11:00 I. Call the Regular Park CD Board Meeting to Order – Martin Davis

11:05 II. Natural Streambed & Land Preservation Act (310) Site Inspection Reports: A. PK-52-15C Dean Langton: Little Mission Creek – Per board decision at the January 5, 2016 meeting, a follow-up site inspection was conducted. In September 2015, the neighboring landowner filed a complaint reporting activity on a spring-fed pond as well as a pond being developed in the floodplain area of Little Mission Creek. B.PK-20-16C Dean Langton: Little Mission Creek – The neighboring landowner filed an additional complaint reporting water was being siphoned from Little Mission Creek to fill developed pond, a drainage ditch had been installed from pond to Little Mission Creek, two rock and brush dams had been installed on Little Mission Creek, and track hoe modification of riparian area. C. PK-24-16 Frank Schroeder c/o Caleb Minnick/CTA Engineers: Mill Creek – Installation of a 70 foot bridge across Mill Creek to provide vehicle access. D. PK-22-16 Connie Triplett & Gerald Groenewold c/o Ruggles Excavation: Fleshman Creek – Bridge repair to stop stream from undercutting. Railroad tie abutments will be replaced with concrete abutments at a position to prevent undercutting. E. PK-23-16 David Stanley & Jean Keffeler: Little Mission Creek – Installation of an offstream pond to include trenching from the banks of Little Mission Creek. F. PK-24-16 Becki Watson c/o Ron Hoaglund & John Melin: Shields River – Bank stabilization of 280 linear feet of riverbank through the installation of rock rip rap. G. PK-21-16 Ned Zimmerman: Daisy Dean Creek – Culvert replacement using a culvert of same height and length and covered with enough material to prevent further damage. H. PK-02-16E Drew Carrigan: Shields River – Emergency action taken to remove trees from river and place root wads on highly eroded area. I. PK-60-15EDrew Carrigan: Shields River – Emergency action taken to remove trees from river and floodplain with an excavator and log skidder. J. PK-25-16 Drew Carrigan: Shields River – Repair of bridge abutment through the installation of rock rip rap.

12:50 III. Natural Streambed & Land Preservation Act (310) Discussion A. PK-59-15C Paul Ezekiel: Mission Creek – Complaint was filed reporting stream was being diverted to fill a recently installed pond. Upon transmission of letter to alleged violator, the referenced individual contacted the Park CD reporting the stream was a ditch installed many years ago. Maps have been submitted. Discussion of request made by alleged violator.
