2. Call to Order: The meeting was called to order at 11:45am (EDST). Meeting was via conference call.

3. Welcome Jim Harris as 4th Vice Chair and Secretary.

4. Meeting Minutes: The meeting minutes from July 13, 2009 were approved as written with noted corrections.

5. Action Items Spreadsheet: [emailed to EC by E. Susemihl on 8/11/09]  Access to SERAD accounts to be granted to E. Susemihl and J. Lyver. T. Wendt was able to access account data but C. Smith had difficulty accessing. T. Wendt will follow-up with Enrique.  P. Prassinos will distribute a draft risk/safety white paper that was developed for possible inclusion as an article in the ASME magazine. EC will be asked to review and suggest uses of the paper.

6. Treasurer’s report:  T. Wendt was able to access account. EC believes there may be deficit in the student account.

7. IMECE 2009:  V. Volovoi stated that 27 papers have been accepted. A few more papers may be submitted but are out for revision. Approximate breakout for papers is: o Topic 1 - Safety engineering/Automotive – 3 sessions o Topic 2 – Risk – 2 sessions o Topic 3 – Reliability – 3 sessions o Topic 4 – Process safety – 1 session Need to make sure we have a spot for student paper. Final dates and slots for sessions will be set after papers are finalized. Sessions should take place on Wed. and Thurs. (Nov 18- 19).  Panel/tutorial: Potential legal concerns may prevent an automotive safety panel. EC agrees that a tutorial would be a good idea for the future. Too late to prepare a tutorial for IMECE 2009.  Student contest: Only 2 entries to date. E. Susemihl will follow-up with B. Brady.  Dinner, invitees, speaker: EC will continue tradition of inviting past chairs and spouses. E. Susemihl will provide C. Smith with previous invitation email. Dinner is confirmed for 7:30pm Wed., Nov. 18. Speaker will be Professor Bilal M. Ayyub, PhD, PE.  EC meeting: Confirmed for 5pm Wed., Nov. 18.

8. SERAD Annual Report:  This is typically prepared by March for next fiscal year (July-June).  E. Susemihl made several observations of trends that are not positive for SERAD: o Have lost ~10% of SERAD membership in recent years o Quality of paper submissions appears lower than in past Suggestions/brainstorming for ideas to reverse this trend over next 3-5 years: 1. Develop tutorials to be presented at the IMECE, probably starting in 2010. 2. Use blogs to encourage exchange of technical issues initially among members and later open to the general public. Page 2 of 3 3. Select the best paper of journal quality for potential publication in a well-recognized, international journal. (Some suggestions include: Reliability Engineering and System Safety, Journal of Safety Research, Safety Science, IEEE Transactions on Reliability) 4. Initiate a SERAD e-journal which could include, for example, publication of three issues per year (one each for reliability, risk analysis, and safety engineering), letters to the editor, etc.

9. Other Business:

 Approval of by-laws – P. Prassinos will continue to keep this issue before the Technologies and Communities Operating Board (TCOB). The Engineering and Technology Management Operating Board (ETMOB) will meet 8/28/09 at 2pm. P. Prassinos believes that the next highest level in the organization is authorized to approve by-laws.

10. Next EC Member: Thursday, Oct. 1, 2009 @ 11:45am to 1pm (EDST) via telecon
