UNDER 14 FULLER SHIELD

RULES and BYLAWS

1. LAWS OF CRICKET TO APPLY All matches shall be played in accordance with the laws of Cricket as recognised by the Australian Cricket Board except as hereinafter modified, added to or deleted.

2. TEAM CAPTAINS, MANAGERS AND ASSOCIATIONS are responsible for conduct and behaviour of their players on and off the field.

3. MATCH CONDITIONS 3.1 Matches are to start at 10.00am. Captains to toss 15 minutes before the commencement of play. 3.2 Each team is entitled to a maximum of 45 overs in its innings. No player shall bowl more than 9 overs in any one innings. 3.3 A team shall consist of 12 named players. Eleven fieldsmen only shall be on the field at any one time. Interchange of fieldsmen without restriction is permitted (provided no time is wasted) and there shall be no requirement for a bowler to be on the field for a certain length of time following an absence. One player in each team shall not be permitted to bat. The captain is not required to nominate the player in advance, and may make such decision at any time of his choosing. 3.4 A 35 minute lunch break will be taken at the completion of 45 overs, and/or if an innings is closed after the 35th over. In the event of an innings being completed prior to 35 overs being bowled, the team batting second must begin its innings, with lunch being taken at 12.30 pm. 3.5 Match result - matches will be decided on the first innings, when the side batting second is all out, passes the opponent’s score or has batted it’s allotted overs, whichever comes first.

4. DELAYS BEFORE AND DURING MATCHES 4.1 Umpires are to make adjustments to playing time because of delays. If commencement of play is delayed, the total playing time shall be taken from the commencement of play, to drawing of stumps at 4.00pm, making allowance for a 35 minute lunch break, and a ten minutes break between innings. The number of minutes in the total playing time shall be divided by seven, and the resultant whole number will be the number of overs to be bowled by each team, provided the number is not greater than 45 overs. 4.2 To constitute a game at least 25 overs must be bowled to the team batting second (unless that team is all out in less than 25 overs), otherwise the game is declared abandoned. In the event of the team batting second facing at least 25 overs but not the same as the team batting first, the result will be declared as the team having the highest score at the same number of overs as faced by the team batting second. To achieve this, the score must be recorded at the end of each over of each team’s innings from the 25th over onwards. If the final is declared weather abandoned, the winner is the higher placed team after Round 2. 4.3 Notwithstanding all of the above, play may be extended by the umpires beyond the scheduled conclusion of play by a maximum of 30 minutes. 5. FORMAT FOR FULLER SHIELD 5.1 Playing days. 5.1.1 First round of Fuller Shield competition shall be played by the last Sunday in November. 5.1.2 The second round of matches shall be played by the second Sunday in December. 5.1.3 The final shall be played by the third Sunday in December, unless otherwise directed by the F&DCC. 5.2 All competing associations shall participate in the first two rounds of the Fuller Shield. 5.3 Round 2 matches are based on Round 1 results. Teams are ranked on wins and losses. The draw is 1v4, 2v3 and 5v6, with first named teams to host. 5.4 The two teams to participate in the final are; WINNER – most matches v WINNER – next most matches In the event of teams winning the same number of matches, averages will be used to determine placings. 5.5 To calculate a team’s average, the runs scored for are divided by the wickets lost, then multiplied by the wickets taken and finally divided by the runs scored against.

6. TIED SCORES AND/OR WASHED OUT FIRST ROUND MATCHES 6.1 In the event of a tied or weather abandoned first round match, the ‘away’ side is deemed to be the winner with the smallest average and the ‘home’ side is deemed to be the loser with the largest average for the purpose of arranging second round draws. Both sides are awarded half of a win towards final placings and zero average. 6.2 In the event of two first round matches being tied and/or abandoned due to weather, lots are drawn between the four teams for the purpose of determining placings 2 to 5 for second round matches. All four sides are awarded half of a win towards final placings and zero average. 6.3 In the event of all three first round matches being tied and/or abandoned due to weather, the first round draw is rescheduled as the second round. 6.4 GRAND FINAL TIES In the event of a tie in the grand final of the Fuller Shield competition, the names of both teams shall be recorded on the shield. In the event of the final being abandoned due to weather, the final will be rescheduled for the first Sunday in February. In the event of that match being abandoned due to weather, the Fuller Shield will be awarded to the team placed highest after the preliminary rounds.

7. MATCH BALL Only one new 156g ball will be used by each team.

8. PLAYERS are required to wear correct cricket attire.

9. DRINKS BREAK It is recommended that drinks be taken (max. 5 mins) at the end of 15 and 30 overs. Umpires may vary the number of drinks breaks according to the conditions.

10. PRESENTATION OF ALL SHIELDS AND CUPS All presentations to be made immediately after the conclusion of the final.

11. UMPIRES FOR FULLER SHIELD 11.1 Each association is to provide one umpire for all matches including finals. 11.2 Umpires to be paid $100 per match. 11.3 Payment of umpires: The umpires for Rounds 1 and 2 are to be paid by their own association. The umpires for the grand final to be paid by the F&DCC. 12. PLAYER QUALIFICATIONS. 12.1 Players must be aged under 14 on September 1st in the current season. 12.2 Players must have played a minimum of two matches in their Association in the current season, to be eligible to play in inter-association matches. 12.3 If a player cannot meet this requirement due to extenuating circumstances an Association may apply to the executive committee for a permit.

13. OVER LIMITATIONS ON BOWLERS AGED UNDER 14 AS AT SEPTEMBER 1ST IN THE CURRENT SEASON: 13.1 Under 14 slow bowlers: Slow bowlers are permitted to complete a spell of 9 consecutive overs. 13.2. Under 14 fast or medium paced bowlers: 13.2.1 No such fast or medium paced bowler shall bowl more than 6 consecutive overs in a spell without taking a break of at least 12 overs after which he may commence a new spell. 13.2.2 If a fast or medium paced bowler bowls less than 6 overs in a spell and then resumes bowling with less than a 12 over break this will be considered to be a continuation of the same spell and the maximum of 6 overs in that spell shall apply after which a break of 12 overs shall be taken.

14 LUNCHES Players are responsible for their own lunches and drinks.

15.UNSATISFACTORY BEHAVIOUR 15.1 Misconduct or unsatisfactory behaviour by players and/or officials shall be reported by official umpires or executive members of affiliated associations. 15.2 All reports must be made to the council secretary. 15.3 Reports must be made verbally by 8 pm on the day of the match and in writing by 8 pm on the following Tuesday. 15.4 Umpires must notify the team manager/coach at the earliest opportunity when reporting a player. 15.5 At least two members of the council executive committee will adjudicate on the issue, no later than Tuesday of the following week. 15.6 The executive committee may set any penalty that it deems appropriate and shall record such penalty for future reference. 15.7 Decisions made and penalties levied are final, with no appeals. 15.8 Where a player’s language or comments to the opposing players are offensive and/or repetitive, the umpire(s) should immediately issue a warning to the player and inform both the player and his captain that should the behaviour continue a report would be made.

16. REGISTRATIONS AND CLEARANCES 16.1 Players shall be registered for the club with which they are playing. 16.2 Each association secretary, or appointed person shall maintain an up to date register of these players. 16.3 Players must be financial to be cleared from one club to another in their association. 16.4 Players transferring from one association to another must be financial with their previous Club in which they played. 16.5 Players must be registered in their new Association before playing any matches, approval being given by the management committee, permit Committee, or any other body appointed for the purpose of accepting new registration in that Association. 16.6 No player shall move from one Association (or club) when the team (or club) with which he is registered has a bye match. 16.7 The penalty for any breach of this rule will to be loss of registration for a period to be set by the home Association. 17. UNDER AGE SATURDAY MORNING COMPETITIONS (U17 and below). 17.1 Players in these competitions may play in another Club or Association in Saturday competitions, provided there is not a team in which they can be selected within their club or Association. 17.2 Players must return to their club of origin for senior cricket competition if required. They may play for their Saturday morning Association in Calaby Shield, Fuller Trophy, or any other competition convened by Fleurieu and Districts Cricket Council, providing however that they are not required by their Association of origin.

18. HARD WICKET – PITCHING OF BALL/WIDES 18.1 In matches played on hard wickets, any balls pitching off, or on the edge of the pitch shall be deemed a wide. The penalty for a wide shall be one run, in addition to any runs scored as extras. The penalty runs shall be scored as wides and debited against the bowler. 18.2 If the ball subsequently comes back onto the pitch the ball shall be called “wide, dead ball” and one wide will be recorded and no other runs or extras shall be recorded. 18.3 In matches played with matting, any ball not pitching as described in the previous paragraph, but which pitches on a strap, or hem on the matting, shall be deemed dead, and shall be re-bowled. No runs or extras shall be recorded. 18.4 The umpire at the bowlers end shall call “dead ball” promptly when required under this by-law. 18.5 The ball shall be called “dead” if it hits the cement between the matting ends in the middle of the pitch. 18.6 In most cases the ball pitching on the six foot (1.83 metres) matting should not be called a wide.

19. HELMETS All batsmen must wear a helmet with visor or grill.

20. FIELDING RESTRICTIONS No fieldsman shall be permitted to field within 10 metres of the batsman on strike, except in an arc from the wicket-keeper to the point position.

21. TELEVISION one day rules do not apply.

22. PROTESTS AND DISPUTES ARISING FROM RULES AND BYLAWS 22.1 In the event of a dispute or complaint arising, a verbal report must be lodged with the council secretary by 8 pm on the day of the event and a written report within 48 hours thereafter. 22.2 At least two members of the council executive committee will adjudicate on the issue no later than Tuesday of the following week. 22.3 The executive committee may set any penalty that it deems appropriate and shall record such penalty for future reference. 22.4 Decisions made and penalties levied are final, with no appeals.

23. HEAT POLICY 23.1 The F&DCC HEAT POLICY (Sept 2006) will apply to all F&DCC matches. 23.2 In accordance with the GUIDELINES FOR ADMINISTRATORS, matches will be cancelled where the forecast temperature for the Sunday is 40C or higher, as announced on the weather segment of the 7pm ABC News on the Saturday evening prior to the match. Other adjustments will be made by officiating umpires. 23.3 Matches so cancelled will be treated as for a tied or washed out match (Rule 6).
