Delta Research Associates, Inc. (DRA) is a service-disabled veteran owned small business based in Alexandria, Virginia. We provide diversified management, organizational, technical, clerical and systems analysis services in support of Federal government, academia, and private industry clients, on both long term and temporary bases. With strong experience in mail and correspondence processing, resource management, personnel and organization analysis, DRA is the right choice for quality professional and support services. 3 III. DESCRIPTION OF LABOR CATAGORIES OFFERED

The GSA schedule for Office Imaging and Document Solutions enables government agencies to meet their mail and correspondence management needs. This schedule provides Federal agencies with quick and easy access to DRA, who can help meet their needs. DRA will furnish all equipment, labor, supplies and supervision, and perform all operations necessary to successfully complete these services.

Accountable Mail Specialist I - Classifies, files, audits, receives, distributes, tracks and maintains system of classified and unclassified agency documents according to established procedures and standards for security and document organization. Requires a high school diploma or its equivalent and 0-2 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures pertaining to accountable mail and documents. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Typically reports to a supervisor.

Accountable Mail Specialist II - Classifies, files, audits, receives, distributes, tracks and maintains system of classified and unclassified agency documents according to established procedures and standards for security and document organization. Requires a high school diploma or its equivalent and 2-4 years of experience in the field or in a related area. Courier - Drives automobile or light truck to deliver messages, documents, and packages to various governmental agencies. May obtain receipts for articles delivered and keep a log of items received and delivered. May deliver items to offices and departments within a facility, compound, or campus. Requires a high school diploma or its equivalent with 0-2 years of experience in the field or in a related area. Mail Management Analyst I – Enhances productivity and quality by analyzing and developing mail and express systems and processes. May require an associate's degree or equivalent and 1- 2 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures pertaining to mail and express. Relies on instructions and pre-established guidelines to perform the functions of the job. Mail Management Analyst II - Enhances productivity and quality by analyzing and developing mail and express systems and processes. Creates and reviews procedures for distribution and inventory management to maximize customer satisfaction and minimize cost. Requires an associate's degree or equivalent and a minimum of 4 years of experience in the field or in a related area. Familiar with a variety of concepts, practices, and procedures pertaining to mail and express. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May report to an executive or a manager. A wide degree of creativity and latitude is expected.

5 Mail Supervisor – Directs and oversees mail activities including the sorting and delivery of incoming mail, as well as the preparation and sending of outgoing mail. Supervises inventory, checks and reorders items as needed. May also manage the receipt and allocation of office supplies. Requires a high school diploma or equivalent and at least 5 years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected. Typically reports to a manager or head of a unit/department.

Photocopy Specialist - Operates one or more photocopying, photographic, mimeograph and duplicating office machines to make copies of documents such as letters, reports, directives, manuals, articles and bulletins. Operates small binding machines. Performs clerical duties associated with the request for printing and photographic services. Prepares assembly sheets and printing requisitions with specifications for printing and binding. Keeps record of work, and delivers and picks up work. Performs minor repairs and preventive maintenance. Maintains an inventory of supplies and parts needed for reproduction equipment. Important variables may be indicated by trade name of machine operated. Requires a high school diploma or its equivalent with 0-2 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures pertaining to photocopying and production of documents. SUBSTITUTIONS

Experience may be substituted for education in the following ratio: Two continuous years of experience relevant to each labor category may be substituted for one year of education (i.e., Bachelor’s Degree is equivalent to eight (8) years of relevant experience); the substitution of experience for education is in addition to the years of experience required for each labor category.

Education may be substituted for experience in the following ratio: One year of additional relevant education for two years of experience required for each labor category.

Needs Assessment and Analysis Services

DRA understands the importance of working with management to develop a clear definition and understanding of problem areas, objectives, scope, and time frames. We provide assessment and analysis studies, as well as reports associated with managing documents, mail, and correspondence. DRA utilizes a variety of methods to perform effective assessments and analyses.

Document Production Services

DRA typically uses the copiers that are available within supported offices and organizations to meet production requirements. We adhere to applicable copying and document standards and policies. In the event of special printing needs, our personnel are experienced in obtaining printing services from the Government Printing Office and commercial vendors.

The DRA staff has produced large numbers of documents and publications. This includes desktop publishing handling color graphics, inserts, divider sheets and tabs, various types and sizes of binders, and cover sheets. We recognize the importance of practicing quality control to ensure that all copies look perfect.

Mail Room Administrative Support Services

Our team is experienced in receiving, processing, controlling, delivering, and dispatching unclassified, accountable, and classified mail and parcels; maintaining and evaluating workload data; maintaining and updating directory and locator rosters; operating and maintaining government-furnished equipment; and performing other mail-related functions that may be required. We also process and track executive correspondence to ensure that timely and quality responses are prepared and dispatched, as required.

Miscellaneous Mail Services

DRA understands the various services that support the overall mail management function in Federal Agencies. This includes:

The purpose of this type of analysis is generally to improve performance while managing risk and ensuring sufficient security. DRA understands that any study should be performed in the context of how best to integrate the mail management function with the mission of the Agency and effectively supporting the mission.

Four key components of mail operations are (1) staff, (2) facilities, (3) technology and equipment, and (4) work processes. DRA evaluates how each of these components are contributing to results and integrating with the other components in service delivery.

Mail Screening and Inspection Services

DRA has extensive understanding and experience screening and inspecting mail for defense and national security Agencies. DRA is accustomed to using x-ray and radiation detection technology to scan mail, and performing visual inspections for suspicious characteristics. Accountable mail is tracked and controlled at all times.
