Scott Besler, Senior Manager

Scott has over 24 years of progressively responsible experience. Scott has been responsible for a myriad of areas relating to healthcare facility reimbursement while working at BESLER Consulting. Some of the major areas of his expertise encompass the New Jersey state subsidy calculations as well as the Medicare wage index reimbursement arena. Scott is very well versed in the detailed calculations that derive the wage index factors. Additionally, he has participated in detailed audit reviews of the wage index for a number of acute care hospitals and hospital associations.

Scott received a Bachelor of Science degree in Accounting from LaSalle University. He is a member of the New Jersey and Philadelphia HFMA and its Reimbursement Committees.

Derrick Chavis, Manager – Derrick has over 26 years of extensive experience in the healthcare industry with a combination of operations and strategy experience across both the payer and provider settings. His work has included assisting hospitals and healthcare systems with productivity systems development, benchmarking and performance improvement, cost reduction and process redesign and implementation. Prior to joining BESLER, Derrick held multiple management and director-level positions in various hospital systems, health insurance providers and public accounting healthcare consulting practices, including PricewaterhouseCoopers and his own sole-proprietorship specializing in Disproportionate Share Calculation engagements. Derrick began his career in healthcare at Clifton Gunderson, where he served as a Medicaid cost report auditor for the state of Virginia.

Since joining BESLER in January of 2016, Derrick’s work has been primarily focused on the new value-based Comprehensive Care for Joint Replacement model, Disproportionate Share review work and Medicare bed management.

Derrick received a Bachelor of Science degree in Accounting from Christopher Newport University, and is a member of the Virginia and North Carolina Health Care Financial Management Association (“HFMA”) chapters.

Bob Mahoney, Senior Consultant

Bob has over twenty- five (25) years of progressively responsible healthcare experience. While working at BESLER Bob has been responsible for a myriad of areas relating to healthcare facility reimbursement. Some of the major areas of his expertise encompass the Medicare Cost report and New Jersey State cost reports, as well as the wage index reimbursement arena. Bob is very well versed in Graduate Medical Education and is current on all regulations affecting program status and intern counts.

Prior to joining BESLER, Bob worked as Reimbursement Manager at Princeton HealthCare System, a three hundred (300) bed, acute-care teaching hospital. Bob began his career in healthcare at Raritan Bay Medical Center, where he served as a financial analyst.

Bob received a Bachelor of Science degree in Accounting from Saint Peter’s University. He is a member of the New Jersey HFMA
