To: Robert J. Donchez, President of Council From: Irene Woodward, Housing and Community Development Planner Re: Resolution for Redevelopment Capital Assistance Grant Program – Historic Bethlehem Partnership

I would like to request that the attached resolutions be placed on an upcoming Council agenda for consideration.

The resolutions authorize the reallocation of funding under the Historic Bethlehem Partnership Redevelopment Assistance Capital Program (RACP) grant. The Moravian Museum has chosen not to accept the RACP funding; therefore Historic Bethlehem Partnership would like to request that the funding be reallocated toward the Colonial Industrial Quarter. In addition, the Kemmerer Museum Expansion project and the Collections Resource Center that were previously separate projects would now been combined into one under the attached resolution. The Collections Resource Center is proposed to be constructed at the Kemmerer Museum.

DATE: February 11, 2010 Irene Woodward Housing and Community Development Planner RESOLUTION NO.

WHEREAS, at the request of Historic Bethlehem Partnership, the City of Bethlehem obtained a Redevelopment Assistance Capital Grant in the amount of $3 million from the Commonwealth of Pennsylvania for the purpose of assisting Historic Bethlehem Partnership in bricks and mortar building projects at various sites in the City of Bethlehem; and

WHEREAS, Historic Bethlehem, Inc., a member of Historic Bethlehem Partnership, had requested funding through the above-referenced RACP Grant for renovation work at various project sites within the “Colonial Industrial Quarter”; and

WHEREAS, Moravian Museum of Bethlehem, Inc., a member of Historic Bethlehem Partnership, had requested funding through the above-referenced RACP Grant for restoration work at the “Moravian Museum Expansion” project site, including the Gemeinhaus and the Single Sisters’ House structures; and

WHEREAS, the Bethlehem Area Moravians, as owners of the Gemeinhaus and Single Sisters’ house structures, declined to participate in the above-referenced RACP grant; and

WHEREAS, the Moravian Museum of Bethlehem, Inc. passed a Board Resolution releasing all funds originally assigned to the “Moravian Museum Expansion” project and rejecting all future claims to funding through the above- referenced RACP grant; and

WHEREAS, Historic Bethlehem Partnership accepted the Resolution by the Moravian Museum of Bethlehem, Inc. to release all funds originally assigned to the “Moravian Museum Expansion” project through the above-referenced RACP Grant and re-assigned those funds to the “Colonial Industrial Quarter – Renovations to Various Sites” project, as administered by Historic Bethlehem, Inc.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bethlehem that John B. Callahan, Mayor of the City of Bethlehem, is hereby authorized and directed to execute any and all documents necessary to transfer that portion of the above-referenced RACP Grant funds originally designated for the Moravian Museum of Bethlehem, Inc.’s “Moravian Museum Expansion” project to the Historic Bethlehem, Inc. for the “Colonial Industrial Quarter – Renovations to Various Sites” project, as requested by Historic Bethlehem Partnership,

AND BE IT FURTHER RESOLVED, that the City Clerk of the City of Bethlehem is directed to execute a certificate attesting to the adoption of this Resolution and to furnish a copy of the Resolution to the Commonwealth of Pennsylvania.
