Items in RED are new since last update. What is Full Speed Ahead (FSA)? Full Speed Ahead is all-hands training to emphasize positive professional behavior and decision- making. FSA continues our efforts to combat destructive behaviors across the fleet while reinforcing the core attributes of the Navy and signature behaviors as the foundation of a resilient and professional force. The training blends scenario-based videos with facilitator-led discussions to focus on all Sailors, with a unique emphasis on the critical role of mid-level leaders in addressing and preventing destructive behaviors and their associated effects on individuals, work centers (micro-climates), and commands.

Is FSA different from Chart the Course (CTC)? Do we need to do a CTC "refresher" in FY17, or can our command conduct such a refresher in place of CTC? Although they both focus on destructive behaviors, FSA and CTC are two separate training requirements, and they cannot be interchanged. CTC was a one-time requirement for FY16 and there is no requirement to complete it again this year or to "catch up" any Sailors who do not have CTC reflected in their training records. FSA is a one-time requirement for 2017 and must be completed by all uniformed Navy members prior to 31 Dec 2017.

What format is the training? FSA training is conducted using a series of video vignettes which are used to spur discussion and interaction among the training audience. Each session is approximately 2 hours in length.

Who must receive FSA training? All uniformed Navy military personnel (active and reserve components) must receive CTC training. Training is not required for civilian or other service personnel, although they may attend at command discretion.

Is there a deadline? All military personnel must be trained no later than 31 Dec 2017.

How do I get trained? Command Facilitators (CF) selected by each command will deliver FSA training in small groups at each command. Unlike the peer-level discussions in prior years’ training, these groups should be composed of mixed paygrades to maximize cross-rank discussion of issues that impact all levels of the command. Additionally, the small groups should, where possible, be composed of individuals from many different parts of the command (e.g. personnel from different divisions, departments, etc.) to maximize participation.

Is there a maximum class size for FSA training? FSA training is designed for small group sessions. Recommended maximum size for each session is 30 participants.

Who are Command Facilitators (CF)?

1 CFs are those personnel in paygrades E6-E8 selected to deliver FSA within their individual commands. CFs do not have to be certified instructors, but they should be exemplary, dynamic facilitators who have the ability to actively engage Sailors while delivering the FSA course material. Using CFs at the E6-E8 paygrade reflects the essential sphere of influence these personnel exhibit up and down the chain of command. Commanding officers may deviate from this paygrade requirement if command demographics do not permit.

How many CFs do I need to designate for my command? Commanding Officers must select at least 2 CFs, as all FSA sessions are co-facilitated. Depending on overall size of the command, COs may wish to designate more than 2 CFs, in order to more quickly and efficiently deliver FSA to the entire command.

How are CFs trained to deliver FSA? Once selected by their commands, CFs must attend a 3-hour CF Certification course taught by FSA Task Force Master Mobile Training Teams (MMTT). FSA Certification will be offered in Fleet Concentration Areas worldwide beginning in February 2017.

What if I was a Command Facilitator for Bystander Intervention to the Fleet (BI2F) or Chart the Course (CTC)? Can I facilitate FSA? All CFs must be certified in 2017 in order to facilitate FSA, even if you were previously a CF for CTC or BI2F. There is no “grandfathering” from previous years.

I’ve been selected as a CF. Where to I find the CF Certification schedule and how do I sign up for a certification course? CF Certification schedules and registration may be found on the ESAMS webpage at https://esams.cnic.navy.mil/esams_gen_2/loginesams.aspx.

Why is ESAMS listing all CF Certification courses as full? Members should look at the “Seats Available” column to determine if there are any seats remaining in a particular session (this number will count down to zero as registrations are received). If no seats are available, members should select a different course date/time. The column titled “Wait List” displays 0, as this is the default value when wait lists are not made available.

Can I just show up for a CF Certification Course without registering in ESAMS? Due to capacity of training sites and the need to maintain correct ratio of students to instructors, students should not show up for certification without pre-registering. Walk-ins may be turned away at the discretion of the Master Mobile Training Team conducting the training.

There don’t seem to be any CF Certification classes near my location. How do I get trained?

2 Commands should attempt to send CFs to the nearest available CF Certification, which may involve some TAD / travel. Commands are responsible for the cost associated with this training. Additional training locations may be added; however the emphasis is on hitting major areas of Navy command concentration.

I am having trouble finding the facilitator guide to bring to my CF Certification class. All Guides are in ESAMS attached to every course. Log into ESAMS, then go to Global Training. Search for an FSA class in your region and timeframe of choice. Look for course material under Class Info by clicking View. The popup window brings up attachments at the bottom.

I attended the CF Certification course. How do I gain access to the training materials needed to train the rest of my command on FSA? All course materials and relevant updates will be hosted on the CTC milSuite page at https://www.milsuite.mil/book/groups/navy-fsa. Log onto this page using a CAC and request access. Those commands with limited bandwidth or facing other download issues may request the training videos and facilitation guide be mailed to their command on DVD. Please contact the FSA TF at [email protected] to request a DVD. Please include the correct command POC and full mailing address (including zip+4 code) in your request.

My command is currently deployed. How do we get CFs trained? Deployed commands may get CFs trained in OCONUS Fleet Concentration Areas if operational schedules permit, or may train upon conclusion of deployment. Commanding Officers should schedule all accordingly to ensure all FSA training is completed by the 31 Dec 2017 deadline. An online, distance-learning course to certify Command Facilitators will be available in approximately June 2017.

I’ve been trained as a CF. Can I train someone else in my command to deliver FSA in case I am unavailable? No. Only CFs who attend and complete CF Certification conducted by the FSA Task Force MMTTs may deliver CTC to their commands. Individual commands are not authorized to “train-the-trainer.”

I was certified as a Command Facilitator, but record of my training does not show up in my FLTMPS training history. How do I update my training record? Upon conclusion of CF certification, you will be marked as “pass” for the course in ESAMS. ESAMS then completes an automatic data push to FLTMPS to populate completion of the course NETC-FSA-CF-CERT, which will be the entry you see in FLTMPS. The data transfer can take 1-2 weeks following completion of your CF certification course. If you do not see this reflected in FLTMPS after this time, please contact us at [email protected] with date and location of your training so that we can make a manual update to FLTMPS.

We are a small command, or have only a few Navy billets embedded in a joint command. How do we get our personnel trained on FSA? Small commands or elements may wish to coordinate with other local/regional commands to have their personnel receive FSA training at the larger commands. Each commanding officer

3 remains responsible for ensuring that all assigned Navy personnel receive the FSA training from certified facilitators.

How do I document who has received FSA training at my command? Commands should use the Fleet Training Management Planning System (FLTMPS) and record completion in the FLTMPS learning event completion form under the report group "Full Speed Ahead": NETC-FSA Full Speed Ahead Unit Level Training.

Does FLTMPS merge completion statistics for the CF Certification Course into the Unit Level Training course for determining my command’s overall FSA completion rate? Yes. Commands my locate completion reports for FSA training by navigating in FLTMPS: Personnel > Course Grads > NAVADMIN COMPLETIONS. The completion reports will include those who completed CF certification as well as the Unit Level course taught by the CFs at the command, so the overall command completion percentage will be reflected.

Can I pull a FLTMPS report showing which command members have been certified as Command Facilitators? No. Commands do not have the ability to enter or search for completions of the CF certification course. The FSA Task Force does have the ability to run a CF report by UIC, and will do so upon request to [email protected].

Does FSA replace any other training? No. Unlike prior years’ training, FSA is not automatically equivalent to any other General Military Training or other required courses.
