Meeting Notes

Present: Chris Harkness, Bill Sylvester, Art Oglesby, Ted Blank, Frank Dolejsi, Josh Williams Call to Order: 7:00 Debrief Parks meeting: Is there anything critical to the plan that we still need to know? Clarification of comment about opportunity costs. Dollars spent in Como Regional Park do not necessarily draw from City parks. Also explained “no net loss” as it applies to long term leases with partners. Changing the language would allow for longer leases. Longer leases would allow them to make property improvements. People see opportunity for more to happen at the Rec Centers. District 10 could be a communication partner with Parks and Recreation Centers. The community could offer help with programing ideas and implementation. Fees might be a barrier. Seed fund or grace fund before fees must be paid? NW Como director has improved programming in recent years but facility is limited. North Dale has better facility. Whatever we support should be a value to the community. Encourage parks & rec to continue to operate rec centers directly and not seek service partner agreements for them. Tweens-More winter stuff at Tilden Park…Ice skating? Free public WiFi / Coffee for seniors in the parks. West Como does not have a library so this would be welcome.

The Grand Round Bikeway is not a pleasurable ride. Bikeways should be more level and have gradual grades with posted codes like ski hills. Recap of work so far: Ted has agreed to pick up where Theo left off and put the information we have gathered so far into a draft. Yet to come-- Business discussion… There is newly formed business group. At this point it is small. They have met a couple of times. We will try to meet with them next year. We should also look at Front Street. It has lots of different zoning right now. Maybe it should be a zoning study or small area plan. What can we get done before the end of the year? In November and December we will look at outlines/drafts of the chapters which will be made available electronically prior to the meetings. Come to the meeting ready to identify anything that’s missing. We will start with Parks in the November and plan for Transportation in December. Ted and Chris will meet to compile all the raw data documents and reports completed thus far so that they are accessible to anyone who wishes to review them. Committee members should begin to collect photos and ideas for maps that might be included in the plan.
