ACEC/PA PennDOT Task Force Meeting February 9, 2012 Meeting Minutes

 Review Follow-Up Items from October 13, 2011 Meeting PennDOT/Long

- ACEC/PA outreach to members concerning Design-Build disclaimer language ACEC/PA submitted comments to the PennDOT for review and consideration.

- Joint Hiring of Interns B.H.R. has submitted a briefing paper regarding the summer internship program, which includes recommendation, to the Secretary for review.

- Re-evaluate the minimum requirements for Construction Inspectors on the Qualification Chart. (Pikitus) New requirements have been developed and are under review. Next step is to look into what contractual impacts may result from implementing the new requirements. The next construction inspection workforce meeting is scheduled for March 23.

- Develop metrics for Construction Inspection Two metrics have been developed concerning the review of construction inspection/inspector wage rate reviews and qualification requirements: . % of submissions reviewed within time limits . % of reviews accepted on first submission The following internal measures are in place related to qualification requirements: . Substitution requests reviewed within time limits . Timeliness of quality assurance resume reviews

 Quality ACEC/PennDOT/Azzato

- PennDOT is working through the feedback received from the Quality Metrics data already sent out. - Enhancements are being made to ECMS to indicate the responsible party for each project (Consultant or PennDOT). - Next quarter’s metrics will include backup information so consultants can check accuracy of the data. - Metrics should help both parties identify areas that need improvement. - We need better communication between all parties and to work together as a team in order for all of us to achieve our goals for program. - The program’s intent is to define accountability and change practices.

 Design – Build PennDOT/Long

Page 1 of 3 - Publication 448 has been completed and went into effect 1/1/2012. - Revised Publication should address process concerns.

 Minor Project Review Process PennDOT/Azzato

- 7 pilot projects have been completed, 4 in 2010 and 3 in 2011. - FHWA has agreed to move forward with the program contingent on some changes to our minor project process/policies. - PennDOT will only perform an owner’s perspective review on projects after they have been bid for fatal flaws only. - Minor project policy revisions will be integrated into DM2.

 Open Plan PennDOT/Willey

- Deltek has agreed to unbundled packaging for both PennDOT and its business partners and offered a 10% discount through 2012. - PennDOT currently is using version 3.1 and soon must convert to version 3.3 in order to be compatible with the upcoming change to Windows 7. Central Office will work with the Districts and Consultants during the conversion. - There is no cost for the software needed for the conversion if you have a maintenance agreement with Deltek. Maintenance agreements are available to consultants. - The conversion to version 3.3 is scheduled to occur in June 2012. - PennDOT is in the process of evaluating a software program that links Primavera and Open Plan. - New Open Plan quality metrics should be released soon.

 Local Project Delivery PennDOT/Thompson

- Taskforce continues to meet and look into streamlining the process. - Consultant is on board and has begun working with the Department on revising local project delivery manuals. - Working with the MPO’s/RPO’s, possible pilot projects are being discussed. - We need to work together to ensure correct information is being communicated when comparing local projects to PennDOT projects.

 Mutual Gains ACEC/PennDOT

- PE Estimating Guide along with training and program summary information has been sent out on Clearance Transmittal. - FD Estimating Guide has been sent out for Peer review. - Continue to be on track with the developed implementation plan.

- Subcommittee continues to work hard at resolving issues and has reported that 11 of the 14 original items the committee has been addressing have been completed.

 Open Discussion ACEC/PennDOT

- Next meeting is scheduled for June 6, 2012 at 1:00pm.

- Continue coordination for implementing a joint-effort shared intern program. (Reilly) - Complete re-evaluation of the Construction Inspector’s Qualifications Chart. (Pikitus) - Develop/implement metrics for Construction Inspection reviews. (Pikitus)
