1.1 Post: 0.6 Payroll Officer
1.2 Divisional Area: Finance
1.3 Line Manager: Payroll Manager
1.4 Responsible For: No line management responsibility
1.5 Location: 1-10 Keeley Street, Covent Garden, London, WC2B 4BA The post holder may be required to work at other locations.
1.6 Grade: Support salary spine grade D, spine points 25 – 29.
1.7 Salary: £28,600 - £31,750 pro-rata inclusive of London Weighting. We will normally appoint at the bottom of the salary scale unless the successful candidate has relevant experience relating to the selection criteria over and above what is required.
1.8 Hours of Work: 21 hours per week
2. Main purpose of the Job
To undertake the day to day payroll function, pensions administration and systems administration of an integrated HR/Payroll system. Responsible to the Payroll Manager in ensuring that the College payroll is managed in a robust, accurate and timely fashion and in compliance with relevant statutory provisions and College financial rules and procedures.
3. Main Activities and Responsibilities 3.1 Responsible to the Payroll Manager for carrying out the day to day payroll and pensions function, ensuring timely and accurate remuneration and records of staff in terms of pay and pensions. 3.2 Processes all monthly payment details e.g. basic pay, overtime, expenses and sessional lecturer or casual staff pay. 3.3 Assists the Payroll Manager with the monitoring and validation of the pensions service in accordance with relevant pensions schemes (e.g. Local Government Scheme and Teachers Pension Scheme). 3.4 Assists with the annual payment schedule and any monthly returns for example, to Teachers’ Pensions or the Local Government Pension Scheme as directed. 3.5 Assist with the validation and authorisation of BACS payments in liaison with the Finance Department. 3.6 Assist the Payroll Manger in ensuring that all HMRC reports are in compliance and reported as required and support the HR Team in producing other statutory reports as required. 3.7 Assist the Payroll Manager to ensure disaster recovery and business continuity plans are robust and fully tested. 3.8 Maintain, review and update and implement HR/Payroll transactional processes as necessary to ensure high service quality. 3.9 Responsible to the Payroll Manager in ensuring that the HR/Payroll system is operational with regular software updates as supplied by the software vendor. Work closely with IT and system vendor to ensure proper functioning of the system. 3.10 Test system upgrades before going live and manage system configuration framework as directed by the Payroll Manager. 3.11 Ensure effective HR/Payroll system security and appropriate User access profiles. 3.12 To assist in developing, implementing and delivering user training as required. 3.13 To develop and produce standard and non-standard management information reports as required. 3.14 To maintain high standards of customer service and absolute confidentiality on all issues and to deal with issues of a sensitive or personal nature in a professional manner. 3.15 To assist in research or special projects and carry out any other comparable duties commiserate with grade as directed by the Head of Finance. 3.16 The role will work closely with the HR function to ensure seamless, integrated and coherent services are delivered to managers and staff in the College. 3.17 Support the payroll manager in the administration of pensions for LGPS and TPS. 3.18 Any other duties as appropriate to the post.
