Relevant terms and functions

Term Function Each of the eight EU Member States and the six third countries directly involved in the EUSDR has nominated a National Contact Point, who is typically a high-level official from the office of the Prime Minister or the NCP – Ministry of Foreign Affairs. The NCP’s primary role is to ensure the implementation of the Strategy at the national level, closely co-operate National with the national ministries concerned by the Strategy and provide Contact Point necessary information to the stakeholders. They support the appointment of the members to the Steering Group. NCPs help establishing contacts between PACs and Priority Area National Contacts.

The Priority Area Coordinator’s main responsibility is to coordinate the work within the Priority Areas mentioned in the EUSDR Action Plan. It involves monitoring the implementation process and applying the appropriate measures to ensure that the actions and projects within the Priority Areas are implemented as foreseen. It also relates to providing assistance in respect of sources of financing and reporting to the European Commission. The number of responsible countries is limited to PAC – two for each Priority Area (with the exception of the first, as it has twice two). PACs are in charge of organising meetings of the Steering Group. Priority Area PACs are responsible for collecting the project ideas which respond to the Coordinator actions included in the Action Plan. PACs should also do an extensive research on the running projects and see how their funding is engineered. Their responsibility is to find agreement on realistic and feasible objectives relevant to the macro-region considering the Commission’s proposals for targets of the Strategy, with the involvement of all possible stakeholders.

Member of the Each country appoints a Member for the Priority Area Steering Group to Priority Area facilitate the task of the PACs. The NCP supports the appointment of the Steering Group Members and ensures contact to the PACs. The Project Leaders are responsible for the implementation of the projects PL – within each Priority Area. Their role is to execute the projects and report to the PACs on the on-going process of the implementation. They invite Project Leader the relevant PACs to their meetings. HLG – The High Level Group consists of senior civil servants from each EU Member State. Third countries are invited as observers. The HLG amends High Level the Action Plan and is set up to advise the European Commission during Group the implementation. It guarantees high-level representation for ensuring stronger political commitment. The meetings of the HLG are organised according to need, but at least twice per year. Each Priority Area will have their own Steering Group, which is a stable group of representatives from all countries and relevant inter- SG- governmental bodies. The Steering Group will work on the implementation of the Strategy (there would be 12 of them as the first Steering Group priority Area would have two). This work is coordinated by the Priority Area Coordinators. The Commission would participate, where appropriate. The decisions would generally be taken by a consensus.
