The Kansas Criminal Justice Information System (KCJIS) Director is authorized under KSA 74-5702(f). The summary function of the director is to carry out the tasks identified by the KCJIS Committee. The Director is a state employee responsible to the KCJIS Committee.

RESPONSIBILITIES

1. Fulfilling the administrative functions of the KCJIS Committee as provided in the Administrative Policy Document and as directed by the Committee and Executive Committee. 2. Assists agencies in the development of project plans, budget requests, and project management as they relate to the KCJIS systems and needs, upon request of the agency or direction from the KCJIS Committee. 3. Be involved with and develop working relationships with each of the KCJIS communities. 4. Identify and report to the committee potential improvements to KCJIS. 5. Facilitate the coordination of KCJIS related matters between CEO and Technology leaders of member agencies and relevant end-user groups at the state, local, and federal levels. 6. Identify capabilities of CJIS systems in other states and report to the committee potential gaps and opportunities for the KCJIS systems. 7. Is up to date on present and developing national trends and standards of CJIS related organizations. 8. Develop and submit grant applications as directed by the Committee and maintain the performance measures and reporting requirements associated with grants and report to the committee as provided in the Administrative Policy. 9. Coordinate KCJIS conferences as directed by the Committee with guidance and assistance from committee members and member agencies. 10. Under direction of the Committee educate, inform and liaison with the Legislative Branch on KCJIS related issues, building relationships with individual legislators, legislative committees, Legislative Research, and the leadership of the House and Senate. 11. Assists the Project Committee in tracking progress of various KCJIS related projects.

ASSIGNED TASKS

1. Prepare and deliver reports at the direction of the KCJIS Committee to the Kansas Criminal Justice Coordinating Council. 2. Attend relevant meetings of the state Information Technology Advisory Board (ITAB); IT Identity Management Assurance Group; Information Technology Executive Council (ITEC); Traffic Records Coordinating Committee (TRCC); and other state technology organizations conducting business related to KCJIS systems. 3. Maintain records and files as provided in the KCJIS Administrative Policy Document. 4. Compose and maintain minutes of KCJIS meetings as provided in the KCJIS Administrative Policy Document.

1 5. Fulfill Kansas Open Meeting Act and Kansas Open Records Act functions as provided in the KCJIS Administrative Policy Document. 6. Coordinate KCJIS related meetings including assistance with meeting space and administrative and technical support for those meetings. 7. Assure all administrative and personnel related reports are completed accurately and on time. 8. Provides project related briefings to agencies and the KCJIS committee as needed or requested. 9. Coordinate development and maintenance of a KCJIS strategic plan. 10. Report to the KCJIS Committee identified potential conflicts in IT projects affecting the KCJIS Systems. 11. Report to the KCJIS Committee identified needs in coordinating IT projects affecting the KCJIS Systems. 12. Fully report to the KCJIS Committee results of any conference attended on behalf of the KCJIS Committee including details of information gained that can be applied to the KCJIS system. 13. Other duties and assignments as directed by the KCJIS Committee and Executive Committee.

QUALIFICATIONS

1. Understand the needs of the criminal justice user community. 2. Understands concepts of IT management. 3. Understand the concepts of data exchange between diverse IT systems, including the related legal and political issues surrounding data sharing. 4. Ability to manage complex IT projects across multiple IT platforms in multiple state agencies, and utilize that ability to support IT managers engaged in KCJIS related projects as requested by those IT managers and the KCJIS Committee. 5. Ability to work in a positive relationship with a diverse group of IT managers respecting the duties, workloads, and demands of each. 6. Meets the qualifications of the State of Kansas IT Project Analyst job classification.. 7. Must maintain all applicable KCJIS awareness statements and security requirements. All relative statements, documents, and security processes must be reviewed and updated annually or more frequently as required. 8. Must complete and maintain all personnel and employment documents required for this position by the state of Kansas, Department of Administration, and Office of Information Technology Services.
