Secondment opportunity in the Network Management (NM) Directorate

Communication Networks & Systems

The Communication Networks & Systems unit needs to upgrade its operational procedures, including its interactions with EASA, to ensure the safety of the IT infrastructure life cycle activities. IT Infrastructure includes networks, servers, workstations, virtualisation, storage, backup, voice (VCS, PABX, Mobile), operating systems and management software. The IT Infrastructure is supported by external service providers, in a multi-sourcing environment.

Task description: The secondee will be working together with the Infrastructure Service Managers, contributing to the following: . enhancement of operational procedures with a view to optimising business continuity; . development of a SIAM (Service Integration and Management) function to optimise the collaboration between service providers, realising the benefits and taking advantage of the multi-sourcing model; . deployment of an ITSM (Information Technology Service Management ) solution supporting the incident, change, problem and configuration Management processes.

Profile: . Degree in an engineering domain (IT networks, IT platforms, software). . Extensive experience in developing and managing operational procedures (proactive and reactive) as applied by ANSPs or CAA’s; experience in collaborating with EASA or NSA would be a major advantage. . Experience with CMMi or other process maturity models would be an advantage. . Knowledge of and experience with ITSM (ITIL) process implementations. . Experience with safety regulations. . Good interpersonal and communication skills. . Professional conduct in line with corporate behaviours of the Agency, i.e. result- driven, readiness to change, customer focus, integrity and team player approach. . The working languages of the Agency are French and English. Applicants should be fluent in English (oral/written)

1 Place of assignment: EUROCONTROL Headquarters (Brussels)

Duration: The secondment is for a period of 12 months.

Applications: Applications are accepted from “officials”, whether civilian or military, from a public or semi public authority in a EUROCONTROL Member State. Servants of bodies, public or private, responsible in the Member States for air navigation services or other related services may also apply.

Applicants need to be proposed or supported by their national authority or organisation releasing the secondee.

Additional information: The secondment is considered a mission to EUROCONTROL and needs to be supported by the national administration or organisation releasing the secondee which continues to pay the salary. As far as allowances are concerned, EUROCONTROL reimburses travel expenses and may grant various allowances pursuant to chapter 2 of the rules applicable to national officials seconded to the Agency. Please note that the allowances stated on page 4 have been reviewed as follows:

Accommodation allowance (meals, drinks, etc.) -EUR 14 for lunch -EUR 29,50 for the evening meal - a further EUR 31 per night spent at the place of assignment within the meaning of Article 9 of the above rules.

Article 11 Accommodation allowance 2. If the secondee fails to submit his/her bill, he/she shall be paid a flat-rate sum of EUR 59, subject to the conditions relating to presence at the place of assignment provided for in Article 9.

2 Article 12 Travel expenses If the place of origin is located at a distance of 40km or less from the place of assignment, the national official shall be reimbursed daily travel expenses and a daily allowance of EUR 14 for each day of attendance.
