. The vans are on site during the day. 2 car spaces are to be set aside within the site.

9. The area noted to the south of the plan, adjacent to the new entrance, stores clean and empty skips. No waste or residue materials are stored here. . 10.Only Smartwaste employees are to work on site. The normal working hours are 0800 to 1700 hours, Monday to Saturday, and occasionally will operate between 0700 hours and 1800 hours. No Sunday, Bank holiday or Public holiday working, except for maintenance works or an emergency response.

11.The existing compound is 390sq.m. The proposed compound is a further 850sqm. The skip store area is a further 130sqm.

12.The Environment Agency has granted Smartwaste Ltd a T10 exemption certificate for sorting of mixed waste. Smartwaste Ltd has a carriers licence. 13.The ground surface is to be finished with sulphate-resisting concrete & laid to falls for all surface water to drain into the existing main drain to the north west of the site. The site perimeter is to have a raised concrete edge to contain any liquid from waste on the site to prevent polluting the local waterways.

14.Southern Water consented to the discharge of trade effluent into their sewers on 23/02/2015. An interceptor will be installed to separate any silt and oil prior to discharge into the main sewers.

15.The sorting bays will be formed of railway sleepers and steel posts at lower level with sheet metal panel surrounds to rear & sides & roofs, as advised by the Environmental Agency recommendation, to contain dust & blown debris. The sorting bay walls to the perimeter to the north & east are to be enclosed at high level, using Icopal Monarflex Super-T-plus screens. This was requested by the western neighbour to reduce any visibility from their site. The screens are obscured & used for long term scaffolding protection allowing light through, designed to withstand high winds & heavy weather conditions. The sorting bays are contained units open to the centre of the compound to allow access. The roofs slope from 5m high at the front to 4.5m at the rear. Bay 2 is the exception with a max height of 6m to allow for the 3ton digger arm loading the Trommel grader. Sorting piles are to be no higher than the surrounding bay or fence.

16.Solid timber fencing is to be a minimum height of 2m where no bays are built, with 2m high solid timber gates which will be kept locked & closed when no site personnel in attendance. Any damaged fencing to be repaired within 2 weeks of site staff being notified.

17.Environmental Health attended site on several occasions to assess the sound produced on site & have not raised any concerns.

18.Dust and litter from waste loading, unloading and sorting are carefully monitored to prevent cross contamination to specialist recycling facilities. Any vehicles carrying waste are netted once loaded to and from site. Once waste is unloaded the immediate area is cleared. The site is regularly cleared of blown litter and checked weekly. 19.Dust raised from the access road is regularly controlled by sprinklers when a large vehicle enters and exits the site. Any wind-blown litter is collected from the site, including open areas nearby.

20.Timetable of works: It is proposed to carry out all works within a year of permission. Commence with installation of drainage interceptor within 2 months. Fencing, concreting the ground, bay erection to continue all together.

21. Flood Risk Assessment: The site is in an area with a risk of flooding. Smartwaste Ltd is registered with the Flood Warning Direct Service within the Environment Agency to receive relevant warnings 24 hours a day. All employees have emergency training including locking exit gates to retain waste within the compound in the event of a flood.
