MINUTES OF THE COMMITTEE OF THE WHOLE MONDAY, NOVEMBER 14, 2016 5:00 P.M.

The Committee of the Whole of the Macomb City Council met on Monday, November 14, 2016 at 5:00 p.m. in the City Council Chambers of City Hall at 232 East Jackson Street, Macomb, IL.

Mayor Mike Inman called the meeting to order.

Roll call was taken and the following Aldermen answered present; Mike Wayland, John Vigezzi, Mellie Gilbert, Tom Koch, Gayle Carper, Don Wynn and Dennis Moon.

Others present: Deputy City Clerk Renee Lotz, City Administrator Dean Torreson, City Attorney Kristen Petrie, Police Chief Curt Barker and Community Development Director Ray Heitner. City Treasurer Ron Ward was absent.

Public Comment. None

The first item on the agenda for discussion was on an ordinance to designate Oakwood Cemetery as a historic landmark. This ordinance had first reading last Monday night. CDC Ray Heitner explained this would be a site designation applicable to the entire cemetery as a whole with COA applied to entrance gate, the sexton house and the abbey mausoleum.

Alderman Moon questioned how this would affect two existing foundations for future columbarium. He explained the plaza was built for three with footing for two more. He asked if there would be a problem duplicating what was there.

City Attorney Petrie stated there would be none, the only three structures limited to the COA would be the three mentioned.

Alderman Carper stated for the record that Mr. Tom Carper, Friends of Oakwood, was her husband.

Mr. Tom Carper explained that the reason for the designation was they were hopeful that it would bolster an application going to the State of Illinois Bi-Centennial Commission for designation of a special place recognized around the state, a local landmark designation could help with that application. If successful there would be special recognition.

Mayor Inman stated this would be placed on the agenda for second reading and final action at Monday night meeting.

The second item on the agenda for discussion was on authorization to purchase two AWD Ford Police Interceptors from the Police Protection Fund. A memo was attached for review. Chief Curt Barker explained the State Bid was matched by Woodrum’s of Macomb for $27,494.00 and have agreed to two trade ins equaling $7,000.00, reducing the total amount of the request to $70,870.00 from $77,870.00 (State bid).

He stated these were budgeted to come from the Police Protective Fund.

Mayor Inman stated this would be placed on the agenda for final action at Monday night meeting.

There was no further discussion.

There being no further business to discuss Alderman Moon moved, seconded by Alderman Wynn to adjourn the meeting, all Aldermen voted “Aye” by Viva Voca vote, Mayor Inman declared the motion carried and they adjourned the meeting at 5:12 p.m.
