Departmental The Leisure & Cultural Services Department is a dynamic, innovative Overview and inclusive team which provides high quality services, events and programs to the Banyule Community. We pride ourselves on our ability to work as a highly effective and cohesive team to achieve our shared goals and objectives. Within this department there are two teams: the Leisure Services team and the Cultural Services team who work both individually and collaboratively on a range of projects and programs. The Cultural Services team is a small but active team that supports, facilitates and creates a range of innovative arts & cultural programs, develops and co-ordinates a range of major events and co-ordinates Hatch Contemporary Arts Space. The team consists of the Arts and Culture Team Leader, Arts Officer, Art Curator and Festival Coordinator. The positions have been developed to ensure a collaborative approach while ensuring each position has individual objectives and priorities.

Position Objectives To provide opportunities for the local community to engage with, participate in, and propose arts, culture and heritage projects. To develop, coordinate, facilitate and deliver a diverse range of innovative, well managed arts, culture and heritage programs. To build community connection and develop strong relationships with individuals and groups that facilitates their participation. To deliver excellent marketing, copy writing, social media and publicity outcomes for the whole Cultural Services team. To work in partnership with the Cultural Services team to support the delivery of other arts, culture and heritage outcomes as described in the Banyule City Council Arts Plan 2013 - 2017.

Key Responsibility 1. Contribute a positive personal contribution to the Leisure and Areas Cultural Services Department and work collaboratively both within the Department and across internal and external stakeholders. 2. Contribute to the development of plans, processes, systems and templates that support this role, the Leisure and Cultural Services Department and Banyule City Council. 3. Arts Programs  Devise, develop, market, deliver and evaluate a diverse range of innovative arts programs and projects as outlined in the Banyule City Council Arts Plan 2013 – 2017, including: o Winter Arts Festival o Carols by Candlelight o 2 x community cultural development projects per year o Kids ArtyFarty Fest Grand Parade  Coordinate project delivery including logistics, programming, infrastructure, contracts, marketing and risk management  Utilise Council processes and templates including project planning tools to facilitate timely and cost effective delivery of festivals and events  Work with the Team Leader Cultural Services to actively seek sponsorship and other sources of funding for projects  Monitor and report on project budgets  Ensure projects develop and promote existing arts, culture and heritage practice in Banyule as well as introducing the community to new ideas and new opportunities  Ensure all requirements are met for contractors and suppliers including JSEAs and Public Liability Insurance

Work in collaboration with other members of the Leisure & Cultural Areas continued Services Department to support other festivals, events and projects including: o Twilight Sounds o Kids ArtyFarty Fest o Malahang Community Festival o Boulevard Lights o Hatch Contemporary Arts Space o A variety of smaller events including: IDAHO Day, Cultural Diversity Week, NAIDOC Week and others as decided on by the Leisure and Cultural Services Department o Other arts, culture and heritage activities as decided by the team 5. Community Participation and Partnerships  Ensure projects reflect our community’s demographics and meet the communities expectations, develop projects in collaboration wherever possible  Facilitate community participation in the development or delivery of projects by: o Programming new and innovative performances and activities o Building relationships and partnerships with residents, community groups and organisations to facilitate their participation o Consulting with internal project teams, community groups, residents, participants, stakeholders and organisations o Utilising a community development framework  Maintain accurate records regarding participation rates at all events and projects  Manage and maintain positive relationships with partners, media, sponsors, traders, residents, artists, organisations and other stakeholders

Whole of Council Approach  Develop strong internal relationships that support the collaborative delivery of projects across Council  Work in partnership with Council’s Communications Department to develop and deliver effective marketing and promotion materials including, but not limited to, media releases, brochures, posters and advertising

Marketing and Publicity  Coordinate, write and produce (via web service Mail Chimp) the Arts and Culture email newsletter (approximately 10 per year)  Coordinate and update the Arts and Culture Facebook page as well as subsidiary pages for events and projects  Coordinate and update the Arts and Events pages of the Banyule City Council website plus subsidiary pages as required  Develop innovative ways for local artists and local arts, culture and heritage organisations to increase their profile in the community  Coordinate, write and produce other marketing, social media and publicity materials as required by the team

8. Other Responsibilities  Support the Leisure and Cultural Services Team to help deliver a range of leisure and culture activities  Out of hours and weekend work is required at various times across the year  Contribute to monthly reporting

Human Resources 15459 – Arts Officer Amended 18/07/2013 Page 4 of 7 Accountability and In line with the position purpose the Arts Officer is: Extent of Authority:  Responsible for the development, delivery and evaluation of arts, culture and heritate projects as outlined in the Arts Plan 2013 – 2017  Accountable for monitoring budgets and timelines  Responsible for developing effective and positive working relationships both internally and externally with appropriate stakeholders  Responsible for implementing the Arts Plan 2013 – 2017 tasks relevant to this position  Responsible for recruiting and supervising volunteers, suppliers, casual staff and contractors  Accountable for delivering evaluation reports of projects  Accountable for providing regular updates and reports to the Team Leader Cultural Services regarding scheduling, long-term planning, budgets, delivery and evaluation  Authorised to make purchases within specified limits

Judgment and In line with the position purpose the Arts Officer is expected to: Decision Making:  Make recommendations for the improvement and development of Banyule City Council’s arts, culture and heritage projects  Exercise problem solving skills to find solutions when dealing with the competing demands of both internal and external stakeholders  Monitor programming expenditure and have input into financial decisions in relation to projects  Seek guidance from colleagues and from outside Council as required

Specialist  Experience in administration, planning, programming and Knowledge and Skill promotion of arts, culture and heritage projects  Experience in copy writing, marketing and publicity  Experience in community cultural development principles and delivery  Experience in liaising with community groups, artists and council departments.  Ability to work with a diverse range of community and cultural groups of varying skill levels

Interpersonal skills:  Excellent communication skills both oral and written  The ability to collaborate, facilitate, consult and gain co- operation and assistance with internal and external customers including diverse communities  Negotiation skills  Ability to work in a team environment and independently when required  Confidence to use initiative and seek effective and efficient methods to implement project tasks

Qualifications and  A degree or diploma in a related field, (Event Management, experience Arts, Community Cultural Development) or extensive experience in arts, culture and heritage project delivery  Current drivers licence

Environmental and  Adhere to Council’s Environment Policy and Environment Sustainability Strategy Requirements:  Adhere to Council’s Sustainability Code of Practice and Environmental Purchasing Guidelines

OH&S and Other  Ensure a safe and healthy environment by fulfilling the Risk Requirements: responsibilities and requirements of Council’s health and safety system and health and wellbeing program.  Exercise reasonable care to prevent injury to himself/herself and others whom may be affected by his/her duties and actions.  Exercise due care for Council property for which this position is responsible or issued.

Banyule  Conduct all work according to the requirements of the Banyule Management Management System, incorporating the Banyule Management System: Manual and Service Unit specific Quality and Cost Standards and procedures.  The Banyule Management System incorporates Council’s Quality, Environmental and OH&S Management Systems

1. A tertiary qualification in arts, community cultural development or a related discipline and/or proven experience in the planning and delivery of arts and community cultural development projects 2. Ability to monitor budgets, conduct risk assessments and provide regular and relevant reports on finance, risk and timelines 3. Demonstrated skills and experience in relationship building with a diverse range of individuals and groups and in managing the needs of collaborators, partners and stakeholders 4. Highly developed and demonstrated communication skills, both oral and written, including community engagement and consultation skills, report writing, copy writing for marketing purposes, social media and publicity 5. Excellent time management skills including the ability to manage multiple projects, prioritise and meet project deadlines 6. Proven capacity and desire to work collaboratively with a team of skilled professionals 7. High level of computer literacy including intermediate to advanced skills in word, excel and databases. Design and email newsletter program experience is desirable but not compulsory.
