RECORD OF PROCEEDINGS CANAAN TOWNSHIP TRUSTEES OF MADISON COUNTY OHIO 2017 REGULARLY SCHEDULED SESSION

The Canaan Township Trustees of Madison County met at the Canaan Township Building, 8055 US Highway 42 South, Plain City, Ohio 43064.

In Attendance: Trustees: Don Schrock, Don Whitmer Fiscal Officer: Kimberlie Schrock Visitors:

Co-Chairman Schrock called meeting to order. Roll Call: Schrock-yes, Whitmer-yes.

Whitmer made a motion, seconded by Schrock, to approve the January 4, 2017, Organizational Session Meeting Minutes. Roll Call: Schrock-yes, Whitmer-yes. Original file copy was signed by all.

Administrative The Trustees reviewed the Fiscal Officer’s January 2017 Activity Report. (See attached). The Trustees approved with their signatures:  January 31, 2017, Bank Reconciliation/Fund Balances Report - Fiscal Officer Schrock reported that we have no outstanding warrants. Schrock asked if there was money in the checking account to cover the presented checks, to which Fiscal Officer Schrock responded “yes.” Whitmer made a motion, seconded by Schrock, to approve the January 31, 2017, Bank Reconciliation. Roll Call: Schrock-yes, Whitmer-yes  Resolutions: . Resolution 2017-1-1 (See Resolution Book) – to approve the 2017 nomination for Trustee positions . Resolution 2017-1-2 (See Resolution Book) – to allow the Fiscal Officer to prepare Super Blanket Certificates . Resolution 2017-1-3 (See Resolution Book) – to allow the Fiscal Officer to reallocate money from one line item to another in the same fund . Resolution 2017-1-4 (See Resolution Book) – to pay for registration, luncheon fees, reimburse travel expenses to attend various training and conferences in 2017 . Resolution 2017-1-5 (See Resolution Book) – to approve the 2017 meeting dates and times . Resolution 2017-1-6 (See Resolution Book) – to approve to continue with Zane Benefits for health insurance reimbursement and to pay Zane Benefits a monthly admin fee for 2017  Whitmer made a motion, seconded by Schrock, to approve Checks to cover payroll and non-payroll obligations. The 2017 Township Trustees and Engineer Annual Meeting is scheduled for Monday, February 13, 2017, at 6:30 PM, at the Madison County Engineer’s Office. Food will be provided by Wilson’s Family Barbeque.

Action Items Fiscal Officer Schrock reviewed the January Action Items Register. Register

Health & Safety Schrock reported that Chris Cooke, Madison County Health Commissioner, shared that they held their first meeting in 2017 to address health improvement for Madison County and to establish priorities.

The National Guard chose Madison County doctors to offer a free health care day on August 5, 2017, for Madison County residents to have their health problems addressed and taken care of.

Roads Schrock reported that Madison County Engineer Bryan Dhume shared that drainage repair, ditch repair, and asphalt repair on sharp curve and entrance way to mobile home community on Smith Calhoun Road will begin in a couple of weeks.

Schrock also reported that tar and chip and fixing cracks on Smith Calhoun Road, Kaufman Road, and Glen View Drive are on the schedule for this summer.

Whitmer addressed the need to establish a minimum of 4 hours for snow plow drivers for snow removal/spreading salt. After some discussion, Whitmer made a motion, seconded by Schrock, to pay a minimum of 4 hours for snow removal/spreading salt. Roll Call: Schrock- yes, Whitmer-yes. Whitmer will talk with Eli Gingerich regarding assigning additional tasks to snow plow drivers once they are finished with plowing snow/spreading salt if the plowing snow/spreading salt is less than 4 hours.

Cemetery Whitmer addressed the action item of installing a handrail at Big Darby Cemetery. In conclusion, Whitmer said this item will be put on hold.

Building Whitmer provided a couple of proposals, one from Aire-Flo Corporation and one from Countryside Electric, Inc., for a Generac generator for the township building. Both Whitmer and Schrock agree that a Generac generator would be a valuable and worthy addition to the township building for our township employees and residents and for our community. Whitmer will obtain an additional proposal for a Generac generator from JD Power Equipment of Hilliard to present at the March meeting.

Fiscal Officer Schrock mentioned that HughesNet Gen 4 High-Speed Internet is now available in Plain City. This agenda item will be discussed further at the March meeting.

Whitmer spoke with Eli about fixing the door stop and door closure to the exterior door to the foyer.

Miscellaneous The Trustees attended the required Public Records Training at the 2017 Ohio Township Association Winter Conference on Wednesday, January 25, 2017. Fiscal Officer Schrock also attended the conference.

Whitmer moved that the meeting be adjourned and Schrock seconded. Roll Call: Schrock-yes, Whitmer-yes. Meeting adjourned. The next Regularly Scheduled Session is scheduled for Monday, March 6, at 7:00 PM.
