Organizational Meeting Subject to Change

CITY COUNCIL ORGANIZATIONAL MEETING SUBJECT TO CHANGE JUNE 26, 2012

Minutes of a special meeting held June 26, 2012 at 6:00 p.m. at City Hall. The purpose of the meeting was to hold the organizational meeting. Present were Mayor Brent Sanford, Council Members Kris Pacheco and Dave Uhlich. Also present were Justin Voll, Marty Mulder, City Planner Curt Moen, Attorney Wyatt Voll, Superintendent of Public Works Justin Smith, and City Auditor Laura Anderson. Absent were Doug Bolken and Council Member Shane Homiston. Mayor Sanford called the meeting to order.

City Auditor Anderson administered the Oath of Office to newly elected Council Members Justin Voll and Marty Mulder. Anderson noted that the Oath of Office would be administered to Doug Bolken, who was unable to be present, at a later date.

Council Member Uhlich moved to accept and approve the election votes as they were canvassed and certified by the County Canvassing Board on June 18, 2012 and make the report a part of the minutes. Motion seconded by Council Member Pacheco and carried by the following roll call vote: ayes: Uhlich, Pacheco, Mulder, and Voll; nays: none.

The floor was opened for nominations for President of the City Council. Council Member Uhlich nominated Council Member Voll for President. Motion seconded by Council Member Pacheco and carried by the following roll call vote: ayes: Uhlich, Pacheco, and Mulder; nays: none. Council Member Voll abstained from voting.

Council Member Pacheco nominated Council Member Homiston for Vice President of the City Council. Motion seconded by Council Member Uhlich and carried by the following roll call vote: ayes: Pacheco, Uhlich, Mulder, and Voll; nays: none.

Council Member Voll moved to approve the following appointments and committee assignments as presented by Mayor Sanford. Motion seconded by Council Member Pacheco and carried by the following roll call vote: ayes: Voll, Pacheco, Mulder, and Uhlich; nays: none. Appointments: Building Inspector: Steve Williams; City Attorney: McKennett Stenehjem Forsberg Hermanson & Voll, PC; City Auditor: Laura Anderson; City Engineer: Advanced Engineering and Environmental Services, Inc.; City Planner: Curt Moen; Health Officer: Dr. Gary Ramage; Police Chief: Slade Herfindahl; Risk Management Officer: Justin Smith; Superintendent of Public Works: Justin Smith. Council Member Voll moved to approve Mayor Sanford’s appointments of Shane Homiston, Justin Smith, Curt Moen, and Troy C. White Owl to the Safety Committee for a 2-year term from July 1, 2012 to June 30, 2014; Crystal Mulder to the Lodging Tax Committee for a 4-year term from July 1, 2012 to June 30, 2016; and Doug Bolken to the Watford City Housing Authority for remainder of Deanne Valenzuela’s term (September 6, 2014). Motion seconded by Council Member Pacheco and carried by the following roll call vote: ayes: Voll, Pacheco, Mulder, and Uhlich; nays: none.

Council Member Pacheco moved to approve the renewal of the Retail Liquor License (on sale wine only) and Sunday Alcoholic Beverage Permit for Raw Energy Juice & Tea Bar for July 1, 2012 through June 30, 2013. Motion seconded by Council Member Voll and carried by the following roll call vote: ayes: Pacheco, Voll, Uhlich, and Mulder; nays: none.

Council Member Pacheco moved to approve the raffle permit applications submitted by WCHS Rodeo Club and Pheasants Forever Chapter 248. Motion seconded by Council Member Uhlich and carried unanimously.

City Auditor Anderson informed the Council that Conlie Hermanson and Kirk Flaten had resigned from maintenance duties at Schafer Cemetery. The consensus of the Council was to authorize City staff to hire a replacement at Category 1, Step 4.
