COUNTY FIRE PREVENTION ASSOCIATION MEETINGS DIVISION UPDATES – January 2012

 Richard E. Constable III, Esq. has been appointed Acting Commissioner of the New Jersey Department of Community Affairs. Mr. Constable was raised in East Orange, New Jersey. He graduated magna cum laude from the University of Michigan, where he was a Harry S. Truman Scholar. Mr. Constable earned both his law degree and Masters in Government Administration from the University of Pennsylvania in 1997. After graduation he clerked for Justice Alan Page of the Minnesota Supreme Court. Prior to joining the Department of Community Affairs, Mr. Constable managed the day-to-day operations at the NJ Department of Labor and Workforce Development, as Deputy Commissioner. Between 2002 to 2010, Mr. Constable worked as a federal prosecutor with the U.S. Attorney’s Office in Newark. There he regularly investigated and prosecuted high-profile elected and appointed officials including state senators, assemblymen, and mayors, charged with bribery and extortion. Before his post with the U.S. Attorney’s Office, Mr. Constable worked as a litigation associate with Sullivan & Cromwell LLP, in New York City from 1998 to 2002. In that role he worked on sophisticated securities and antitrust matters. In addition to overseeing the Department of Community Affairs, Mr. Constable also serves on the State Ethics Commission and the State Health Benefit Plan Design Committee. Mr. Constable’s nomination is subject to Senate confirmation.

 Reminder, the 2011 Annual was emailed to all LEA’s. Fire officials will be required to list only those LHU inspections that have not been completed in calendar year 2011. Fire officials need to review all registered life hazard uses which may be found on the portal. If all of the Local Enforcement Agency’s LHU inspections have been completed, provide only the requested information in the top portion of the form, submit it electronically, and then forward your signed and notarized Inspection Certification Form to the Division. The electronic information submitted and the executed Certification Form completes the Annual Report. All requests for filing extensions must be made prior to January 31, 2012 in the form of a letter/email explaining why an extension is needed. This letter/email should be addressed to Andrew Kondor, Legislative & Regulatory Affairs Unit PO Box 809, Trenton, NJ 08625 or [email protected] and must include your email address. Only written requests received prior to the January 31, 2012 deadline will be reviewed. All requests submitted after January 31, 2012 will be denied. If an extension is granted, you will receive notice of that fact via a return correspondence attached to the provided e-mail.  3rd quarter LEA rebate checks were mailed out 12/16/11. Check with your financial officer verifying receipt. Also, you may also want to review the report which may be found on the portal.

 The anticipated revenue for 2011 is now on form site. All fire officials should have received an email explaining that they need to go into the link provided them in the email and put in their LEA code so they can produce their own document from the DFS.

 A new video on the Fire Prevention and Safety (FP&S) Grants program has been introduced on the AFG website at http://www.fema.gov/firegrants/tools/videos.shtm#fpsvideo. The video provides insight into the funding priorities for Fire Prevention and Safety grants and describes the requirements and the process for applying. It's anticipated that the application period for FY 2011 FP&S Grants will be held in early spring 2012.

 The next of meeting of the NJ Fire Safety Commission will be held on Wednesday, January 18th, 10AM at the Middlesex County Fire Academy, 1001 Academy Drive, Sayreville, NJ.
