Minutes of Committee Meeting held at Lordswood Leisure Centre on Wednesday, 6th February 2013 at 7.30 p.m.

1. COMMITTEE: PRESENT: Vic Williams (Chairman), Vic Smith , Christine Carey, Jim Carey, Sue Sandmann, Maria Hooker, Keith McCourt (KCFA D2 Representative), Ian Ballard, Ray Kerr, Steve McManus, Denise Gadsdon, Chris Morris and Andy Bonneywell

2. MINUTES OF THE LAST MEETING: (held on 2nd January 2013) These were agreed to be a true and accurate record and were signed by the Chairman. There are no matters arising from the minutes.

3. CORRESPONDENCE: K.C.F.A. Ltd. League statements of player/club suspensions dated 9/1/13, 16/1/13, 23/1/13, and 30/01/13 K.C.F.A. Ltd. Kent FA League Support Working Group Chairman, Greg Petts Meeting to be held on 18th February with representatives of the MMYL, Chris Carey and Vic Smith and KCFA representative D2, Keith McCourt. This is to discuss/review the governance processes of the League and AGM and registration processes. A discussion took place on this subject. K.C.F.A. Ltd. Lee Suter, Football Development Officer. Informing the League that he has been selected to support the MMYL throughout the Youth Development Review from 2013/14 season. Jim Carey to contact Lee to discuss fixture formats for U/7, U/8 and U/9 next season. K.C.F.A. Ltd. Recommendations for County Cup Final Appointments. KCFA representative asked for advice on this topic and also promotion criteria for referees from the divisional perspective. The MMYL have not been involved in either previously and felt some education would be of benefit. Keith McCourt to refer to KCFA D2 Real 60 U/9 Jaguars request permission per Rule 1A to enter a tournament on 5th and 12th May. Permission cannot be granted at this time due to the fixture backlog. An additional request was received and subsequently withdrawn, relating to the cup final date. Club advised for future reference of the requirements of Rule 24M in this regard. Lordswood Youth U/14 v Horsted Youth. The U/14s team are grateful to Horsted Youth for the help and support offered to them by the Horsted Youth manager and referee, Steve Lewis when a player sustained a serious injury during their match. K.C.F.A. Ltd Nick Dunn, Referees Development Officer. A meeting is arranged for 12th February with Nick to discuss the FA Referees Development Programme and the work being undertaken with mentoring trainee referees (see deputy referees secretary’s report). Chris Carey, Steve McManus and Vic Smith to attend. A discussion took place. Wigmore Youth U/18 Athletic v Riverview Utd. Club record the ‘superb controlling of the game’ by referee, Barry Smithson. ‘It has been a pleasure to have him referee our games this year and make it enjoyable for both teams’. Rainham Eagles U/14 advising the League that they will not fulfil their return fixture v Omega 92 when the game is scheduled. The age group secretary must reschedule the game and Rainham Eagles should follow the non played fixture procedure if that is their decision at that time. Real 60 U/15 game v Swallows complimenting referee, James Vandepeer for the way he handled this top of the table clash. Woodcoombe Youth U/16 v Woodpecker HI, congratulating referee, Dannea Wright for his performance in this cup tie. Rainham Kenilworth Athletic U/12 D1 Please note that fixture secretary, Keith Patching has a new phone number 01634 610279 Holm Place Sheppey Mr Matt Smith, Chairman Sheerness East. Informing the League that his club will be amalgamating with Sheppey Utd F.C. next season. He would like to hear from anyone interested in hiring mini soccer pitches next season at their ground Holm Place. He can be contacted on 07743980498.

4. CHAIRMAN’S REPORT: Like all leagues we are behind with our fixtures this being due to the bad weather. If managers know their pitch is unfit to play on and if your opponents have a pitch you must reverse the fixture Rule 10K.This week there were games that could have been reversed and did not get played. 5. VICE-CHAIRMAN’S REPORT: Nothing to report Vic

6. SECRETARY’S REPORT: A group of representatives from the League Committee will now be attending a workshop for Youth Leagues at KCFA on 27/3/13 due to a postponement because of the snow. In addition a number of meetings have been set up as noted under ‘Correspondence’. There is much change ahead and work to do to ensure compliance with new directives and I look to you for support during this busy time.

The backlog of fixtures is going to be a problem now in some age groups and it is important that managers realise that re-arranged games will be issued by the appropriate age group secretary for the next available Sunday. If you know players are away on a school trip in future weeks please send in your postponement request as per Rule 12(O) even if you do not have a scheduled game that week as yet. When the fixtures listed in the fixture booklet are complete the fixture secretaries will issue new lists for the benefit of all teams. I know some managers have been very co- operative already and played on a Saturday so thank you to them. It is also very important that you keep your club results secretary up to date with all re-arranged fixtures in order for them to know which results to submit. Chris 7. AGE GROUP SECRETARIES

ALL AGE GROUPS RULE 8(T) You are all reminded that registration cards MUST be exchanged at the beginning of every match. RULE 11(H) All result/match cards MUST be completed before the commencement of any match in presence of the opposing manager.

Under 7, U/8 and U/9 Secretary Re-arranged fixtures for the Under 8s have been now sent to all club secretaries and any updates on these will be sent as soon as I need to. The Under 7s fixtures seem to be working well and the feedback seems positive on how the divisions have been arranged. I would like to thank Jim Carey for his hard work with these. Under 9s fixtures due to originally finish in March will now continue into May and ‘double headers’ are on the cards for some teams. Please ignore current instructions for the ‘double headers’ previously issued by the League as the file needs updating to take into account the new formats of mini soccer. An update will be circulated to clubs before any ‘double headers’ are scheduled. Please be aware that the season runs from September till end of May so every team is expected to play during these times. If due to the inclement weather you pitch is unavailable every effort must be seen to be made to play the fixture at your opponents ground (if available) as it has been reported to me some teams are not doing this! I do not wish to sound like an old record but checking match cards after games is becoming a chore due to the same mistakes being made by the same clubs every week despite being told! I can only surmise that some clubs have a abundance of money to waste and pay the fines but also be thankful that Under 7/8 can’t be fined! All club matters should be addressed through the club secretary and I have been amicable up to now and responded to individual emails but again repeating myself is becoming boring so will now only respond to club secretaries. Under 10 & U/12 Registration Secretary Football is being played again after the bad weather spell, please all kindly remember the deadlines. One major gripe, on going around to watch games this season it seems that many are not using referee cards, these must be used and many are afraid to actually check Registration Cards at the start of each game, just knowing that the opposition has them with them is not enough. As per League Rules 8T and 8V, which clearly state the requirement to check, and what to do if unsure whether a player or cards are missing. Please do not be afraid to check. Under 18 Secretary Looking at the fixtures, as you can see that most of the U18s games come to an end this weekend, I will be looking at games that have to be re-scheduled and get these sent out to clubs asap also it will be sent to Ray for him to allocate Refs for the games. If you have any problems with he rearranged games once I have done them please contact me and I will look into the issues. Michele

9. REFEREES SECRETARY’S REPORT: Not a great deal of football once again so again a very short report. One item of note to record is that, at the recent Medway KRA Quiz night, League referee Peter Curran was presented with an award for “long and meritorious service” to the KRA in recognition of his 20 years service to the Branch. Congratulations Peter and long may your service to the KRA and this league continue. Ray

10. ASSISTANT REFEREES SECRETARY’S REPORT: It has obviously been a quiet month for the referees due to the weather, which has knocked back my plans for mentoring the referees that need it, but I am hoping that the weather clears soon so we can get some games up and running, and because of a mentors course that the KCFA had put on we now have another 4 mentors to call on, giving us a total of 5, so things should pick up soon and hopefully I can get them all done and mentored ready for next season. I am still getting clubs/teams not contacting the allocated Referees by the Tuesday 9pm cut off time, and when the referees do inform me then the Club/Team will be fined £10, and I am now looking into the fines for this offence to find out if we have regular offenders, and it appears that we do. I am now on the case of clubs NOT offering Officials any refreshments at half time, as per Rule 13[E] PAGE 26 and the last 6 words of that Rule, so please pass this on down through your club, as, I feel, it is a matter of RESPECT, for the sometimes difficult job that these young Referees have to do. 12. DISCIPLINE OFFICER’S REPORT: I would firstly like to apologise for not submitting a report last month to the league. I am still receiving a significant number of reports from referees not being offered a drink. Please remind all managers of Rule 13E.

Club secretaries who have their own referees need to reiterate the need for them to submit a referee match report form to me. This is for all age groups. December 2012 & January 2013 For those who have not been doing so, please can you state the age group and Division? U 15 4 Cautions 1 report to KCFA U 16 8 Cautions 1 report U 18 15 Cautions 2 reports Next month teams will be highlighted that need support with addressing and meeting the Code of Conduct rules. The Positives Considering the number of cancelled fixtures from the adverse weather, we have all been having, within these last couple of months. I have received a record number of positive reports from referee’s, all congratulating and touching on sportsmanship, I will be highlighting these teams achievements in my next report. Well done! 13. CUP COMMITTEE Semi finals will be played on 17th March 2013. Clubs in the semi finals may send 2 representatives maximum to the draw if you wish. You will need to contact Andy Bonneywell for details of time and venue after the quarter finals on 24th February 2013.
