DIRECTORY 2012–2013 ABSOLUTE REQUIREMENTS

RULE 5 (I) Monthly accounts must be paid within 14 days of the date stipulated. Late payment will incur a £10.00 surcharge and the Club suspended

RULE 8 (M) Photographic Team sheets must be exchanged before the game commences. And a copy offered to the referee.

RULE 10 (B) The Laws of the Game require that Corner Flagstaffs be used. If your Groundsman doesn’t supply them then you must provide your own. Clubs held to be responsible for a late kick off will be fined.

RULE 10 (D) When playing at home contact your opponents and the referee not later than five clear days before the game to confirm your ground and colours.

RULE 10 (F) A Club not fulfilling a fixture may be fined, have points deducted, forfeit the points to its opponents, incur any expenses or be subject to any other action deemed appropriate.

RULE 11 (A) Match reports must be received by the League Secretary or the person otherwise appointed by First Class Mail, Fax or Email not later than Wednesday following a Sunday game. Failure to do so will incur an automatic fine.

RULE 11 (B) In League and League Cup games the home side must telephone the result to the Press Officer. When in a County Cup match ALL CLUBS must phone in the result.

RULE 13 (E) Before any match the referee should be paid his match fee and expenses and given two match balls. He should also be offered a Linesman. See also Rule 8(M)

RULE 13 (G) Should the referee fail to attend and either side offers a substitute referee then the game must be played.

RULE 15 Any complaints relating to league rules should be addressed to the League Secretary. Any club member causing problems for the Referee will place in jeopardy the membership of his Club.

RULE 17 (D) Clubs are responsible at all times for the well being and protection of the match official. Failure to exercise control over persons intent on endangering his safety may result in expulsion from the league.

RULE 17 (E) Your Club is responsible in the first instance for the payment of any fines or charges imposed by the Nottinghamshire Football Association Ltd, if non payment results in your Club becoming suspended an administration charge will be imposed by the league. In the event that a fixture is postponed resulting out of the suspension then the Club will be liable to a minimum £20.00 fine.

RULE 19 (B) Clubs must be represented by a bona fide member of the Club.

A bona fide member of the Club must attend and no person can represent more than one club. Apologies tendered for non-attendance are received only as a matter of courtesy. (Rule 19(B) refers) No further notice is given unless the dates are altered due to circumstances beyond our control.

In the event of inclement weather on any meeting date, ie, fog, snow, or severe road conditions, it may be cancelled at short notice. Should these circumstances apply the onus is on you to check that the meeting is still on, do not presume that because conditions are not bad where you are that they are the same in other areas. 16 CONFIRMING FIXTURES / REFEREES

A Club shall not be allowed to ‘not confirm’ a match at the monthly meeting by reason of not being allocated a referee. The Home Club must at all times comply with Rule 10(D) and confer with the Away Club at least 5 days prior to the game and if applicable inform them that a league referee has not been appointed.

Both Clubs (the home club in the first instance) should then arrange for one of them to supply a substitute referee not necessarily on the official list. If one or the other of the competing teams offers to referee the match then the fixture must be fulfilled.

If both clubs fail provide a substitute referee by Wednesday evening then the match shall be declared postponed with no penalties incurred by either side, (expenses excepted).

Should a club refuse to play when one club or the other has provided someone to referee the game then that club shall be deemed guilty of failing to keep its engagement and will be subject to any penalty contained within the provisions of Rule 10(f)(i) which includes forfeiting the points.

When agreement is reached at anytime on a substitute referee that person shall have the full powers, status and authority of a registered referee. (Rule 13(b) refers).

NB. Where a referee has been allocated and for whatever reasons cannot accept the appointment both Clubs will be subject to the same conditions as referred to above. In the event of the league appointed referee becoming unavailable and both clubs having failed to provide a substitute then any expenses incurred in the postponement (i.e. ground hire) will be shared equally.

The Management Committee whose decision will be final and binding on all parties will deal with any dispute arising between clubs on the implementation of this policy. In all cases please be tolerant and get the games played on a Sunday thus avoiding all the problems associated with night matches.

OUTSTANDING FIXTURES

Outstanding fixtures are those either not listed for a Sunday or those that originally were but not played for whatever reasons on that day. These matches will be arranged by the fixture secretary and played as night matches on the date stated unless both teams agree to a different one. If one or other of the competing teams fails to agree to an alternative date then the date set by the Fixture Secretary will be final and binding on both Clubs. Night matches will have league appointed referees, clubs shall not be allowed to appoint their own.

Please, do not come the old chestnut that you are a Sunday Club and can only play on Sundays. You are required by the Rules of the Competition to field a team as and when required to do so i.e. in the Semi-finals and Finals of the League Cup Competitions and in the Notts F.A Finals

For the first time in many years it was necessary to restructure all the divisions of the league due to circumstances affecting the Premier Division. The reformation of the divisions was conducted in strict compliance with the rules of the Football Association when addressing the filling of vacancies caused after the completion of fixtures.

This involved the movement of 21 clubs including those due to normal promotion the main aim being to form and consolidate a Premier Division containing clubs considered strong enough to compete competitively and also thought at the same time not likely to quit the league in mid stream. 19
