CALL TO ORDER

Chairman Harvey called the meeting to order at 9:15 a.m.

ACTION ON MINUTES

The Minutes of the October 13, 2005 meeting were approved as submitted.

EXECUTIVE SESSION

Motion (I) was made by Mr. Harclerode, seconded by Mr. Farinas, and unanimously carried to go into Executive Session at 9:55 a.m., at 500 North Calvert Street, 3rd Floor Conference Room, Baltimore, Maryland, 21202. This session was permitted to be closed pursuant to State Government Article, Title 10-508(a)(7). Upon completion of the session, the Board reconvened its public meeting at 10:25 a.m.

COMPLAINT COMMITTEE REPORT

Ms. Hunt reported on the status of complaints and license reinstatement issues discussed by the Complaint Committee at its meeting on November 10, 2005

04-PE-15: Case was dismissed in Pennsylvania. Waiting for a report from Pennsylvania Board. 04-PE-17: Pennsylvania Board took disciplinary action. Waiting for a report from & 18 Pennsylvania Board. 05-PE-01: Hearing scheduled for November 29, 2005. & 02 05-PE-17: Under investigation by OIS. 06-PE-07: Requested additional information from complainant.

The Complaint Committee reviewed seven applications for reinstatement of license. The licenses were lapsed from three to eight renewal periods. In each case, no engineering documents were signed and sealed in Maryland during the time the licenses were lapsed. Four of the applicants were continuously licensed in other states. The Complaint Committee recommends reinstatement with a warning letter for six of the applicants and requesting additional information from the seventh applicant.

Motion (II) was made by Mr. Farinas, seconded by Ms. Hunt, and unanimously carried to accept the recommendations of the Complaint Committee.

How to deal with applications for reinstatement that have been lapsed for a number of years was discussed by the Board. Some of the options suggested were adjusting the fee to include past due renewal fees; requiring an “ethics” test to be taken, possibly on-line; and having the applicant meet with the Board to explain his/her reason for their license being lapsed for a long period of time. No conclusions were reached at this time.

CORRESPONDENCE

Memorandum from David McGlone, Director, Office of Budget and Fiscal Services, dated October 20, 2005

The Board reviewed a memorandum from Mr. McGlone containing information to assist in the preparation of expense vouchers. Also included was a clarification of the Travel Policy concerning itemized receipted bills and other required supporting documentation of expenses.

NEW BUSINESS

ABET Visit – UMCP

Mr. Harclerode said he accompanied the Accreditation Board for Engineering and Technology (ABET) during a visit to the University of Maryland-College Park to review all engineering programs for re-accreditation. He specifically accompanied ABET on the review of the Chemical Engineering and Fire Protection Departments’ programs. Any concerns would be addressed within 60-90 days. These programs will be re-evaluated again in 2011.

Mr. Harclerode said he spoke with the President and the Provost of the university, who are both engineers, about the large number of engineering graduates from UMCP who take the FE exam in Delaware as opposed to Maryland. He asked the Dean for assistance in finding out the reason for this. It was pointed out that the Maryland Board specifically revised it deadline filing date for the FE exam to 60 days prior to the exam to address this issue. The Board discussed possible inducements for taking the exam in Maryland such as subsidizing the exam costs and giving the exam at UMCP if enough students were interested.

Mr. Harclerode said he also spoke with the Dean and Provost regarding the number of credits currently required for a degree – 120. Mr. Harclerode, Mr. Farinas, and Ms. Hunt said that substantially more credits were required when they received their degrees.

PE Exam

Mr. Harclerode said he visited the PE exam at the Timonium State Fair Grounds on October 28 and spoke with Ms. Rhew who provided feedback on the exam, which he in turn provided to Jerry Carter at NCEES.

Ms. Matricciani read a letter from examinee, Donald Wenzel, thanking the Board for allowing him the opportunity and privilege of taking the exam and also providing feedback on the proctors who “ provided exceptional service before and during the exam and answered all of his questions.”

OLD BUSINESS

Exam Qualifications Review

The Board members discussed the document concerning “Exam Qualifications” which was presented to them by Ms. Hunt at the October meeting and suggested several revisions. Ms. Hunt will incorporate the changes in the document for review at the next meeting. She will also review the directions for the PE exam application which is presently under revision by the staff. Board for Professional Engineers Minutes – November 10, 2005 Page 4 Also discussed were what the Board accepts as an “approved curriculum,” and under what option of the Law to accept a “Technology Degree.” It was decided that because this type of degree is non-approved, it should be presented to the Board along with a “Curriculum Checklist” (which is very specific as to what is required), and the Board will determine under what option the applicant may be eligible to apply.

Christie Society

Ms. Edwards said she has prepared a letter to Christie Society members and will finalize and mail it when she receives clarification of the date and time for the 2006 Engineers’ Week ceremony. Mr. Mead will provide this information via letter to Mr. Woods.

Expert Witness

Mr. Harvey said that he received a copy of a draft letter from Mr. Loleas written to the State Highway Administration and the Department of General Services regarding the possibility of securing their services as expert witnesses.

OTHER BUSINESS

Board Member IDs

Ms. Edwards said that Board Members will be issued ID badges. She will mail applications to Board Members along with information on how to make arrangements to have their pictures taken.
