1. ELECTION OF THE CHAIRPERSON

RESOLVED: THAT Edna Marsland be appointed as chairperson of the Committee for the municipal year 2003/2004.

2. ELECTION OF THE DEPUTY CHAIRPERSON

RESOLVED: THAT Councillor B. P. Murphy be appointed as deputy chairperson of the Committee for the municipal year 2003/2004.

3. APOLOGIES FOR ABSENCE

Apologies for absence were submitted on behalf of Councillors Merry, J. Murphy and Wallsworth and Alison Dalton, Dave Fraser, Ameena Hadi, Henry Martin, Vina Mistry, Jane Murphy, Andrea Parkinson, Eileen Peel, Freda Rimmer, James Sheldon, Linda Sheldon, Ralph Telzer and Norma Tomlinson.

4. THE COMMUNITY COMMITTEE FUNDING PANEL

RESOLVED: THAT the following be appointed to the Community Committee Funding Panel for the municipal year 2003/2004 - Edna Marsland Councillor B. P. Murphy Gwyneth Main Mary Cosgrove Marion Kamanlagi Peter Ball Carole Sumner.

5. MINUTES OF PROCEEDINGS

RESOLVED: THAT the minutes of the meeting held on 26th March, 2003 be approved as a correct record.

6. NEIGHBOURHOOD RENEWAL STRATEGY Blackfriars/Broughton Community Committee - 11th June, 2003

Marie Lindars gave a presentation on:

 Salford’s Local Strategic Partnership - a partnership bringing together senior representatives from key public, private and voluntary agencies to agree a common approach to improving the quality of life for people living and working in the City;  Salford’s Community Plan - aimed at promoting the economic, social and environmental well being of the area. Local Priorities for Blackfriars and Broughton were to help the community, tackle crime and disorder, tackle health issues, work with young people, find people jobs and training, work with local businesses and improve the environment; and  Salford’s Neighbourhood Renewal Strategy - a strategy for regenerating neighbourhoods designed to address deprivation, bring deprived areas up to the national average and provide a framework to help tackle issues of poor health, low pay and unemployment, crime and to improve education and housing conditions.

Members discussed the information presented with particular reference to:

 the poor educational achievement standards attained by children in the area, the consequences of the amalgamation of The Albion and The Lowry High Schools and the methods used in collating the exam results of local children;  the Council’s bid for funding from the Housing Market Renewal Fund, which, if successful, would have a large beneficial impact on the area.

RESOLVED (i) THAT Marie Lindars be thanked for an informative presentation and (ii) THAT an update on the Housing Market Renewal Fund be submitted at the next meeting of the Community Committee.

7. LOCAL IMPROVEMENT FINANCE TRUST (LIFT)

Julie Bloor from the Salford Primary Care Trust provided an update on the LIFT Project with particular focus on the following key issues:

 LIFT and its importance to Salford  Partnership with Excellcare  The Shift Project  Developments affecting the Blackfrairs / Broughton area  The current situation  Future action.

Reference was made to whether the LIFT project would impact on staff employed in the existing health centres. Julie Bloor reported that staffing arrangements were being investigated to ensure that each centre had adequate provision.

8. INCREASING ATTENDANCE AT SCHOOLS

This item was withdrawn from the agenda.

9. DECISIONS OF THE COMMUNITY FUNDING PANEL

The Chair reported that (i) the Funding Panel had been allocated a budget of £17,000 for the next twelve months with a total devolved budget of £19,000 and (ii) a criteria for funding had been established, the details of which would be published in the community newsletter.

RESOLVED THAT: the decisions made by the Community Funding Panel on 13 th May, 2003 be endorsed.

10. SUPPLEMENTARY PLANNING GUIDANCE FOR THE HIGHER BROUGHTON AREA

Nina Keshishian reported that the Supplementary Planning Guidance for the Higher Broughton Area was currently out for public consultation and that the deadline for responses was 20th June, 2003.

RESOLVED THAT the report be noted.

11.SOCIAL INCLUSION

Miwanda Bagenda made the following comments regarding the Community Committee and the need for greater inclusion:

 The presentation of information reported at meetings needed to be considered as documents were often lengthy and difficult to read  The timing of the meetings needed to be re-considered  People should be encouraged to attend and contribute, particularly those from the New Deal Area.

The Chairman indicated that Angela Every was currently looking at ways to improve the structure of future meetings of the Community Committee.

RESOLVED THAT the issues raised be noted.

12. GENERAL ISSUES

The following items were circulated for information only:

 Asylum Seekers.

Advertisements  Play Development Co-ordinator and Finance Clerk job vacancies for the Broughton Trust  Re-launch of the Broughton and Blackfriars Bugle.

The following items were reported for information only:

 A Faith Network meeting at the Resource Centre on 1st July, 2003, for people of faith to discuss issues of importance to the community  The possible creation of a Youth Forum following the Youth Audit recently carried out in Broughton  A meeting with the Police entitled “People’s Voice” was due to be held on 26th June, 2003 at Tootal Drive Primary School.

RESOLVED (i) THAT the information be noted and (ii) THAT a copy of the Youth Audit questionnaire and the results be circulated at the next meeting of the Community Committee.

13. CLOSURE OF CALDERWOOD COMMUNITY CENTRE

It was reported that the Calderwood Community Centre was due to close on 20 th June, 2003 and that the new centre at Newbury Place would not open for a further 18 months – 2 years.

RESOLVED THAT the information be noted.

14. DATE OF NEXT MEETING

RESOLVED: THAT it be noted that the next meeting would be held on 29th July, 2003, commencing at 7.00 p.m. at a venue to be arranged.
