The regular, organizational and audit meeting of the Fine Town Board was held on Wednesday, January 21, 2004 at the Municipal Office Building in Star Lake. The meeting was called to order at 7:00 PM. Members present: Deputy Supervisor K. Kerr, S. Fraser, and M. Hall. Members excused: R. Frank and P. Giardino. Others present: Peg Smith, Roger Folsom, Marcia LeMay, Dave Ziemba, and Hope Dolan. Oaths of Office for the newly elected town officials were administered. Pledge of Allegiance. 01/2004-01 Moved by M. Hall, seconded by S. Fraser to accept the minutes from the December 17th meeting. Ayes: 3 Noes: 0 Carried. The Supervisor made the following appointments: Town Historian: Jean Grimm Deputy Supervisor: Keitha Kerr (did not accept) Registrar: Ilene Meek Deputy Registrar: Betsy Dumas Youth Commission Director: Lisa Daniels 01/2004-02 Moved by M. Hall, seconded by S. Fraser, seconded by M. Hall to authorize the Supervisor to deposit surplus funds into savings accounts or CD’s. Ayes: 3 Noes: 0 Carried. 01/2004-04 Moved by M. Hall, seconded by S. Fraser to authorize the Supervisor to pay the utility bills as they come due. Ayes: 3 Noes: 0 Carried. 01/2004-05 Moved by S. Fraser, seconded by M. Hall to authorize the Highway Superintendent to post the roads when needed. Ayes: 3 Noes: 0 Carried.

Municipal Office Building: R. Frank 4. Visitor’s Information Center: K. Kerr 5. Town Barn: M. Hall CF Hospital: P. Giardino The update on the sewer district is that the easement requests should go out next week. Town barn update - almost everything has been moved out of the old barn. Power and heat have been turned off to the old barn. Roger is now working on a punch list of things that need to be completed. Demolition of the old barn will probably be in the spring. Randy has received many complaints about the passing of the burning law, but so far no calls for violations to the law. He has come up with a complaint form and is working on getting appearance tickets and forms for the town justice. We are looking into carpeting the end room at the office building and putting a desk in there for Randy. We would also move John done there. This would give more room to Flora. The end room could be used for the site plan review meetings and also voting could still take place there. 01/2004-06 Moved by M. Hall, seconded by S. Fraser to increase the Code Enforcement Officer’s salary to $6,325.00/year due to his added responsibilities. Ayes: 3 Noes: 0 Carried. Ron’s dog report was discussed. The Board felt that if the habitual barking is a problem, the dog control officer should issue a ticket to the dog owners. A letter from the Star Lake Advisory Board was read requesting a room for storage at the neighborhood center. The Town leases that building out and they should contact the CF Economic Development Commission. A letter from the Town of Brasher Supervisor was read regarding the county looking into raising the sales tax. He would like the County to split the increase with the Towns and Villages. Without more information, the board felt this should be tabled. 01/2004-07 Moved by M. Hall, seconded by S. Fraser to support the Collateral Source Bill (S.622/A.3483) and to send letters stating such to our representatives. Ayes: 3 Noes: 0 Carried. 01/2004-08 Moved by M. Hall, seconded by S. Fraser to authorize the deputy supervisor to sign the contract with Life Flight for $500.00/year. Ayes: 3 Noes: 0 Carried. Discussion was held on the possibility of the town contracting with Waste Stream or another waste hauler for town wide garbage pickup. This could be done through the taxes or through billing. Keitha would like a committee formed to look into this more. 01/2004-09 Moved by S. Fraser, seconded by M. Hall the town bills be paid.
