Monthly Parish Council Meeting
Held on Tuesday 10th January 2006 at 7.30pm

2. Confirmation of the Minutes
The minutes of the 13th December 2005 were signed by the Chairman as a true and accurate record.
This was proposed by Cllr Brian Groves and seconded by Cllr Derek White
3. Matters Arising from the Minutes
3.1 Consultation of Local Plan First Review
All Parish Councillors received copied letters of the response by the Chairman for the 5 omission sites listed for Iwade in the Swale Borough Council Local Plan First Review Inquiry.
The Councillors gave vote of thanks to the Cllr Peter Wilks for the excellent response, detail and cross reference that was done on behalf of the Parish Council.
3.2 Swale Borough Local Plan Inquiry
Chairman met with Rosemary Landsdown on 14th December and passed over paperwork to brief her for the local Plan Inquiry. Chairman has spoken to John Bramley and he has agreed to appear as Iwade professional witness at the hearing. John Bramley’s fee is £200 per day and this was proposed by Cllr Brian Groves and seconded by Cllr Derek White and all Councillors present agreed. .

3.3 Plantation Lodge Appeals
The appeal by L J Foley of School Lane, Iwade with drew his appeal for the above site. No further action will be taken by Swale Borough Council and the Local Inquiry to be held at Council Offices, Swale House on 17th January has been cancelled
4 BUSINESS OF THE COUNCIL
4.1 2006/07 Parish Precept
The Chairman led a line-by-line discussion of the budget for 2006/07 and after discussion and taking into account the amount of vandalism the Parish Council had to deal with, proposed that the Parish Council tax should be increased by 50p to £26.00 for a band D property . This was seconded by Cllr Malcolm Hutchings and majority vote agreed
The Tax Base for the year 2006/07 = £885.97. Tax for Band D property £26.00 = Precept £23,035. This is a 50p increase on 2005/06.

4.2 Recreation Ground
Clerk to Contact Wicksteed Leisure and arrange for them to come out and repair the vandalism to the climbing frame.

5. CORRESPONDENCE/ NOTICES
5.1 Clerks Progress Report
Lamp outside 11 Woodpecker Drive has been shielded Still waiting for Wicksteed to deal with roundabout Have advised Swale Highways about pathways now completed around the village centre and reminded them of Parish Councils request for bollards in this area. Have had no response but bollard outside plantation lodge have been installed.
2 Have received funds from Constantine Construction for the easement
5.2 Closing the Gap
Following the Home Office feedback on 9th November the South East Region Chief Constables and Chairs met to try to reach a consensus on which the five options for development to concentrate on. Of these, option 5 emerging as the preferred regional options as it represented the favoured position for four of the five forces represented.
To firmly endorse the preferred option for Kent to migrate to a stand alone strategic force.

5.3 Sign to identify Church
Letter from KCC highways received stating that Glen Smith would programme a sign.
The Clerk reported that the Church notice board was in need of renewal Clerk to contact the Parochial Church Council for their views and suggestions and then once the Church had decided on the design arrange to order a new notice board from the subsidiarity grant

5.4 Mid Kent Leader
Clerk reported that a representative was attending at the next meeting
6. PLANNING
SW/05/TEMP/0070 Application to develop waste recovery facility including a vessel composting and continued used for secondary recycling aggregate production
Application received 11th December from KCC. Members agreed to defer consideration to planning meeting 12th January 2006
7. FINANCE
