MINUTES
Commission on Aging January 24, 2012
Members present: Frank Wozniak, John Granchay, Rosetta Stern, Bonnie Olson, Herb Tauchen, Bonnie Weyers, Pam Anderson, LuAnn Krajenka, Julie Vanderbilt, Holly Konitzer, and Rick Kane.
Members excused: Dr. Tom Thomas, Steve Gueths, T. L. Christen, and Marianne Phalen. Absent: Stockbridge Munsee representative.
Location and Time: Fellman Center 607 E. Elizabeth Street, Lundmark Room – 9:00 a.m. Shawano, Wisconsin 54166
1. Roll call was taken and noted that the open meeting notice was properly posted.
2. Approval of December 13, 2011 minutes. Stern made a motion to approve the December 13, 2011 minutes; Granchay seconded the motion. All aye, motion carried.
3. Public comment. None.
4. Adoption of Agenda. Wozniak made a motion to adopt today’s agenda, seconded by Olson. All aye, motion carried.
5. Deviation from the Agenda. Olson made a motion to deviate from today’s agenda, if necessary; seconded by Wozniak. All aye, motion carried.
6. Benefit Specialist Report. Anderson reported a change in the top two levels of the current Senior Care program. This involves certain medicines not being covered for members with higher incomes. Other changes to Senior Care may take place, as well. The Homestead Tax clinics have begun. Thus far, 34 applications have been processed, with an average refund of $361.00 being made to claimants.
7. Nutrition. a. Nutrition stats were distributed and discussed. Since donations for the December meals are being sent in at this time, the 2011 program income report will be presented at the next commission meeting. There was some discussion on the program.
8. Transportation report. a. Maintenance and Repair Report. The 2006 Goshen Ford bus, White Lightning, has 151,234 miles on it as of January 20, 2012. The 2008 GMC coach, Blue Streak, has 25,249 miles on its odometer as of January 11, 2012. No repairs/maintenance has been performed on either vehicle. A Green Bay shopping trip took place on January 11, 2012. We currently have 19 volunteer drivers who take elderly and physically disabled people to their out-of-town medical appointments. They use their own personal vehicles for the transportation and are reimbursed the IRS allowable mileage, currently at $.555 per mile. b. Transportation Coordination with Menominee Tribal Transit. Bus leases have been signed, but we have not yet received signed contracts for Menominee DOTS to begin routes on Monday, January 30, 2012. Konitzer and Krajenka have met with Jamie Perez, DOTS dispatcher, to discuss routes and riders. She will again meet at the Aging Unit office today for further information.
9. Aging Unit Director Report. a. Public Hearing and Approval for 2012 Plan Amendment. Weyers announced this meeting is the public Commission on Aging Page 2 January 24, 2012 hearing for review of the 2012 plan amendment. Details of the plan were discussed. Stern made a motion to approve the 2012 Plan Amendment, as written; seconded by Wozniak. All aye, motion carried. Commission on Aging Page 3 January 24, 2012
b. 2011 Aging Unit Self Assessment. Copies were distributed to members who did not receive them. The self-assessment was explained in detail, and any questions were answered. Granchay made a motion to approve the self-assessment, as presented to the commission. Wozniak seconded the motion. All aye, motion carried. c. ADRC Update/Agency Changes. Weyers reviewed agency changes, now that the ADRC of the Wolf River Region is up and running. A Disability Specialist will be hired in the next six months, and office traffic is expected to increase when that occurs. d. 2013-2015 County Plan on Aging. Discussion was held on ways to collect information and opinions from the public to incorporate into the 2013-2015 County Plan on Aging. The plan is due in September 2012. It was suggested that outreach could be accomplished by simply talking with individuals. Commission on Aging members would be potential information collectors, as well as meal site staff and others who have contact with the general public and seniors. Informal discussions could be conducted, and ideas from these discussions could be submitted. These suggestions would then be used to develop our 2013-2015 goals. e. GWAAR Updates. GWAAR staff visits various Aging Unit sites around the state and recently met here at the Fellman Center office. Carrie Porter of GWAAR is now sitting on a Logisticare advisory council, and issues can be directed to her. f. Advocacy. The Aging Unit will make people aware that Family Care caps will be lifted in March 2012. The northeast Wisconsin group that worked on the Family Care program may expect it to become functional in the first half of 2013. However, other forecasts predict it will be further into the future.
The Village of Tigerton will have a representative of the Government Accountability Board speak for one hour on Thursday, February 2, 2012 at 11:00 a.m. at the Tigerton Senior Center. The topic will be the new voter ID law.
10. District Representatives and AARP Reports. Western District. Things are going well. JoAnn Olson does a wonderful job as meal site manager, offering varied activities at each site. Her programs are interesting and fun. AARP: No report. Member at Large: No report. City: No report. DCP: No report. East: No report. Central: No report. Reid Ribble: Jackie Trudell, of Congressman Reid Ribble’s office, advised that a panel discussion will be held on February 21, 2012, at the Kroc Center in Green Bay. About 20 people can sit on the panel. Topics may include divesting of assets, reimbursement cuts from Medicare, and recommendations. Olson attended one panel meeting, which appeared to consist of care providers such as CBRF’s.
An elder law attorney is being sought. Weyers recommended Atty. Bob Geimer.
11. Per Diem Approval. Wozniak made a motion to approve today’s per diem payment; seconded by Olson. All aye, motion carried.
12. Next Meeting Date. The next commission meeting will be held on Tuesday, March 27, 2012. Olson will be unable to attend.
13. Adjourn. Granchay made a motion to adjourn this meeting, seconded by Olson. All aye, motion carried. The meeting was adjourned.
