3.1. UTI CONTACTS...... 6 TURKEY SURFACE SOP Updated January 2005 Purpose and brief overview of this document: The following document serves to record, clarify, standardize and organize all UTi Turkey operations information involving surface transport (both rail and trucking) into and out of Turkey.

2 1.1.1. Surface Export Schedule Truck: Our trucking partners include only the most experienced and competent carriers in Turkey: Ser-Fa, Destan, Akdaglar, etc. Trucks from Turkey can be chartered daily to all major points in Europe, the CIS and the Middle East including Iran. Trucking to the Iraqi border can also be arranged.

Rail: Rail service is frequent to the Balkan countries with onward service into Europe. Rail service is also available to Iran and onward into Central Asia, but is prohibitively slow. Because of the different standard rail gauge in the former Soviet republics, rail shipments from Turkey beyond the Iranian border with Turkmenistan require a transshipment. 1.1.2. Surface Export Specific Requirements

Surface Export Packaging Packaging is checked upon receipt of cargo and must be in reasonably good condition.

Surface Export Collection Details Cargo can be delivered to our warehouse or a truck can be sent to pick-up the cargo from the factory/shipper. For cargo over 15 CBM, the actual truck used for the international shipment customarily includes the pick-up as part of the shipment.

Similarly, rail cargo can be delivered directly to the railhead, or can be picked up from the shipper/factory. Groupage shipments will go to our warehouse.

1.1.3. Surface Export Process a) Shipping Instructions Received from Vendor b) Cargo Received c) Customs Clearance d) Departure

1.1.4. Surface Export Documentation When exporting from Turkey, it is extremely important that there be no discrepancies in the documentation. Required Documents:  Commercial Invoice  CMR (or RWB)  Tir Carnet (for Truck only)

Other Documents, if relevant: * Insurance bill, if goods are insured * ATR for shipments from EU countries (to have customs duties waived) * Packing list (to facilitate customs clearance)

3 * Veterinary or phytosanitary certificate, if appropriate

Surface Export Shipment Type  Rail Wagon  Container on Rail  Full Truck Load (FTL)  Less then Truck Load (LTL)  Container Haulage  Multimodal Services

Surface Export Terms of Sale All terms of sale are acceptable (FOT, FOR, FCA, etc.)

Surface Export Customs Customs clearance can be performed at our warehouse or at the railhead.

For shipments originating outside of Turkey and being transloaded in Turkey for onward forwarding, the Tir Carnet (or RWB) should include the instructions: “in-transit via Turkey”.

CMR (or RWB for Rail) The CMR (the bill of lading) is produced by the trucking carrier and filled out. For rail, the Rail Waybill (RWB) is obtained from by TCDD—the national state-owned rail carrier in Turkey.

FCR A Forwarder’s Certificate of Receipt (FCR) is produced by UTi Turkey and can be used for both rail and truck shipments.

Tir Carnet (Required for Truck only) Prepared by the truckers and carried alongside the CMR, this document must be presented to each customs border for passage across that country. The “total quantity” and “weight” of the goods must be included in the document.

Surface Export Pre-Alert A pre-alert is sent to the UTi destination office prior to departure.

2.1.1. Surface Import Process After pre-alert received from origin office, the consignee is notified and the address of final delivery confirmed. The address is then given to obtain the delivery order. Next, the documentation is turned over to a customs agent (or to consignee, after clearance, if UTi clears the goods). Note: Original documents must be endorsed and returned to the shipper.

2.1.2. Surface Import Customs Requirements When importing into Turkey, it is extremely important that there be no discrepancies in the documentation, and all documentation must be original.

An original Commercial Invoice and Delivery Order are required for Customs Clearance, and a Packing List expedites the process.

2.1.3. Surface Import Specific Requirements For textiles and other relevant goods, a certificate of origin is required.

5 For trucking shipments, please check with shipper and/or consignee if there is a preferred customs house because the specific customs house must be included on the Tir Carnet and is extremely difficult to change once stated. 2.1.4.
