Commissioner Werner was gone for the remainder of the meeting. The Board of Commissioners met with Jerry Batien, Beadle County Highway Superintendent and had a conference call with Chris Ott from South Dakota Department of Transportation to discuss Beadle County entering into a SIB Loan Agreement with the State for five (5) ER Sites from the Spring Flood 2011 at an estimated cost of $803,492.45. The SIB Loan is interest free with the State setting up the bid process and up fronting the costs to fix the 5 sites reimbursing themselves when the ER funds come. If the 5 sites are not completed by September 10, 2011 (180 days from Emergency Declaration) then the County will have to pay 19% of the costs. Moved by Marcus, seconded by Benson, motion carried to adopt the following resolution: RESOLUTION 07-19-11 “FEDERAL AID STATE INFRASTRUCTURE BANK RESOLUTION FOR FLOODING PROJECTS” WHEREAS, Beadle County desires the construction and improvement of the road and/or bridge hereinafter described in the SIB Project Application: AND WHEREAS, Beadle County is obligated and hereby agrees to provide proper maintenance as required by the Federal Highway Act as amended and supplemented thereto for the project after construction is completed and to regulate or cause to be regulated the installation of utility facilities within the limits of the right-of-way of the proposed project in accordance with State and Federal requirements. AND WHEREAS, Beadle County will be required to hire a consultant, currently on the SDDOT retainer list (http://www.sddot.com/fpa/lga/consultant.asp), for preliminary engineering design and will be responsible for all associated costs for this work. These costs may be reimbursable if/when ER funds become available. After hearing the comments from those in attendance, the Board reviewed the suggestions. After the changes are made, the Board will re-send the Ordinances back to the Beadle County Planning Board for their review on August 10, 2011.
