MAHONING TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES May 10, 2017

CALL TO ORDER: John Wieczorek called the meeting to order at 6:00 pm at the Mahoning Township Building, 2685 Mahoning Drive East, Lehighton, PA 18235

PRESENT: John Wieczorek, Vice Chairman; Bruce Steigerwalt, Supervisor; Robert Slaw, Supervisor; Thomas Nanovic, Solicitor and Natalie D. Haggerty, Secretary-Treasurer

ABSENT: Franklin Ruch, Chairman and Brian Reeser, Supervisor

PUBLIC COMMENT: Jake Ahner: He heard that the Township will be working on our ordinances and he is volunteering to give free input and help Mahoning Township. He is hoping new ordinances don’t impact new homeowners, it is smart to have individuals in the building community involved. Second issue of litter and dumping in Mahoning Township on Flagstaff Road. I will be installing cameras. John Wieczorek thanked him for his offer.

APPROVAL OF MINUTES: MOTION John Wieczorek made a motion to approve the Minutes of the April 26, 2017 Board of Supervisors Meeting. Seconded by Bruce Steigerwalt. John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 3-0 vote Motion carried.

APPROVAL OF TRANFERS: MOTION John Wieczorek made a motion to approve the following transfers: $537.97 Residential Street Light Money Market to General Checking $2,380.80 Residential Fire Hydrant Money Market to General Checking $18,559.87 General Checking to Payroll Checking (pay date April 20, 2017) $13,649.67 General Checking to Payroll Checking (pay date April 27, 2017) $12,467.78 General Checking to Payroll Checking (pay date May 4, 2017) $13,142.67 General Checking to Payroll Checking (pay date May 11, 2017) Seconded by Bruce Steigerwalt. John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes. 3-0 vote. Motion carried.

APPROVAL OF TREASURERS REPORT: April 2017 MOTION John Wieczorek made a motion to approve the Treasurers Report for April 2017. Seconded by Bruce Steigerwalt. John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 3-0 vote. Motion carried.

PAYMENT OF BILLS AND PAYROLLS: MOTION MAHONING TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES May 10, 2017

John Wieczorek made a motion to approve Bill List #427 in the amount of $113,345.27 General Check’s #21349-#21393 State Check’s #1531-#1534 Road Machinery Check’s #1004-#1006 Building Land EFT and Check #1001 Subdivision Land Development Check #1004-#1005 Seconded by Bruce Steigerwalt. John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 3-0 vote. Motion carried.

APPROVAL OF REPORTS: MOTION John Wieczorek made a motion to approve the following reports as listed on the agenda. Mahoning Township Road Department Activity Report for April 10, 2017-May 5, 2017 Mahoning Township Equipment and Fuel Log April 2017 Mahoning Township Planning Commission Minutes February 21, 2017 Carbon County Council of Governments Minutes March 28, 2017 Save Carbon County PennEast UGI Pipeline Project Report May 2017 Mahoning Township Zoning Officer Report for April 2017 Mahoning Township Building Code Official Report for April 2017 Seconded by Bruce Steigerwalt. John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 3-0 vote. Motion carried.

NEW BUSINESS: Bids for Fuel and Road Materials: TABLE

Borough of Parryville is Requesting Consent to Joint Municipal UCC Appeals Board Bruce Steigerwalt asked if they will have a member. They will have to. MOTION: Bruce Steigerwalt made a motion to grant consent to the Borough of Parryville to join the Joint Municipal UCC Appeals Board subject to them consuming all costs and fees incurred by Mahoning Township in conjunction with the process of allowing Parryville Borough to join and participate in the UCC Appeals Board, including but not limited to attorney fees and advertising costs. Seconded by Robert Slaw. John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes. 3-0 vote. Motion carried.

Advertise to Receive Bids for Paving Projects and Bids for Seal Coat 2017 MOTION: Bruce Steigerwalt made a motion to advertise to receive bids for paving projects and for seal coat projects 2017 pending approval from John Davis. CORESPONDENCE: John Wieczorek made a motion to accept and place on file the correspondence dated May 10, 2017. Seconded by Robert Slaw. John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 3-0 vote. Motion carried.

Carl Faust: Sent three violation letters

Natalie Haggerty: Peter Eisenbrown is requesting permission to speak with engineer hired by Tom Strauss regarding Summit Ridge. Tom will reach out to Tom Strauss and advise to set up an escrow to cover townships costs. Bids for township repairs, Hunsicker Construction is the only one received to date. MOTION Bruce Steigerwalt made a motion to accept Hunsicker Construction bid on all three items and clarify to get an insulated door not a fire rated door and not to exceed price. Seconded by Robert Slaw. John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 3.-0 vote. Motion carried. Shared that I met with Jarrod Huffaker from the Times News and it is cheaper to have the Times News print 2000 inserts for recycling event. MOTION: Bruce Steigerwalt made a motion to go with 2000 print and insert, black ink, colored paper at a cost of $145.00 and to run on June 3, 2017. Seconded by Robert Slaw. John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 3-0 vote. Motion carried.

Audie Mertz: Requesting permission to purchase a radio at a cost of $999.00 MOTION: John Wieczorek made a motion to purchase radio at a cost of $999.00. Seconded by Robert Slaw. John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 3-0 vote motion carried. Attended Safety Event at Mauch Chunk Lake.

ADJOURNMENT: MOTION Bruce Steigerwalt made a motion to adjourn the meeting at 7:58 PM. Seconded by Robert Slaw. John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 3-0 vote. Motion carried.
