How to become an approved contractor to perform sound insulation work

The Homeowner Assistance Program provides sound insulation to houses in eligible neighborhoods around Baltimore/Washington International Airport (BWI). Homeowners who participate in the program are given a list of approved contractors from which to select contractors to bid on their project. Typically, between 40 to 60 individual homes are soundproofed each year, as individual projects.

To get on our list of approved contractors you must:

1. Be in possession of a valid MHIC (Maryland Home Improvement Commission) license as a prime contractor.

2. Attend a Soundproofing Contractor Seminar given by the Maryland Aviation Administration (MAA). The seminar explains the sound insulation techniques used, shows the type of acoustic windows used, and reviews the paperwork requirements of the job. You will also receive a copy of the Construction Specifications and list of acoustic product manufacturers.

3. Have been in the home improvement business in Maryland for a minimum of two years, as an owner; or have worked on sound insulation of residences, for an MAA approved sound insulation contractor, for a minimum of three years.

4. Submit a complete “Contractor Information and Affidavits Package” attached herewith.
