Job Description and Work Summary Position: 2-1-1 Program Manager Accountable To: Vice President Community Impact Oversight Committee: I&R Advisory Committee Term of Service: At Will Status: Exempt Salary Range: Commensurate with experience

Position Summary: Responsible for the overall management and alignment of 2-1-1 Texas operations for the Brazos Valley Area Information Center (AIC) including managing staff, conducting community outreach and education, maintaining departmental budgets and adhering to all contract and grant requirements.

Committee and Work Responsibilities. Below is a summary of the priority activities and percent of time estimates for this position: Activity Time Estimate 2-1-1 Area Information Center Operations: 50%  Oversee daily operations of the 2-1-1 Center, including the supervision of I&R Specialists and other staff members.  Adhere to all operational standards as set by Texas Information and Referral Network (TIRN) for the 2-1-1 Texas Center and I&R Specialists as defined in the Operating Contract with Texas Health and Human Services Commission.  Cooperate with TIRN, Texas Alliance of Information and Referral Systems (TAIRS), and Alliance of Information and Referral Systems (AIRS) to further the field of Information and Referral and ensure that 2-1-1 operates with the highest accreditation standards in Texas and the Brazos Valley Region.  Attend regional and/or statewide meetings related to TIRN, TAIRS Annual Conference, and AIRS Annual Conference, as appropriate.  Maintain International Accreditation of the AIC through AIRS.  Analyze budgetary expenses and income to align Health and Human Services Commission Contract with United Way budget on a monthly and annual basis.  Oversee hiring and staff development (e.g. interviews, initial and ongoing training, evaluation) for all 2-1-1 Texas staff; Monitor 2-1-1 Texas Call Center staff on a monthly basis including quality assurance, professional development, and accountability.  Plan and conduct I&R Advisory Committee meetings three times per year.  Oversee Special Projects of 2-1-1 Texas program including on-going and seasonal projects.  Provide information and referral to individuals and organizations via telephone, email, and walk-in contact, as needed. Community Education & Outreach: 40%  Develop and implement the Education & Outreach plan annually for implementation throughout the seven-county Brazos Valley Region. UWBV Job Description and Work Summary 2-1-1 Program Manager Page 2 of 4 Activity Time Estimate  Conduct community presentations; attend community events and health fairs, as appropriate.  Coordinate community I&R trainings including the annual F.Y.I. Training Series.  Manage inventory of promotional items/materials; maintain accurate records of outreach efforts and materials used.  Attend community meetings as an ambassador of United Way of the Brazos Valley and 2-1-1 Texas, ensuring that the interests of the organization are represented.  Ensure 2-1-1 Texas/United Way social media accounts are updated and maintained appropriately.  Ensure that United Way’s commitment to diversity is represented, as appropriate, in all communications and that all publications are provided in accessible formats. Disaster Coordination 10%  Serve as Planning/Operations Coordinator during times of disaster.  Develop action plan and Emergency Operations Manual to carry out disaster mission, including annual disaster training for United Way staff and appropriate volunteers.  Serve as liaison between city and county emergency management, VOAD members, and appropriate agencies.  Maintain contact with regional emergency management personnel and provide feedback to 2-1-1 operations during emergency situations. Qualifications and Prerequisites for Service

 Bachelor’s degree in social work, business, or communication or related field; Masters degree preferred.  Professional experience in social services or management.  Certified Information and Referral Specialist (CIRS) certification and/or Certified Resource Coordinator (CRS) certification, or be willing to obtain certification within one year of employment. UWBV Job Description and Work Summary 2-1-1 Program Manager Page 4 of 4  Knowledge of general computer programs (Microsoft Office, Google), website management and social media platforms; Resource Database knowledge preffered.  Ability to maintain confidentiality and high ethical standards in accordance with United Way, 2-1-1 Texas, Health & Human Services Commission (HHSC), Alliance of Information & Referral Systems (AIRS) and federal standards and policies.
