Context This proposal forms part of a programme to deliver KCC’s commitment to rebuild or refurbish all of our special school buildings and increase the number of special school places in Kent.

There is a pressing need to commission further capacity for pupils with Autistic Spectrum Disorder (ASD), Behavioural, Emotional and Social Needs (BESN) and Speech and Language Needs. (Source: The Kent Commissioning Plan for Education Provision 2013-2018). KCC’s Special Educational Needs and Disability (SEND) Strategy identified the need to add at least 275 additional ASD and BESN places, including 175 places in Kent’s special schools.

Broomhill Bank is a successful special school that is highly effective in meeting the complex and diverse needs of its pupils. The school is situated at Rusthall, on the edge of Tunbridge Wells. The school was previously a day and residential all girls special school for learners with moderate learning difficulties. However, following a re-designation in 2008 the school became a co-educational school for pupils from 5-19 with communication and interaction difficulties.

The residential provision ceased in 2012 and the school is currently designated for 80 students aged 11-19, which includes up to 30 places in the Further Education Department. Students eligible for places will probably have a diagnosis of autism, aspergers or other significant social communication difficulty, such as pervasive developmental disorder, and/or severe receptive or expressive language impairment or disorder.

The school also supports a large number of students in local mainstream schools and provides training for mainstream staff through outreach services.

Over time, the number of pupils admitted to the school has increased, with the provision of temporary accommodation as necessary. The current roll stands at 92.

Aims and Objectives The project is to expand and update the current facilities in order to accommodate an additional 56 pupils (total 136) in line with the targets set out in the Kent Commissioning Plan and SEND Strategy.

Information and Data The data used in the project is published data on pupil numbers, school performance data and characteristics of the local pupil population.

Population age 0-15: 1,280 (620 males, 660 females) Population age 15-19: 410 (210 males, 200 females)

Broomhill Bank School is in Speldhurst and Bidborough Ward in Tunbridge Wells and population data gathered by Experian Limited in 2011 showed the following information regarding the main language of residents aged 3 and over:

5 KCC/EqIA2013/March Involvement and Community Engagement Consultation is currently underway with the community and other stakeholders, including the following groups:  Local Children’s Centres and pre-school providers  Schools in Tunbridge Wells  Schools providing C&I provision in West Kent  Elected Members (Kent County Council, Tunbridge Wells District Council)  Tunbridge Wells Parish Councils  Local MP  Tunbridge Wells Clinical Commissioning Group(s)  Any Local Authority that maintains a statement of SEN for children at either school.

Potential Impact

Adverse Impact: No adverse impacts have been identified at this stage; however the outcome of the public consultation and community consultation will enable the Local Authority to test out these assumptions.

Positive Impact: Some positive impacts identified are:

• Young people with Students with communication and interaction difficulties (C&I) who have a Statement of special educational need and are likely to benefit from a place at Broomhill Bank with updated facilities specifically designed to meet their needs. • There will be an increase in total number of places available for young people with communication and interaction difficulties including.
