CITY OF FERNAN LAKE VILLAGE REGULAR CITY COUNCIL MEETING (Minutes) November 3rd, 2014

Mayor Jurvelin called the meeting to order at 6:30 p.m. There was a quorum present of Council members, Job, Acuff, and Tierney. Staff members Cindy Espe, Charyl Ragan, Jim Coleman and Bill Appleton were present.

Agenda - The Council reviewed the agenda. There was a motion made by Councilmember Acuff and seconded by Councilmember Job to approve the agenda. Motion carried with Job, Acuff, and Tierney

Cda Lake Drive Master Plan - Phil Boyd with Welch-Comer was there to introduce some ideas for the Cda Lake Drive master plan. There was Q&A with Jim Coleman and the council members. There was also an invitation to attend the ITD meeting.

October Minutes -The minutes for the October 6th, 2014 City Council meeting was reviewed. There was a motion made by Councilmember Acuff, seconded by Councilmember Tierney to approve the October 6th, 2014 minutes. Motion carried with Job, Acuff, and Tierney

Financials - The Council reviewed the Financials Report. There was a motion made by Councilmember Job, seconded by Councilmember Acuff to approve the financials. Motion carried with Job, Acuff, and Tierney

Payables - The Council reviewed the payables report. There was a motion made by Councilmember Acuff, seconded by Councilmember Job to approve the payables. Motion carried with Job, Acuff, and Tierney

Engineer's Report –Jim Coleman discussed the commercial sewer issues and went over a cost analysis he had prepared to show actual costs for monthly maintenance on commercial properties. There was costs discussed to replace the commercial systems for future budgeting.

Attorney's Report –Bill Appleton discussed the commercial properties and placing liens on properties for non-payment, Bill will draft new ordinance and resolution to increase the commercial sewer rates and put rules in place for non-payment. There was a motion made by councilmember Job and seconded by Councilmember Acuff to have a public hearing on December first for the rate increase. Motion carried with Job, Acuff, and Tierney

There was discussion regarding Bill drafting a letter to send to resident with vehicle issues.

1 Council Minutes November 2014 Planning & Zoning – Rita Whiteford updated the council on Title 6 review and status of completing the new code.

Clerk Report – 1.) Will send titles 5 and 6 to council members. 2.) Will send public notice to commercial property owners. 3.) Will finish November newsletter and send out.

Adjournment: The meeting was adjourned at 8:20p.m. Motion made by Councilmember Acuff, seconded by Councilmember Job to adjourn. Motion carried with Job, Acuff, and Tierney. Next meeting is December 1st, 2014.
