NEIGHBOUR IS MAIN CONSPIRATOR OF KIDNAPPING MADE THREATENING AND RANSOM CALLS

KIDNAPPED CHILD RESCUED FROM BIHAR & MAIN CONSPIRATOR ARRESTED.

With the arrest of an accused namely Parmod Kumar (aged 24 yrs) s/o Ram Richh Yadav r/o Vill. Sher Pur, PS Ashthma, Distt. Nalanda Bihar, police personnel of South West District worked out a blind case of kindnapping for ransom . Kidnapped child Sonu aged 4 years (name changed) rescued from Bihar

Gist of Case

Complainant Ms. Nibha Devi r/o Kapashera, Delhi reported that her 4 years old child namely sonu has gone missing from 8 June, 2014. Upon this a case vide FIR No. 248/14 u/s 363 IPC was registered at PS Kapashera and investigation was taken up in right earnest.

OPERATION

After registration of case, the father of the child started receiving ransom calls of rupees 10 lakh. Sensing the gravity of the case, a team comprising of Inspr. Rajesh Brar, Addl. SHO/Kapashera, Sh. Ramesh Kumar, Inspr. Special Staff, Sh. Atul Kumar SHO/Najafgarh, SI Naveen Kumar, Spl. Staff. SI Yogender, HC Jaiveer and HC Sumer was constituted under the supervision of Sh. Ran Singh Gehlot & Sh. Surender Singh ACP/Ops/SWD and under the close supervision of the undersigned. During the course of investigation, various suspects were examined and finally with the help of intelligence inputs and sources it came to light that there is an involvement of a neightbour with whom child had very cordial relations. further work was done on this input and teams were sent to Bihar. it was further transpired that there is some place near Nalanda Bihar where the kidnapped child was withheld. Further action and raids resulted in rescuing the child and accused parmod was arrested.

Profile of accused

Parmod kumar (age 24 Yrs) s/o Ram Richh Yadav r/o Vill. Sher Pur PS Asthama Distt. Nalanda, Bihar, is an illiterate. He was residing in Kapashera on rent. He is a casual labourer and with intent to become rich, he devised a plan to kidnap the child of neighbor. He persuaded his friends to the join the crime.

Recovery Victim/kidnapped child

Further investigation of the case is in progress. Staff involved in this good work will be rewarded suitably. A massive hunt has been launched to nab the remaining accused persons who are at large.

 SENSATIONAL CASE OF ROBBERY OF PS KALYAN PURI WORKED OUT.  TWO DESPERATE AND NOTORIOUS ROBBERS APPREHENDED.  CASH RUPEES 8 LACS AND JEWELLERY RECOVERED. A team of officers of Special Cell led by Inspr. Subhash Vats and Insp. Govind Sharma under the supervision of Sh. Satyaveer Singh, ACP has apprehended two notorious & desperate robbers Mohd Shafiq and Mohd Sartaj from ring road Shanti van. Duo is involved in the sensational robbery registered vide case FIR No. 406 dated 15/05/2014 u/s 392/397/34 IPC PS Kalyanpuri in which Rs 29 Lacs cash were robbed by them. Cash Rs 8 lacs and jewellery about 50 grams have also been recovered from their possession. Both the accused persons has been arrested u/s 41.1 Cr.P.C on 17.06.2014. Brief Facts of case

On 15.05.2014 Shri Rakesh Singhal, a Senior Sales Manager of a Real Estate company, Jagrati enclave Delhi and his associate Shri Vinod Pandey, went to withdraw cash from PNB branch, Preet Vihar, Delhi. They collected amount Rs 29 lacs and after putting cash in two separate bags proceeded to Noida in their Maruti swift car. When they reached at Dharam Shila chowk in the area of PS Kalyan Puri Delhi, two motorcycle borne assailants attacked them at red light. The assailants broke the window panes of the car and robbed 29 lakhs cash at gun point. They fled on the motorcycle with their third associate. All the three criminals involved in the crime are close relatives. The third accused , who is brother-in-law of both the accused person is yet to be arrested in this case. The interrogation of the accused persons revealed that they adopted novel modus operandi of robbing the persons, who withdrew a hefty amount from the bank. Accused Mohd Shafeeq first entered the bank and identify the person withdrawing the huge amount. Then they followed their victim. At any deserted/isolated place they over powered the victim and robbed him. The gang used same modus in case FIR No 61/2001 u/s 392/34 IPC PS Karol Bagh in which they robbed Rs 7 lacs. In case FIR No. 96 dated 01/07/2010 u/s 392/394/397/411/34 IPC they followed their victim from Rajinder Nagar and robbed one lakh from him . In case FIR No. 48 dated 10/02/2013 u/s 394/397/34 IPC PS Hazrat Nizamuddin they followed their victim from Gaffar Market and robbed him off Rs. 3 lakhs. In order to hoodwink the police accused persons changed their hideout every time after committing the crime. Initially, they resided in Sunder Nagri Delhi but robbery of PS Kalyanpuri, they changed their location in the area of Jagat Puri Delhi.

Profile of accused Md. Shafiq Accused Mohd. Shafiq r/o Narela Delhi was born in the year of 1973. His father worked as a labor and his mother is a housewife. He is illiterate and worked as a labor but he was not satisfied with his work as he wanted to earn fast money in short span of time. He along with his associates is involved in several cases of Dacoity, Robbery, Snatching, Theft, Arms Act etc.

Accused Md. Sartaj r/o Narela, Delhi was born in the year 1974. He is illiterate and used to work as labor. He is relative, Co-brother of accused Md. Shafiq. He in order to earn fast money joined him and stated committing crime. He is involved in following cases.

O R D E R 1. Whereas, a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vend itself or at other public places. Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. Sometimes, ‘Baratis’ of marriage processions also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries / death and damage to public and private property. This affects the peace and tranquillity of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of The Delhi Excise Act, 2009 (Delhi Act 10 of 2010)

2. And whereas, it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquillity of the area.

3. Now, therefore, in exercise of the powers conferred upon me by the virtue of Section 144 of Criminal Procedure Code, 1973 (No. 02 of 1974) read with Govt. Of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008 UTL, dated 26/11/2008, I, Samay Singh, Assistant Commissioner of Police, Sub-Division Tilak Nagar of West District do hereby make this written order to do the following, for strict compliance by the owners of such liquor vends in the jurisdiction of Sub- division Tilak Nagar, West District:-

a. Install CCTVs with sufficient numbers of Camera and recording system with play back facility, to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor, facilitating consumption of liquor or any unauthorized vender stationed in the coverage area.

b. The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

c. The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

d. Before starting sales for the day, the manager of the liquor vend should ensure that the CCTV system is in a proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Diary Number on the intimation.

e. During the course of monitoring of the CCTV System, the manager of anyone specifically designated by the Manager for real time monitoring of CCTV shall immediately inform the police Control Room at Telephone No. 100 and also nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area. f. The vend owner shall display prominently at least two bilingual sign boards mentioning the drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the signboards.

g. The vend owners shall ensure that the liquor should not be sold to minors at any cost. They have also to display the board cautioning “The sale of liquor to the person below 25 years of age is a punishable offence”. If any minor found purchasing liquor from liquor vends or consuming liquor in front of the liquor vends, necessary action U/S 188 IPC will be initiated against the vendors.

4. This order shall come into force with effect from 17/06/2014 and shall remain in force for a period of 60 days i.e. up to 15/08/2014 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be liable to be punished in accordance with the provision of Section 188 of Indian Panel Code.

6. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through the Press and by affixing copies on the notice boards of the offices of all District DCsP, Addl. DCsP, ACsP, Tehsil offices, all Police Stations concerned and the offices of the NDMC, MCD, PWD, DDA, Delhi Cantt. Board.
