RESCISSION OF WASTE DISCHARGE REQUIREMENTS FOR:
CASTROL INCORPORATED RICHMOND CONTRA COSTA COUNTY
The California Regional Water Quality Control Board, San Francisco Bay Region (hereinafter the Board) finds that:
1. Castrol Incorporated (Castrol) operates a petroleum lubricant storage, blending, and packaging facility in Contra Costa County.
2. NPDES Permit No. CA0029149, Order No. 87-4, permits Castrol to discharge stormwater and extracted ground water from two groundwater extraction wells into Santa Fe Channel of Richmond Harbor.
3. In 1987, Castrol ceased all stormwater and extracted groundwater into Santa Fe Channel. Instead, the stormwater and extracted groundwater are discharged into the City of Richmond’s sanitary system.
4. By letter dated August 24, 1998, the Executive Officer of the Board administratively extended the expiration date of order 87-4 from February 18, 1992, to August 19, 2003.
5. Since Castrol has ceased all discharges authorized under NPDES Permit No. CA0029149, an NPDES Permit is no longer necessary for this facility.
6. The rescission of waste discharge requirements for these discharges is exempt from the provisions of Chapter 3 (commencing with Section 21000 of Division 13) of the Public Resources Code (CEQA) pursuant to Section 13389 of the California Water Code.
7. The Board has notified the above listed discharger and interested agencies and persons of its intent to rescind waste discharge requirements, and has provided them with an opportunity for a public hearing and an opportunity to submit their written views and recommendations.
8. The Board, in a public meeting, heard and considered all comments pertaining to the rescission of waste discharge requirements for the above discharge.
IT IS HEREBY ORDERED that Order No. 87-4 is rescinded.
