MINUTES JUNE 6, 2016 4:00PM EASTERN CONFERENCE CALL

DISCUSSION/DECISIONS 1. Welcome and Open Meeting:

2. Roll Call – Bryan Hong:

3. Approval of the Minutes from 5-23-16 – Jeremy Jewkes/All:

On a motion by Darrell Smith, and a second from Ray Hessinger, the minutes from the May 23, 2016 meeting were approved as amended and without exception.

4. Action Item Status Review – Bryan Hong: Action Items from 5/23

1. The Subcommittee approved a motion to recommend Brian Beeler, II (NNEPRA) for Chair and Jonathan Dees (NCDOT) for Vice Chair to the NGEC Executive Board for its consideration on 5/24/16.

2. Darrell Smith has not received further information on the FFY2015 Final Reconciliation, but will pass it along once that happens.

3. States will think about whether they need Life Extension information by July 15, or if they can wait to have more updated information in the tables.

4. Amtrak in two weeks will give an update with the most updated program numbers and where it is on 5- year impacts on the LCPM piece. Two weeks after that it will have updated tables for all on their individual route impacts. 5. New 514 Subcommittee Leadership Transition – Jeremy Jewkes: Jeremy announced the Executive Board approved the Subcommittee’s recommendation on May 24. As such, this will be his last meeting facilitating the 514 Subcommittee. Brian will begin during the next meeting. Jeremy offered a welcome and congratulations to Brian and Jonathan.

6. Continuing the Discussion on Amtrak Forecast Feedback – All: Darrell shared that the Mechanical Department is to complete updating their capital costs per program tables for the five-year plan for FY18-FY21. As soon as that is ready he will place those figures into their database so that they can distribute the updated route-specific forecast tables to everyone. This will allow States to see the full impacts over five years. He hopes this will be complete by the call on June 20. He has incorporated all State feedback on units used, with few changes from the fleet service plans. There are continued movements in a couple of States that would result in changes in equipment demands on the fleet, starting next year, he shared. In terms of having a full, published document ready by July 1, Darrell was not sure if that was feasible because Amtrak would have to have decisions from the 514 Subcommittee by June 27. Jeremy answered that if there is substantial buy-in from the States on all the changes taking place, then he thought it would be a quick process, and vice versa. Jeremy then brought up the units used changes, wondering how big of an order-of-magnitude estimate is at stake (small or large percentages) for some of the States. Darrell answered that he considers them small (one involves Superliner use which could have a significant impact on Texas and Oklahoma, perhaps Michigan, not California).

Brian asked about the presentation Amtrak gave on May 23 regarding the CIP FY17 Budget as compared to the Proposed FY17 Budget. Are the numbers making up the comparison the federal ask for this year? Mario answered those numbers were being assembled for Amtrak’s capital program for next year (FY17), which have not yet been approved by Amtrak. Darrell said yes this was the latest state of what is being assembled for the eventual capital budget. In terms of the CIP estimated compared to what Amtrak is asking, how much more is it total over the original CIP? Tim Ziethen said the programs are either at or below these levels, with a few variances within about one percent. Additional LCPM information is being gathered because of the phasing of the events, which is why the out-years of the events are not available, but expected soon. All other programs are either flat or under except for food service. Brian mentioned he wanted to ensure that as the group goes forward in each year with different timelines it is cautious given the States need to establish budgets before Amtrak.

Jeremy asked the States if they had any comments or concerns with the forecast numbers from Amtrak. Washington State mentioned that it had no issues considering the alignment is what it expected. Brian shared one challenge is that the numbers are programmatic and large, meaning States have to closely examine them to determine the impact on their routes.

7. Amtrak Mechanical on Changing FY2017 Program Costs by Overhaul Type – All: Jeremy clarified that this item referred to the $11.6 million coach overhaul on one specific fleet type. Amtrak was asked if this will be excluded from the new tables as it is not one of the 514 costs, to which Darrell answered correct since it was a separate project rather than an “overhaul.”

8. Other Issues Brian thanked Jeremy and the Washington State DOT staff for their work with the 514 Subcommittee, and expressed his eagerness to working with the group in his new role.

Decisions and Action Items 1. Tim Ziethen reported that the Out-Year Schedules for the LCPMs will be completed this week and sent to Darrell Smith for distribution. 2. Brian Beeler II decided the next call will be June 20, instead of June 13. Bryan Hong will cancel the scheduled appointment on June 13.
