Assistant Weinheimer and CAO Lemcke.

ABSENT: Councilors: A quorum being present, Mayor Fogg called the meeting to order at 7:30 p.m.

AGENDA: 243/2017 Sicinski - Hunt: the agenda be approved as amended. 12 (e) D & J Miller – Lot 20 & Ptn. of Lots 21& 22 12 (f) D J Miller & Sons Const. Ltd. – Lots 2, 3 & 4 14 (b) SUMA Regional Meeting

Carried MINUTES: 244/2017 Popp – Firby: that the minutes of the Tuesday, September 19, 2017 meeting be accepted as presented: Carried TOWN ACCOUNTS: 245/2017 Costello - Sicinski: That the Town accounts amounting to $83,366.37 numbering 24748 to 24795 and online payments amounting to $8,349.48 be approved for payment.

Carried TOWN OFFICE REPORT: 246/2017 Hunt - Firby: that the written Town Office report presented by Glenda Lemcke be acknowledged. Carried

BYLAWS REPORT: 247/2017 Popp – Sicinski: that the Bylaw Enforcement Report be acknowledged and acted on as presented. Carried OTHER MINUTES: 248/2017 Sicinski - Firby: that we accept the other minutes as presented.

a. LCDB Minutes – August 21, 2017. Carried CORRESPONDENCE: 249/2017 Wyand - Hunt: that we send J. Weinheimer to the upcoming Achieve Workshop for Assertive Communication in Regina on December 12, 2017. Carried

250/2017 Hunt - Costello: that we agree to the sale of Lots 2, 3 & 4, Block W, Plan 82Y06760 (530 Decock Drive) for $20,000.00 to D J Miller & Sons Const. Ltd. Land to be sold as is and Decock Drive to remain as a road access for future use. Carried

251/2017 Sicinski - Popp: that we file correspondence:

a. Government of Saskatchewan Emergency Services - Mutual Fire Aid Agreement; b. Municipal World – September, 2017; c. Saskatchewan Emergency Planners Association Annual Conference – October 23-26, 2017; d. Water Security Agency Workshop – October, 2017; e. Deputy Minister of Justice & Corrections & Policing – Cannabis legalization; f. Pillar Systems Re: FCM Municipal Asset Management Program; g. SUMAssure Workshops for November; h. Southeast College Municipal Management Essentials Workshop - October, 2017; i. Ministry of Highways & Infrastructure Re: Request to reduce the speed limit on Highway #16; j. Peak Energy Pamphlet. Carried

OLD BUSINESS: 252/2017 Wyand – Popp: that we grant Fluent Homes a Business License with the condition that Cham Mungoshi be the sales representative in town. Carried

NEW BUSINESS: 253/2017 Popp – Sicinski: that we proceed with tax enforcement for all properties over $150 in arrears as of December 31, 2016.
