FLOOD WARNINGS
1. The Environment Agency (EA) Regional Flood Control Centre will issue the following information:
FLOOD WATCH Flooding is possible in a designated area (areas), be aware, be prepared, watch out.
FLOOD WARNING Flooding of homes, businesses and main roads is expected in a designated area (areas), act now.
SEVERE FLOOD WARNING Severe flooding is expected in a designated area (areas), there is imminent danger to life and property, act now.
ALL CLEAR There are no Flood Watches or Warnings currently in force for a designated area or areas. (Obviously only follows earlier issue of Watch or Warning)
2. Amplifying details are on the EA Information Sheet enclosed ahead of Annex A. The EA provide greater “risk” information for each of the Flood Warning Areas; current information is repeated at Annex A. Ongoing EA studies will continue to refine and revise this information which will then be updated.
3. The EA have the primary duty to inform the public (local residents) of impending flooding. They have been provided with details of former West Berks flood wardens which they have reviewed and are still attempting to extend. The EA have installed an automated voice messaging system (AVM) to alert Wardens and consideration is still being given to extending this to cover the police Neighbourhood Watch system, by incorporating selective flood alerting. The duty ECO will now receive Flood Warnings messages by AVM directly from the EA. The ECO will continue to receive Faxed information on Flood Watch and Flood Warnings from the EA, relayed by RBFRS.
Note: Copies of any Flood Watch message received out of hours should be re-faxed to EPO on 01635 519172 for file at start of work. Details of actual Flood warnings received should be actioned as ion Paragraph 6 below in the wake of what is known as the Cardiff judgement. WBC is now legally obliged to maintain an “audit trail” of notifications and actions on such messages
4. Flood Watch information may cover a designated geographic area or a series of Flood Warning Areas (FWA). Flood and Severe Flood Warnings will be specific to designated FWA’s; details of those which concern us in West Berkshire, are as follow:

5. The EA have a public warning and information service known as Floodline which is available on 0845-988-1188. This service is available Monday to Friday 0800-2000 and on Saturdays and Sundays between 1000 and 1600; additionally, on a 24 hour basis, it provides recorded information about Watches & Warnings in force and can accept, for direction to communications centres, any reports of flooding incidents from rivers. This is a local call rate service and ECO’s should encourage callers to use service if they are unable to deal with any particular related query. Reports of river flooding that are not already the subject of a flood warning, should be reported to the EA.
NOTE: For quick reference regarding EA Flood Watches or Warnings in force in our area, after the 0845-988-1188 Flood line Number, follow instructions and when asked for Quickdial number, apply either of the following:

6. On receipt of a Flood Warning the ECO should check that the Risk Area is within West Berks and inform the following:
(a) The duty Public Protection Manager and the Emergency Planning Officer.
(b) Ringway duty officer (Pg H-1-A-1) if sandbags or general assistance is requested or likely to be required.
(c) Highways and Engineering staff:
Duty Officer when Winter Maintenance rota is active or Derek Crouch - H&E EPLO or Mark Edwards (Head of Service).
(d) Any Warning related to FWA 22/1 should also be advised to Bill Fisher at the Newbury Boat Yard (01635-42884) and Newbury TVP, day or night.
7. On receipt of a Severe Flood Warning, in addition to action as above, the ECO should also inform: a. Social Services – out of hours duty staff b. Education – EPLO or Head of Pupil & Student Services or School Services c. Countryside & Environment – EPLO, Head of Service or any available senior staff
8. If the flooding becomes serious and widespread, in conjunction with Emergency Planning, Head of Highways and Engineering or an officer on his behalf, may decide to activate the Stage II Emergency Response Centre in Street Care at Market Street, or utilise the Market
73 Street EOC. In this event, Highways & Engineering will activate the facility inside or outside of working hours. Outside of working hours, when sufficient staff are in place, the ECO will be asked to transfer the OOH Emergency Lines to Faraday Road or EOC; inside working hours, this will be effected by an EPO or in absentia, by Highways & Engineering management.
9. A similar procedure may apply for other events that have or are expected to generate excessive calls from the public and require enhanced co-ordination of emergency response arrangements.
10. A consolidated list of Flood Wardens and details of pre dumped sandbags is at Annex B.
11. ECO’s are reminded to advise callers for sandbags who live in a location with pre positioned stocks that they should arrange supply through their local flood warden. We are seeking to reach the stage that only Flood Wardens call us for stock; Wardens should also be used to verify requirements, if we do receive pressing calls direct from the public. Members of the public from non designated flood risk areas, should also be advised that there may be there may be charges involved; some discretion required, eg OAP’s, disabled, etc. Guidance on handling flood assistance calls is at Annex C.
12. Requests from Flood Wardens for additional supplies or where there are other issues authorised, should be reported to the EP unit by fax, to be available on the next working day. Other pertinent matters such as inability to meet requests or specific problems identified, that may require follow up action, should also be reported in the format provided at S-2-A-1. F-1-2

FLOOD WARNING AREAS AND RISK ASSESSMENT
Flood Watch and Warnings issued by the EA will locate the Flood Warning Area (FWA), the name of the river and a prominent location, usually a town, may also include reference to Upstream or Downstream. Details of the Flood Warning Areas (FWA) and EA risk assessment against the warning criteria are as fol- lows:
FWA: 21/1 - River Pang: Hampstead Norreys to Pangbourne - confluence with Thames at Pangbourne.
FLOOD A Flood Watch will be issued for the River Pang Catchment. Low-lying areas and roads near to WATCH the rivers may be affected.
FLOOD A Flood Warning for the River Pang FWA 21/1 will be issued. Flooding is likely to affect WARNIN residential properties at Stanford Dingley, Bucklebury, Bradfield & Tidmarsh; Briars Close, G Pangbourne & Sulham Lane Tidmarsh.
SEVERE A Severe Flood Warning will be issued for River Pang FWA 21/1. Severe flooding is expected, FLOOD including those areas affected by Flood Warning. WARNIN G
FWA: 21/2 - Sulham Brook: Theale to Pangbourne/Thames
FLOOD A Flood Watch will be issued for the River Pang Catchment, which includes Sulham Brook. WATCH Low-lying areas and roads near to the rivers may be affected.
