CONTRACTOR’S SIGN & STAMP 2 TECH 11 SPCES ELECT WORK ADDITIONAL ELIGIBILITY CRITERIA

The Bidder must possess the requisite experience, strength and capabilities in providing the services necessary to meet the requirements as described. Keeping in view the complexity & volume of the work involved, the following criteria are prescribed as pre- qualification criteria for Bidder interested in undertaking the project. The Bidder must also possess the technical know-how and the financial where withal that would be required to successfully Completion of the Data Centre within a time. The bids must be complete in all respect and should cover the entire scope of work as stipulated in the tender document. The invitation to bid is open to all Bidders who qualify the eligibility criteria as given below:

1. Each and every page of this RFP should be stamped & signed by the bidder as a token of acceptance of this RFP conditions. Deviation if any, shall be clearly mentioned in a separate sheet of paper. How- ever, accepting the bid with deviation is the sole discretion of Tenderer.

CONTRACTOR’S SIGN & STAMP 3 TECH 11 SPCES ELECT WORK TECHNICAL SPECIFICATION FOR ELECTRICAL WORK

1) PANEL & SWITCHGEAR

1.1. Scope

The scope of work shall cover the handling, shifting safely at place installation, testing and commissioning of all power panels in coordination with panel builder. Verifications of tagging & if required provide details for corrections of naming etc.

2) DISTRIBUTION BOARDS

2.1 Scope

The scope of work shall cover the supply, installation, testing and commissioning of lighting and power distribution boards. Associated minor civil works required for the erection of the DB’s such as opening in wall etc. are also included in the scope of this contract.

2.2 Standards

The following standards and rules shall be applicable:

1 IS:2675-1983 Enclosed distribution fuse boards and cut-outs for Voltages not exceeding 1000V. 2 IS:375-1963 Marking and arrangement of Switchgear bus bars main connections and auxiliary wiring. 3 IS:8828-1996 Miniature circuit Breakers 4 IS:2607-1976 Air break Isolators for voltages not exceeding 1000V. 5 IS:9926-1981 Fuse wire used in Rewritable type Electric fuses up to 650 volts. 6 Indian Electricity Act 1910 and rules issued there under.

All codes and standards mean the latest. Where not specified otherwise the installation shall generally follow the Indian Standard Codes of Practice.

2.3 Distribution Boards

Distributions boards along with the controlling MCB’s or Isolator as shown shall be fixed in a mild steel Box with hinged lockable door suitable for recessed mounting in wall. Distribution boards shall be made of 16 SWG sheet steel with hinged lockable spring loaded cover duly rust inhibited through a process of degreasing, acid pickling, phosphating and powder coated to an approved Colour over a red oxide primer. The enclosure shall meet IP.44 rating.

CONTRACTOR’S SIGN & STAMP 4 TECH 11 SPCES ELECT WORK All components shall be mounted on DIN rails and covered totally with a sheet steel cover rendering it finger-safe. Access to the internal connections shall be only through removing the cover sheet.

Three phase boards shall have phase barriers and a wire channel for internal wiring. All DB’s shall be internally prewired using copper insulated high temperature PVC wires brought to a terminal strip of appropriate rating for outgoing feeders.

Conduit knockouts shall be provided as required/shown on drawings and the entire board shall be rendered dust and vermin proof with necessary sealing gaskets and groove joint.

MCB’s shall have quick make and break non-welding self wiping silver alloy contacts for 10KA short circuit both on the manual and automatic operation. Each pole on the breaker shall be provided with inverse time thermal over load and instantaneous over current tripping elements, with trip-free mechanism. In case of multipole breakers, the tripping must be on all the poles and operating handle shall be common. Breakers must conform to IS 8828 with facility for locking in OFF position. Pressure clamp terminals for stranded/solid conductor insertion are acceptable upto 4 sqmm Aluminium or 2.5 sqmm copper and for higher ratings, the terminals shall be suitably shrouded. Wherever MCB isolators are specified they are without the tripping elements.

Fuses shall be HRC link type or rewirable with necessary fuse carriers and with S.C rating of not less than 50 KA. Bottle type fuses are not acceptable. Fuse carrier terminals shall be suitably shrouded. Rewirable fuse carriers shall be porcelain.

Boards shall meet with the requirements of IS 2675 and marking arrangement of busbars shall be in accordance with IS 375. Bus Bars shall be of copper and rated for the incomer switch rating and sized for a temperature rise of 30 deg. C over the ambient. Neutral and earth bars shall be of copper and rated as follows:

There shall be one earth terminal for single phase boards and 3 for three phase boards. Circuit diagram indicating the load distribution shall be pasted on the inside of the DB as instructed.

In the case of MCB distribution boards, the backup fuses wherever shown shall be not less than 63A with a delayed characteristic and a minimum prearcing time of 0.5 sec. at 9 KA fault current.

All outgoing feeders shall terminate on a terminal strip which in turn is prewired to the MCB/Fuse base by means of insulated single conductor high temperature PVC copper wires as follows:

All distribution boards shall be mounted on wall or recessed, with necessary angle iron frame work. All mounting frames shall have one prime coat and two finish coats after the completion of the work. All distribution boards shall be touched up for damaged painting.

All boards shall be meggared phase to phase and to neutral using 1000V megger with all switches in closed position. the megger value should not be less than 2.5 megohms between phases and 1.5 megohms between phase and neutral.

Fabrication drawings of all boards shall be approved by the Consultants before fabrication and the boards inspected before despatch, unless waived in writing.

2.5 Mode of measurement

The distribution board complete with the various components specified, indicating lamps, supporting frame, internal wiring, erection etc., will be treated as one unit for the purpose of measurement and payment.

3) MEDIUM VOLTAGE CABLING

1.1 KV XLPE CABLES

3.1 Scope of Work

This specification covers the technical requirements for 1.1 KV Armored Aluminium conductor cable.

The 1.1KV XLPE cables shall be used for L.T. distribution. For cable conductors above 150sq.mm. XLPE insulated cables shall be used.

The scope of work comprises of designing, manufacturing, testing of works packing, insurance, delivery and storage at site, checking at site, instruction testing and commissioning.

3.2 CODES AND STANDARDS

The cables shall be designed to conform to some applicable codes and standards issued by Bureau of Indian Standard as listed below. (Latest issues of the codes / standards will be applicable):

IS : 7098 (Part – I) IEC 60502 & BS 5467 1.1 KV XLPE cables

IS : 8130, IEC 228 & BS 6360 Aluminum conductor IS: 5831 Inner / outer sheath

Conductor:

Stranded, round, aluminum conductor of electrolytic grade shall comply with IS 8130 with latest amendments.

Insulation:

XLPE extruded insulation, characteristic conforming to IS 7098 (Part – II)

Inner sheath:

Extruded inner sheathing of black PVC conforming to the requirement of type ST – 2 as per IS – 5891 of appropriate thickness conforming to IS 7098.

Armour:

Galvanized steel wire/ flat shall conform to IS 3975 of appropriate dimension.

Outer sheath:

Extruded outer sheathing of Black FRLS PVC conforming to the requirement of type ST – 2 as per IS 5831 having appropriate thickness conforming to IS 7098.

3.5 QUALITY ASSURANCE

Contractors / Vender shall submit three copies of the Quality Assurance plan before commencement of work for approval.

The approved Quality Assurance plan shall form the basis of Quality Assurance and manufacturer shall follow the same to ensure total conformity to owner’s requirement.

3.6 TESTS AND TEST REPORT

Shop Tests:

The cables shall be subject to shop tests in accordance with relevant standards as below:

1.1 KV PVC CABLES

This specification covers the technical requirements for 1.1 KV Armoured Aluminium/ Copper conductor cable. The 1.1 KV PVC cables shall be used for power and control system L.T. distribution. for cable conductors up to 150 sq. mm. PVC insulated cables shall be used. From 16 sq. mm. to 150 sq. mm. sizes of conductors aluminium conductor cables shall be provided and for size of conductor below 16 sq. mm. copper conductor cable shall be provided. The control cables shall be of multi-core copper conductor. The scope of work comprises of designing, manufacturing, testing of works packing, insurance, delivery and storage at site, checking at site, instruction testing and commissioning.

3.8 CODES AND STANDARDS The cables shall be designed to conform to some applicable codes and standards issued by Bureau of Indian Standard as listed below. (Latest issues of the codes / standards will be applicable):

3.10 CONSTRUCTION: The cable should be 1.1 KV grade compacted aluminum conductor, PV insulated screened steel wire/ tape armored, FRLS PVC sheathed.

The cable construction shall be as below

Armour: Galvanized steel wire/ flat shall conform to IS 3975 of appropriate dimension as per IS 1554 (Part I). Outer sheath:

Extruded outer sheathing of Black FRLS PVC conforming to the requirement of type ST – 2 as per IS 5831 having appropriate thickness conforming to IS 1554.

3.11 QUALITY ASSURANCE: Contractors / Vender shall submit three copies of the Quality Assurance plan before commencement of work for approval. 4) CONDUIT WIRING

4.1 Scope

The scope of work shall cover supply, installation testing and commissioning of all conduit wiring.

Standards

4.2Rigid and Flexible conduits

Conduits Material

The minimum wall thickness of Rigid PVC Conduits permitted for concealed/open conduiting shall be 1.8 mm thick.

The tubing must perfectly circular, without any burrs or kinks. The conduits shall be of such type, so as to be capable of making tight fitting joints. The minimum size of Rigid PVC Conduits allowed in open / concealed work shall be of 20 mm and above

Conduit Accessories

All conduit accessories that are to be used in the work shall be of Rigid PVC type conforming to latest and relevant IS codes duly certified / stamped on the PVC conduits. Conduit Accessories shall be capable of clean and tight fittings.

All junction boxes of one way or above shall be of high dome type with a depth of minimum 65 mm and minimum 1.8 mm wall thickness. In concealed work, inspection types of bends are not allowed, normal bends/elbows may be permitted after specific approval.

4.3Conduit Assembly Work

The Contractor shall submit to the Consultant detail layout plan of conduit network containing particulars regarding size and routes of conduits, number of wires carrying in each conduit, inspection and junction boxes provided along with the routes of the conduits. The number of wires in each conduit shall not exceed as specified in the table of conduit capacity. All the conduits are supported using minimum 16 gauge M.S. Spacers and G.I. Saddles fabricated using 16 gauge sheets and fixed using GI screws.

Initially all drawings for conduit work shall be inspected. Any discrepancies or otherwise occurring due to site conditions or change in internal layouts or in walls shall be reported. After rectification of the same, then the measurements and marking shall be done for the conduit assembly, on the shuttering of the slab.

All conduits shall be assembled. Wherever straight runs exceed 3 m, additional pull boxes or junction boxes shall be provided. However, the entire assembly shall be so assembled in order to facilitate renewal of wires etc. in the future.

CONTRACTOR’S SIGN & STAMP 11 TECH 11 SPCES ELECT WORK Wherever fluorescent light fixtures are shown in the layout, the conduit shall be terminated in a high dome junction box at the center of the fixture, unless otherwise specified or indicated in drawings.

In the concealed conduit work, all junction boxes, bends, elbows shall have PVC tapes on either side to ensure security of the accessories in its place. They shall also be PVC taped at all joints in order to prevent cement, water or slurry entering the Rigid PVC conduit assembly.

For all circuit wiring, i.e. from Lighting Distribution Boards to Individual Switchboards, minimum 25 mm Rigid PVC Conduits and minimum 1.8 mm wall thickness conduits shall be used.

All PVC conduits drops that are to be taken for the purpose of joining the Distribution Board or Switch Boards shall be taken out of the shuttering with a clean hole. Sand then shall be provided at the bottom most part of the entry in the shuttering. The projected part of the PVC conduit shall have a coupling over the same.

The entire PVC conduit assembly shall be properly secured and bonded by means of steel wires, twisted and fixed to the reinforcements. Additional fixing shall be done near joints, junction boxes, pull boxes etc.

The entire Rigid PVC conduit assembly then shall be checked for rigidity and no movement shall be allowed in the assembly.

The entire Rigid PVC conduit assembly shall be provided with proper GI pull wires of minimum 14 gauge.

Adequate number of PVC, pull boxes of suitable sizes shall be provided in the PVC conduit assembly.

It shall be the entire responsibility of the Contractor to supervise the concealed conduit assembly work during the casting of the slabs. Adequate precautions should be taken to spread fine sand covering the opening of the PVC conduit boxes or junction boxes at the bottom of the slab.

Where the conduit passes through the flooring the same shall be passed through galvanized pipe of suitable size fixed in the flooring, so that conduits, cables or wires can be renewed at any time without breaking the floor.

Where the conduit runs in brick walls same should be necessarily fixed by using MS clamps. In the straight run the distance between the two clamps. In the straight run the distance between the clamps shall not exceed 500 mm and additional clamps should be provided near end and junction box.

CONTRACTOR’S SIGN & STAMP 12 TECH 11 SPCES ELECT WORK The entire jointing in PVC conduit assembly shall be done using PVC solvent cement only. Wherever the conduits are terminated in PVC switchboard boxes or PVC. Socket outlets boxes, the use of collars or malefemale type of PVC adaptors shall be provided.

The maximum capacity of a conduit for drawing in wires shall be in accordance with IS 732 of 1963. The minimum size of conduit to be used shall not be less than 20 mm (approx.) and not more than two circuits connected to same phases shall be bunched in one conduit. Two different phases are not allowed in one conduit.

5) POINT WIRING The wiring shall be of the looping in system as different from the tree system. Connectors should not be used without specific prior approval. Looping in on the phase side shall be terminated only at the switches and that on the neutral side at the ceiling roses. Every light point, fan point and plug point shall have individual control switch unless stated otherwise. Earthing shall be provided for all the points according to the statutory requirement wherever necessary. The number of points per circuit shall not exceed 10 in any case or 800 Watts.

The point wiring in conduit consists of wiring from the branch distribution board in conduit with its ancillary work, such as inspection bends, junction boxes and FRLS wires up to the fixed terminals of ceiling roses, connectors, batten holders, etc. depending upon the type of point.

The wires shall be annealed, multi-strand and proper terminated through the terminal lugs / strips with proper end connection.

For easy identification, wires with different colors shall be used for phase and neutral as far as practicable.

The control switches for lights, fans, wall sockets and fan regulators shall suitably be grouped on sheet steel cases of all welded design fabricated out of 1.2 mm (approx). Generally, the bakelite sheet shall be 3 mm thick where SP Piano type flush mounting switches are to be accommodated and in all. The bakelite sheet cover shall be fitted above the sheet steel case and shall be leveled on the outer edges. Control accessories for one circuit only shall be grouped on a sheet steel case. Not more than 2 ceiling fan regulators shall be mounted on a sheet steel case. Suitable Earthing terminal shall be provided

CONTRACTOR’S SIGN & STAMP 13 TECH 11 SPCES ELECT WORK on the sheet steel case. All the conduits entering and leaving D.B. shall be bonded together with 4 Sq. mm. bare aluminum /copper wire and earth clips (as mentioned in the schedule).

This shall be similar to point wiring in conduit system. The fixing of cables shall, however, be according to the specifications.

All the wires shall have a grade 650/1100 volts for lighting and power wiring

Termination of PVC wires used for point wiring, but one end being terminated in DB shall be lugged type. Telephone and Computer Networking cables shall be laid in separate PVC Conduit.

Mains and Sub-Mains Wiring

This shall include the cost of all wires conduit accessories, clamps spacers, wires on battens depending upon the type of wiring, all masonry work, such as cutting, neat finishing of walls, floor openings etc. Only approximate lengths are included in the Schedule of Quantities and Rates, but the actual lengths of the mains and sub-mains executed will be measured between terminating points and will be paid for. Where the mains and sub-mains pass through the flooring, or through the wall, the same shall pass as specified above. Mains and Sub-mains risers in conduit shall be bonded together with 4.0 Sq. mm. bare and earth clips on each floor landing / mid-landing. The wires are provided as mains and sub-mains, the same shall be fixed as per specifications.

Interlocked Metal Clad Switch Fuse Units

The Metal Clad switch fuse unit shall of the heavy-duty type, quick make and quick break action, of approved pattern and capable of carrying continuously the current specified. All the switch fuse units shall have `U' type contacts on fuse carriers and the switch fuse units of capacities 30 Amps. and above shall be provided with spring type contacts on the fuse bases. Unless otherwise specifically brought out in the Schedule the metal cases shall be of cast iron and shall be provided with knockouts for incoming and outgoing pipes or cables and earthing terminals. The cover of the switch shall be interlocked with the switch handle so that the cover cannot be opened unless the switch is `OFF' and the switch cannot be made on unless the cover is fixed.

The box of this switches / socket outlets shall be made of MS / GI with proper anchorage to the wall duly concealed. No wooden box shall be used under any condition.

Wires

All wires shall be single core multi-strand copper halogen free. PVC insulated to IS : 694 and shall be 1100V grade as specified and required in the schedule of work. The PVC insulation shall be halogen free unless otherwise specified.

Switches & Sockets

Switches shall be moulded plate type of modular design with silver-plated contacts. Sockets shall be 3 pin with switch and plate type cover. All switch & socket mounting boxes shall be 16 SWG GI Fabricated box made from GI Sheets or PVC (duly approved)specially made for the switches and sockets used. Combination of multiple switch units and sockets should be used in appropriate manner to minimise the switch boxes. The GI switch boxes to be painted with asian make EHB-1343 primer followed by two coats of synthetic enamel paint. The first coat of enamel paint to be applied minimum after 1 hour and maximum before 24 Hrs.after applying prime. The time interval between two coats shall be min.6Hrs.

Weather and water proof switches / sockets of approved make shall be used in all out door situations and bath rooms.

For heavy duty industrial applications, industrial type of sockets with a pad lockable switch in a suitable galvanised steel box/fire retarded toughened plastic box shall be used.

Lighting & Power Wiring

All final branch circuits for lighting and appliances shall be single conductor cables run inside conduits. The conduit shall be properly threaded and screwed into sockets, bends, junction boxes. No part of the wiring shall be open without a suitable conduit piping.

Branch circuit conductor sizes shall be as shown in the schedule of quantities and or drawings.

Final branch circuits shall preferably be kept in a separate conduit upto the Distribution Board. No other wiring shall be bunched in the same conduit except those belonging to the same phase. Each lighting branch circuit shall be loaded conservatively so that the circuit current is substantially lower than the current carrying capacity of the conductor or as shown on drawings. Each conduit shall not hold more than three branch circuits.

CONTRACTOR’S SIGN & STAMP 15 TECH 11 SPCES ELECT WORK Flexible cords for connection to appliances, fans and pendants shall be 650/1100V grade (three or four cores i.e. with insulated neutral wire of same size) with tinned stranded copper wires, insulated, twisted and sheathed with strengthening cord. Colour of sheath shall be subject to the Engineer’s approval.

Looping system of wiring shall be used. Wires shall not be jointed. Where joints are unavoidable, they shall be made through approved mechanical connectors. No such joints shall be made unless the length of the subcircuit, submain or main is more than the length of the standard coil.

Control switches shall be connected in the phase conductors only and shall be ‘ON’ when knob is down. Switches shall be fixed in 3 mm thick galvanised steel boxes with cover plates as specified. Cadmium plated brass screws shall be used.

Power wiring shall be distinctly separate from lighting wiring. Conduits not less than 25 mm and wires not less than 2.5 sq.mm copper shall be used as specified in the schedule of work. Power outlets belonging to two phases shall maintain a minimum distance of 2.0m

Every conductor shall be provided with identification ferrules at both ends matching the drawings.

Installation

The size of conduit shall be selected in accordance with the number of wires permitted under table given below. The minimum size of the conduit shall be 20 mm dia unless otherwise indicated or approved. Size of wires shall be not less than 1.5 mm copper or 2.5 sq. mm aluminium, but shall be as specified in the schedule of work.

CONTRACTOR’S SIGN & STAMP 16 TECH 11 SPCES ELECT WORK Conduits shall be kept at a minimum of 100 mm from the pipes of other non-electrical services.

Separate conduits / raceways shall be used for each of the following:

1. Normal lights and 5A 3 pin sockets on lighting circuit 2. Power outlets - 15A 3 pin, 20A/ 32A industrial outlets. 3. Emergency lighting 4. Telephones & Data 5. Television system. 6. Fire alarm system, Public address system

Shop drawing for Conduit layout shall be prepared by the contractor taking into account the site conditions and got approved before proceeding with the work. Wiring for short extensions to outlets in hung ceiling or to vibrating equipments, motors etc., shall be installed in flexible conduits. No flexible extension shall exceed 0.75m in length.

Conduits run on surfaces shall be supported on galvanized steel 6 mm thick saddles which in turn are properly screwed to the wall or ceiling. Saddles shall be at intervals of not more than 300 mm. Fixing screws shall be with round or cheese head and of cadmium plated brass. Exposed conduits shall be neatly run parallel or at right angles to the walls of the building. Unseemly conduit bends and offsets shall be avoided by using fabricated galvanised steel junction/pull through boxes for better appearances. No cross-over of conduits shall be allowed unless it is necessary and entire conduit installation shall be clean and neat in appearance.

Conduits embedded into the walls shall be fixed by means of staples at not more than 300 mm intervals. Chases in the walls shall be neatly made and refilled after laying the conduit and brought to the finish of the wall but final finish will be done by the building contractor.

Conduits buried in concrete structure shall be put in position and securely fastened to the reinforcement and got approved by the Engineer, before the concrete is poured. Proper care shall be taken to ensure that the conduits are neither dislocated nor choked at the time of pouring the concrete. Suitable galvanised steel fish wires of not less than 0.63 mm dia shall be drawn in all conduits before they are embedded. Where conduit passes through expansion joints in the building, adequate expansion fittings shall be used to take care of any relative movement.

Inspection boxes shall be provided for periodical inspection to facilitate withdrawal and removal of wires. Such inspection boxes shall be flush with the wall or ceiling in the case of concealed conduits. Inspection boxes shall be spaced at not more than 12 meters apart or two 90 degree solid bends or equal. All junction and pull boxes shall be covered by 6mm clear perspex plate truly cut and fixed with cadmium plated brass screws. These junction boxes shall form part of point wiring or conduit wiring as the case may be including the cost of removing the perspex cover for painting and refixing. No separate charges shall be allowed except where specially mentioned.

CONTRACTOR’S SIGN & STAMP 17 TECH 11 SPCES ELECT WORK Conduits shall be free from sharp edges and burs and the threading free from grease or oil. The entire system of conduits must be completely installed and rendered electrically continuous before the conductors are pulled in. Conduits should terminate in junction boxes of not less than 32mm deep and the termination shall be rigid with check nuts and a smooth bushing. No wires shall be exposed in any part of the installation.

An insulated earth wire of not less than 1.5 sq.m copper shall be run in each conduit as specified in the schedule of work.

Accessories

Conduit fittings such as bends, elbows, reducers, chase nipples, split couplings, plugs etc. shall be heavy duty specifically designed and manufactured for their particular application. All conduit fittings shall conform to IS: 2667-1964 and IS: 3887- 1966.

Testing

The entire installation shall be tested for: a. Insulation resistance b. between phases c. between each phase and earth d. earth continuity e. polarity of single pole switches

No installation shall be commissioned unless and until the insulation resistance is 2.0 megohms between phases and 1.0 megohms between phase and neutral. All tests shall be witnessed by the Engineer-in-charge and attested.

A test certificate shall be submitted as required

Mode of measurement The definition of point wiring shall be in accordance with sketch drawing

The final sub circuit wiring commencing from the distribution board till the first switch box or light fitting shall be considered as a Primary point.

Secondary point should include wiring from circuit point onwards together with all junction boxes, connectors, earthwire, fixing accessories, connection to all light fittings switches etc. as specified and shown on drawings.

All switches sockets with boxes, inter connections, earthing shall be paid for per unit of 1 switch, 2 switch, 3 switch, 4 switch units, 5A switch-sockets, 20A/30/60A M.C sockets generally as shown in the schedule of work.

CONTRACTOR’S SIGN & STAMP 18 TECH 11 SPCES ELECT WORK All empty conduit runs, including junction boxes fish wires etc. shall be paid on the basis of unit length.

Buzzer indicator of the ways specified shall consist of indicating lamps, reset button, electromagnet, Perspex cover plate, chromium plated brass screws etc. shall be considered as one unit for measurement and payment.

Two way light points shall be classified as separate point and shall consists of 2 Nos. 2 way plate type switches, wiring from the 1st 2way switch to the 2nd 2 way switch to the first light controlled. Subsequentlights, if any, shall be measured as secondary points.

6) LIGHT FIXTURES & FANS

Scope The scope of work shall cover the installation and testing of fluorescent and incandescent light fixtures and ceiling fans.

Where fixtures are supplied, the scope shall cover installation only with all the accessories as specified in the schedule of work.

Standards The following standards and rules shall be applicable:

Code of practice for interior 1) IS 3646 - 1968 illumination General and Safety requirements 2) IS 1913 - 1969 for electric lighting fittings. 3) IS 8030 - 1976 Luminaries for Hospitals Electric ceiling type fan & 4) IS 374 - 1966 Regulators.

Indian Electricity Act and Rules issued there under.

All codes and standards mean the latest. Where not specified otherwise the installation shall generally follow the Indian Standard Codes of Practice.

General Requirements

All fixtures shall be complete with accessories and fixings necessary for installation whether so detailed under fixture description or not.

Fixture housing, frame or canopy shall provide a suitable cover for the fixture outlet box or fixture opening.

CONTRACTOR’S SIGN & STAMP 19 TECH 11 SPCES ELECT WORK Fixtures shall be installed at mounting heights as detailed on the drawings or instructed on site by the Architects/Consultants/Society representatives and individually earthed with 1.5 Cu wire.

Fixtures and/or fixture outlet boxes shall be provided with hangers to adequately support the complete weight of the fixture. Design of hangers and method of fastening other than shown on the drawings or herein specified shall be submitted to the Architect/Consultant for approval.

Pendant fixtures within the same room or area shall be installed plumb and at a uniform height from the finished floor. Adjustment of height shall be made during installation as per Architect’s/Consultant’s instructions.

Flush mounted and recessed fixtures shall be installed so as to completely eliminate light leakage within the fixture and between the fixture and adjacent finished surface.

Fixture mounted on outlet boxes shall be tightly secured to a fixture stud in the outlet box. Extension pieces shall be installed where required to facilitate proper installation.

Fixture shall be completely wired and constructed to comply with the regulations and standards for Electric Lighting Fixtures, unless otherwise specified. Fixtures shall bear manufacturer’s name and the factory inspection label unless otherwise approved.

Wiring within the fixture and for connection to the branch circuit wiring shall be not less than 1.5 sq mm copper for 250 volt application. Wire insulation shall suit the temperature conditions inside the fixture and wires bypassing the choke shall be heat protected with a heat resistant sleeve.

Metal used in lighting fixtures shall be not less than 22 SWG or heavier if so required to comply with the specification or standards. Sheet steel reflectors shall have a thickness of not less than 20 SWG. The metal parts of the fixtures shall be completely free from burrs and tool marks. Solder shall not be used as mechanical fastening device on any part of the fixture.

Ferrous metal shall be bonderized and given a corrosion resistant phosphate treatment or other approved rust inhibiting prime coat to provide a rust-proof base before application of finish.

Non-reflecting surfaces such as fixture frames and trim shall be finished in baked enamel paint.

Light reflecting surface shall be having a reflection factor of not less than 80%. All parts of reflector shall be completely covered by finish and free from irregularities. Finish shall be capable of withstanding 72 hours continuous exposure to an ultraviolet sun lamp placed 10 cm

CONTRACTOR’S SIGN & STAMP 20 TECH 11 SPCES ELECT WORK from the surface without discoloration, hardening or warping and retain the same reflection factor after exposure. Test results shall be furnished for each of fixtures.

Fixture with visible frames shall have concealed hinges and catches. Pendant fixtures and lamp holders shall be provided with ball type aligners or similar approved means. Recessed fixtures shall be constructed so as to fit into an acoustic tile ceiling or plaster ceiling plaster rings/flanges shall be provided for plaster ceiling. Fixtures with hinged diffuser doors shall be provided with spring clips or other retaining device to prevent the diffuser from moving.

Detailed catalogue cuts for all fixtures, or, if so required by the Architect/ Consultants sample fixtures shall be submitted for approval to the Architect/Consultants before orders for the fixtures are placed. Shop drawings for non-standard fixture types shall be submitted for approval to the Architect/Consultant.

Recessed fixtures shall be constructed so that all components are replace- able without removing housing from the ceiling.

Lamp shall be installed in all lighting fixtures furni-shed under this contract. All lamps shall be rated for 250 volts.

Lamps used for temporary lighting service shall not be used in the final lamping of fixtures units.

Lamps shall be of wattage and type as shown on the drawings and schedule. Where not shown, the details shall be ascertained from the Architect/Consultant before procurement.

Lamps for permanent installation shall not be placed in the fixtures until so directed by the Architect/Consultant, and this shall be accomplished directly before the building portions are ready for occupation.

Incandescent fittings

Incandescent fittings shall be of the type generally specified on the drawings. Contractor should have sample approved by Architects/ Consultant before procurement.

Incandescent fixtures shall be equipped with porcelain, medium base, screw type sockets for lamps up to and including 200 watt and mogul screw type base for lamps 300 watt and over.

Relamping the fixture shall be possible without having to remove the fixture from its place.

Incandescent lamps shall be inside frosted or clear type as required by the Architect/Consultants.

Mode of measurement

CONTRACTOR’S SIGN & STAMP 21 TECH 11 SPCES ELECT WORK Each fixture shall be measured as a unit complete with accessories, lamp, connectors, ear thing, mounting arrangement, clamps etc.

Suspension stems for light fittings shall be measured as bare conduits and paid at the rate per unit length.

Fans shall be measured as a unit complete with all accessories, 30 cm suspension rods, fan hook, covers, etc.

Where light fixtures and fans are supplied by the client, the installation shall be paid per unit and the cost shall include all suspension, and installation materials

7) RACEWAYS & CABLE TRAYS

Floor trunking shall be made up of extruded Al section

Cable Trays Shall be made of heavy gauge perforated sheet steel hot-dip galvanized (85microns) after manufactured, min 1.6mm thick complete with bends & fixing accessories.

The system should specially treated, corrosion proof rectangular profiles for high tensile strength

Cross over base frame & traps should be made up of high pressure die-cast material, which is resistant to corrosion.

Junction Box should be cast in one piece with out any joint to give required strength, rigidity & corrosion proof durability. All covers of junction boxes shall be in stainless steel or GI as specified in BOQ with leveling on all sides and shall be approved by the Architect/ Consultant.

8) PROTECTIVE EARTHING

Scope

1. The scope of work shall cover earthing stations, laying aluminum/ copper earth strips and connecting the power panels, DBs and switch boards . Standards

The following standards and roles shall be applicable:

1) IS:3043 Code of Practice for earthing. 2) Indian Electricity Act and Rules

All codes and standards mean the latest.

Plate Earthing Station

CONTRACTOR’S SIGN & STAMP 22 TECH 11 SPCES ELECT WORK The substation earthing shall be with copper plate earthing station unless otherwise specified. The earthing station shall be as shown on the drawing. The earth electrodes shall be 600 x 600 x 3mm copper plate. The earth resistance shall be maintained with a suitable soil treatment and watering arrangement. Excavated soft soil shall be thoroughly mixed with 6 percent by weight of common salt with 10 percent by weight of water and the earth pit is back- filled 300 x 300 earth chamber with cast iron cover shall be provided to house the earth terminal and water pipe & funnel.

The resistance of each earth station should not exceed 2 ohms.

The earth lead shall be connected to the earth plate through copper/brass bolts and washers as shown on the drawing.

Pipe Earthing Station

The pipe earth station shall be used for equipment protective earth grid. The earth electrode shall be 2.5m long 50mm dia 5mm thick galvanised steel pipe. The earth resistance shall be maintained with a suitable soil treatment as shown on drawings and as for plate electrodes. An earth chamber shall be provided each for plate earth station.

The resistance of each earth station should not exceed 3 ohms.

The earth lead shall be fixed to the pipe with a clamp and safety set screws. The clamps shall be permanently accessible.

Earth leads and connections

Earth lead shall be bare copper or aluminum or galvanized steel as specified with sizes shown on drawings. Copper lead shall have a phosphor content of not over 0.15 percent. Aluminum and galvanized steel buried in ground shall be protected with bitumen and Hessian wrap or polythene faced Hessian and bitumen coating. At road crossings necessary home pipes shall be laid. Earth lead run on surface of wall or ceiling shall be fixed on saddles on wall so that the strip is at least 6mm away from the wall surface.

All earth strip shall be jointed as follows:

Copper Copper riveting with 80mm fish plate and brazing

Aluminum Riveting with 2Nos 100mm long bimetal fish plates Using copper rivets/washers Galvanized Steel Lap welding with 50mm minimum lap

Equipment earthing

All apparatus and equipment transmitting or utilizing power shall be earthed in the following manner:

The protective earth continuity conductor may be drawn inside the conduit in which case, it should beinsulated.

Copper earth wires shall be used where copper wires are specified. Aluminium wires may be used where aluminium phase wires are specified unless otherwise indicated in the schedule of work and drawings.

Metallic conduit shall not be accepted as an earth continuity conductor. A separate insulated/bare earth continuity conductor of size related to phase conductor shall be provided. Non- metallic conduit shall have an insulated earth continuity conductor of the same size as above. All metal junction and switch boxes shall have an inside earth stud to which the earth conductor shall be connected. The earth conductor shall be distinctly coloured (green) for easy identification.

Armored cables shall be bonded to the earth by 2 distinct earth connections to the armouring at both the ends and the size of connection being as above. In multiple cables entering a panel/DB, the cable joints shall be bonded together using a bonding wire selected on the basis of the largest size of cable in the group. In the case of unarmoured cable, an earth continuity conductor shall either be run outside along the cable or should form a separate insulated core of the cable. 3 Ph. power panels and distribution boards shall have 2 distinct earth connections of the size correlated to the incoming cable size. In case of 1 Ph. DB’s a single earth connection is adequate. Similarly for 3 Ph and 1 Ph. isolating switches there shall be 2 and 1 earth connections respectively, sizes being correlated to the incoming cable.

3 Ph. motors and other 3 Ph. apparatus shall have 2 distinct earth connections of size equal to incoming feeder size. For 1 Ph motor and 1 Ph apparatus, the single earth connections shall be provided of the above size.

Earthing Installation

All work shall be carried out in accordance with local Electrical Inspectorate, and IS Code of Practice 732. Reference to above codes, specifications and regulations shall mean the latest.

CONTRACTOR’S SIGN & STAMP 24 TECH 11 SPCES ELECT WORK All materials used on the installation shall be new and of approved make. Tenderer should indicate makes of materials proposed to be used on the job.

Testing

The following earth resistance values shall be measured with an approved earth meggar and recorded. 1) Each earthing station 2) System as a whole 3) Earth continuity

Mode of measurements

Providing earthing station complete with excavation, electrode, watering pipe, soil treatment, masonry chamber with cast iron cover etc. shall be treated as one unit of measurement.

The following items of work shall be measured and paid per unit length covering the cost of the earth wires/strips clamps, lab our etc. (a) Main protective earth terminal and connections to the earthing stations (b) Connections to the switchboard, power panels, distribution boards etc.

The cost of earthing the following items shall become part of the cost of the item itself and no separate payment for earthing shall be made. a) Motors - earthing forming part of the cabling/wiring for the motors. b) Isolating switches and starters should form part of mounting frame, switch starter etc. c) Light fittings - form part of installation of the light fittings. d) Conduit wiring - should form part of the wiring e) Cable armouring - should form part of the cable termination. f) Street lighting - should form part of the external cable which shall incorporate a protective earth-conductor which shall be used for earthing of the pole etc.

For the installation, testing and commissioning of the electrical equipment / systems / materials / accessories etc. shall comply with the latest applicable standards and codes of practices.

1. TECHNICAL SPECIFICATIONS FOR TRANSFORMERS

1.0 SCOPE

This scope covers design, manufacture, inspection & performance testing at manufacturer’s works, delivery F.O.R Site including packing, forwarding, loading, transportation to site, unloading at site of Transformers of capacity as mentioned in the BOQ and Data sheets, 11/0.433 kV, ONAN cooled, Dyn11 connected transformers provided with On load tap changer having tap change range of +5 To - 15% in steps of 1.25% on HV winding.

1.1 At the discretion of the Purchaser, BIDDER may have to undertake supervision of erection, testing and commissioning of the equipment supplied. Prices for the above shall be separately indicated as called for in price schedule.

1.2 The transformers shall be provided with oil natural, air natural (ONAN) method of cooling. The transformers shall be provided with detachable type, built on radiators and accessories.

1.3 The HV & LV windings of all transformers shall be brought out through suitably rated bushings mounted on non-magnetic material in separate air insulated cable box with non-magnetic gland plate. The cable boxes shall be provided with facility for supporting from the ground as well.

1.4 The neutral point of the LV winding shall be brought out separately through suitably rated bushings, on in the LV terminal box and other on top of transformer tank for earthling. Two (2)nos. 50x6mm copper strip earth flats, suitably supported on 1.1 kV pin type insulators fixed to the tank body from bushing to ground level shall be provided.

1.5 Dissolved gas analysis of the oil shall be performed twice, before and after temperature rise test. Separate price shall be indicated for this test.

3.0 DESIGN AND PERFORMANCE REQUIREMENTS

3.1 The VENDOR shall indicate his recommended spares with quantity & unit prices.

3.2 Transformers shall operate without injurious heating at the rated KVA at any voltage within +/- 10 percent of the rated voltage & +/-3% of frequency.

3.3 Transformers shall be capable of delivering the rated current at a voltage equal to 105 percent of the rated voltage without exceeding the limiting temperature rise.

3.4 Overloads shall be allowed within the conditions defined in the loading guide of the applicable standard. Under these conditions, no limitations by terminal bushings, or other auxiliary equipment apply.

3.5 CORE

3.5.1 The magnetic circuit shall be constructed from high grade cold rolled non-aging grain oriented silicon steel laminations. 3.5.2 The insulation structure for the core to bolts and core to lamination plates shall be such as to withstand a voltage of 1500 V for one minute.

3.6 TANK

3.6.1 Tank together with radiators, coolers, conservator, bushings, vessel and other fittings shall be designed to withstand permanent distortion, the following conditions: a) Full vacuum of 760 mm of Hg.for filling with oil by vacuum. b) Internal gas pressure of 0.35 kg/cm2 (5 lbs./sq.in) with oil at operating level.

3.7 VALVES

3.7 Each transformer shall be provided with following valves on the tank: a) Drain valve so located as to completely drain the tank. b) Filter valve at top of transformer tank, one of 50-mm size. c) Oil sampling valves. d) One 15-mm air release plug. e) Valves between radiators and / or coolers. f) Two-plugged pipe outlets for applying vacuum.

3.8 TAP CHANGING GEAR

3.8.1 On-Load Tap Changing Gear

The on Load tap changer shall be provided with Marshalling Box (Local Panel) also operable by

The same shall be with automatic voltage regulator for automatic voltage change over. It shall be equipped with an indicating device to show the tap in use and shall be provided with a locking arrangement to lock the switch in position. There shall be a Remote tap change control panel to be located in Main M.V. Panel Room. All Control cabling to RTCC panel will be in the scope of Transformer Manufacturer.

3.9 BUSHINGS

3.9.1 Bushings shall be designed and tested to comply with the applicable standards.

3.9.2 Bushings shall be so located on the transformers that full flashover strength will be utilized and minimum clearance as required for the BIL shall be realized between live parts and live parts to earthed structures.

3.10 CABLE BOXES AND DISCONNECTING CHAMBERS

2. 3.10.1 As connection are by cables, disconnecting chambers shall be provided for disconnecting and moving away the transformer without unsealing the cables or draining oil form the maintank, having the cable box or chamber behind on Purchaser’s external supports.

3.11 FITTINGS AND ACCESSORIES Fittings & accessories as indicated, but not in limited to, shall be provided. 3.11.1 Inspection manhole(s) with cover(s). 3.11.2 Lifting lugs or eyes for lifting of fully assembled transformer by crane. 3.11.3 Jacking pads, at least four in number, at suitable height, for lifting the complete transformer filled with oil. 3.11.4 Lifting arrangements for (a) complete transformer filled with oil, (b) for the assembly of core and coils and hauling eyes on each face of the transformer. 3.11.5 Neutral earthling bar of copper of specified section installed from the neutral bushing to ground level suitably supported along its run on porcelain insulators, together with clamping arrangements at neutral bushing and for two PURCHASER’S earth conductors. The supporting insulators shall be tank mounted. 3.11.6 Terminal marking and rating plates shall be as per the specified standard. 3.11.7 Conservator for transformer. The conservator shall be of sufficient volume to maintain the oil seal from the minimum temperature of – 5 deg. C upto an oil temperature of 100 deg. C, with oil level varying within the minimum and maximum visible levels. The conservator shall be provided with the following accessories: a) Filling plug, sump and drain valve. b) 150 mm diameter magnetic type oil level gauge. c) A bolted cover at one end for cleaning. d) Valve for shutting off oil to the transformer. e) Weather-proof dehydrating breather with sillica-gel. 3.11.8 Pressure relief device. 3.11.9 Gas and Oil Actuated Relay (Buchholz Relay) A double flat type Buchholz relays as per specified standard shall be provided. All gas evolved in the transformer shall collect in this relay. The relay shall be provided with a test cock

CONTRACTOR’S SIGN & STAMP 28 TECH 11 SPCES ELECT WORK suitable for a flexible pipe connection for checking its operation. A 5 mm copper pipe shall be connected from the relay test cock to a valve located about 1.25 M above ground level to facilitate sampling with the transformer in service. The device with two electrically independent ungrounded contacts, one for alarm on gas accumulation and the other for tripping on sudden rise of pressure. These contacts shall be wired upto transformer marshalling box. The relay shall be provided with shut-off valves on conservator side as well as the tank side. 3.11.10 Temperature Indicators 3.11.11 Dial Type Thermometer All transformers shall be provided with dial type thermometer for top oil temperature indication. The thermometer shall have adjustable electrically independent ungrounded alarm and trip contacts, maximum reading pointer and resetting device. The contacts shall be rated minimum 0.5A making and 0.2A breaking at 220 V D.C. 3.11.12 A set of hydraulic jacks suitable for the transformer under supply.

3.12 TESTS

All transformers shall be completely assembled at Works to ascertain that all parts fit correctly. 3.12.1 Routine Tests Routine tests as per specified standards shall be performed on all transformers. The following additional points may be noted.

a) Resistance of each winding of each phase shall be measured at principal and at all the taps and corrected to 75 deg. C. b) Impedance voltage shall be measured at principal and at all the taps. c) No load loss and existing current shall be measured at rated frequency at 90%, 100% and 330% rated voltage. These tests shall be done after impulse tests if the latter are specified. Exciting current shall be measured on each phase recorded. Form factor shall be noted during the test and included in the test report. d) No load loss and exciting current shall be measured and recorded with 415V, 3 phase, 50 Hz. input on LV side (assuming LV is rated higher than 415V). e) Oil Leakage Test: The main transformer tank and all oil filled compartments necessary for a complete transformer including coolers shall be filled with transformer oil and subjected to a pressure of 0.35 Kg/cm2, above the pressure that would be obtained under normal conditions with full head of oil. The pressure shall be maintained for 12 hours during which time no oil leakage shall occur. When heat run test is specified, the oil pressure test shall be performed immediately after heat run. Otherwise the test may be performed at ambient temperature. f) Magnetic balance test for 3 phase units. g) Calibration of temperature indicators and relays. h) Measurement of zero sequence impedance.

3.12.2 Type Tests The type tests shall be carried out by the VENDOR as per IS: 2026 if so desired by Purchaser. Bidder shall furnish type test certificates along with the Bid. 3.12.3 Test Reports Test results shall be corrected to a reference temperature of 75 deg.C Two copies of preliminary test results shall be submitted for the PURCHASER’S approval

Additional bound copies of complete test results including all tests on transformers, auxiliaries current transformer characteristics shall be furnished with the transformer. Number of copies and distribution schedules will be intimated to successful BIDDER. 3.12.4 Performance Tests The following additional tests shall be conducted at manufacturer’s works and price for the same shall be included in the base offer: 3.12.5 HV Test on Magnetic Circuit After assembly, each core of the transformer shall be subjected to a voltage of 1500V AC for duration of one minute between all bolts, side plates and structural steel work. The test shall be conducted once again just prior to despatch of the transformer from the Manufacturer’s Works. These tests shall be conducted as routine test on each transformer included under this contract.

3.12.6 Pressure Test on Relief Device The pressure relief device of each size offered shall be subjected to oil pressure. The test shall be conducted with increasing oil pressure and the device shall be checked for operating pressure. The device shall also be checked to ensure that it seals off after the excess pressure has been relieved

3.12.7 Vacuum Test on Transformer Tank and Radiators The transformer tank shall be subjected to full vacuum and thereafter tested at an internal pressure of 3.33 KN/sq.m (25mm of Hg) for one hour. The permanent deflection of flat plates after vacuum has been released, shall not exceed the value specified below without affecting the performance of the transformer.

This test shall be conducted on one transformer of each rating specified.

3.12.5 Pressure Test on Transformer Tank and Radiators The transformer tank together with radiators, conservator and other fittings shall be subjected to a pressure corresponding to twice the normal head of the oil or water to the normal pressure plus 35 kN/sq.m, whichever is lower. The applied pressure shall be measured at the base of the tank and maintained for one hour. The permanent deflection of flat plates after the excess pressure is released shall not exceed the values specified

4.0 TERMINAL POINTS The following items shall be included in the VENDOR’S scope of supply: Interconnecting cables with supporting and terminating accessories for connections between the transformer main marshalling kiosk and all electrical measuring, monitoring and protective devices mounted on the transformer. For this purpose, either PVC insulated wires in G.I conduits or PVC insulated, armoured cables be used. 4.1 Necessary compression type, brass cable glands shall be provided at the marshalling box for the cables mentioned above as well as for terminating the PURCHASER’S incoming cables from remote panels.

4.2 Ten percent extra oil in addition to that required for first filling of compete transformer shall be supplied in non-returnable drums.

4.3 Bushing terminal clamps suitable for connecting the PURCHASER’S conductor.

4.5 All necessary sealing ends with glands, compound, tapes, cable lugs, armour earthling clamps and accessories required for termination of the PURCHASER’S cables wherever cable boxes are specified.

5.0 START-UP & RECOMMENDED SPARES 5.1 The cost of required start-up and essential spares shall be included for the transformer. Same shall be considered for evaluation, at the discretion of the Purchaser.

5.2 Bidders shall furnish a list of recommended spares for 3 years trouble free operation.

6.0 SUPERVISION OF ERECTION, TESTING & COMMISSIONING

6.1 The VENDORS shall, if so desired by Purchaser, undertake supervision of erection, testing and commissioning. Charges as indicated against relevant clause in the price schedule shall be inclusive of incidental expenses at site, lodging, boarding, local transport of Vendor’s engineer. Vendor’s shall also indicate to and indicate to and fro expenses of their personnel from their works to site on per trip basis.

7.0 GUARANTEES

7.1 The items of performance on transformers as stated in Schedule of Performance Guarantee of this specification shall be guaranteed either under penalty or under correction. The tolerance limits beyond which penalty is liveable will be governed as per IS:2026, 1977 (Part-I). The temperature rise guarantee shall have zero tolerance on the positive side. 8.0 INFORMATION TO BE FURNISHED BY THE BIDDER ALONGWITH BID 8.1 The following information shall be furnished along with the bid. 8.2 All annexure-B as per enclosed format and Schedule of Prices duly filled in. 8.3 All GA, dimensional, weight, foundation, drawings and details. 8.4 Quality plans. 8.5 Sub-vendor list for bought-out items.
