National Dinghy Sailing Championship Wednesday 22 and Thursday 23 June 2016

Organising authority:Dorset Police Sailing Section, Police Sport UK and The Poole Yacht Club.

1. RULES 1.1 The event will be governed by the rules as defined Racing Rules of Sailing (RRS) 2013-2016, the prescriptions of the RYA, appropriate Class Rules, the PSUK Sailing Section Competition Rules and the Sailing Instructions issued. 1.2 Eligibility and conditions of entry are as detailed in the Notice of Race paragraph 4.

2. NOTICE TO COMPETITORS Notices to competitors will be posted on the official notice board located adjacent to the Race Office.

3. CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 09.45am on the day it will take effect, other

than a change by way of an earlier warning signal for the first race of day which will be posted no later than

6.00pm on the preceeding day.

4. SIGNALS MADE ASHORE

4.1 Signals made ashore will be displayed on the flagpole on the balcony to the south of PYC.

4.2 Boats may not launch until Flag R is raised with a sound signal. This is located near the top of the slipway near the fence. The warning signal will be made not less than 30 minutes after Flag R is displayed or not before the scheduled time, whichever is later.

4.4 When Flag AP is displayed ashore race signal AP is changed in that “1 minute” is replaced by “not less than 30 minutes”.

5. SCHEDULE OF RACES

5.1 Racing is proposed to take place at the following times but may be altered at the discretion of the Race Committee.

5.2 Tuesday 21 June 2016 – Laser and Single-handed Championship The Laser and Single-handed Championship will consist of 3 Races sailed back-to-back. Registration open - 8.30 am. Competitors briefing – 10.00 am Race 1 - warning signal not before 11.15 am Race 2 - warning signal as soon as possible after the completion of Race 1 Race 3 – warning signal as soon as possible after completion of Race 2.

PSUK2016 Sailing Instructions 24022016 5.3 Wednesday 22 June 2016 – National Dinghy Sailing Championship The PSUK National Dinghy Championship will consist of 5 races. Registration open – 8.30am Competitors briefing – 10.00am Race 1- warning signal not before 11.15am Race 2 - warning signal as soon as possible after the completion of Race 1 Race 3 – warning signal as soon as possible after completion of Race 2.

5.4 Thursday 23 June 2016 – National Dinghy Sailing Championship Race 4 – warning signal not before 11.am Race 5 – warning signal as soon as possible after the completion of Race 4.

5.5 One extra race may be sailed on the first day of the National Dinghy Sailing Championship although the total number of races in the series will be no more than five.

5.6 On the last day of the championship no warning signal will be made after 2.00pm.

5.7 Prizegiving for the Laser and Single-handed championship and National Dinghy Sailing Championship will be held as soon as possible after boats return to shore following the last race sailed on Thursday 23 June.

6. CLASS FLAGS The Class flag for the Laser and Single-handed championship and National Dinghy Sailing Championship

will be Pennant Numero 7

7. RACING AREA The Race Area will be the ‘Top Triangle’ of Poole Harbour which is to the south of the Yacht club and to the west of Brownsea Island, as shown in Appendix B.

8. THE COURSE The course described in Appendix A shows the course and the order in which the marks are to be rounded and the side on which each mark is to be left. The number of laps to be sailed will be displayed on a board on the Committee Boat.

9. MARKS The course marks will be orange inflatable buoys. The start and finish marks will be dan buoys.

10. AREAS THAT ARE OBSTRUCTIONS

As shown in Appendix B the area to the east of a line running North from “Cakes” mark (a yellow race mark) will be considered a “Prohibited Zone” and an obstruction under rule 19, as this comprises the turning basin for the Port of Poole. This may also be marked by a Safety boat on station, depending on conditions.

11. THE START

11.1 The start will be started in accordance with RRS Rule 26

11.2 The starting line will be between the mast on the race committee boat displaying an orange flag and a dan buoy with orange flag.

11.3 A boat starting later than 5 minutes after her starting signal will be scored Did Not Start.

12. CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position, or lay a new mark and remove the original mark as soon as practicable.

13. FINISH

13.1 A blue flag displayed on the Race Committee boat means that it is in position at the finishing line.

14. RACE TIME LIMITS AND TARGET TIMES

Race time limits and target times are as follows:

14.1 If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a).

15. ADVISORY & ARBITRATION HEARINGS & EXONERATION The exoneration penalty, advisory hearing and RYA arbitration rules dispute procedure will be available. Full details will be available on the event notice board.

16. PROTESTS & REQUESTS FOR REDRESS

16.1 Protest forms will be available at the Race Office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit.

16.2 The protest time limit is 45 minutes after the last boat has finished the last race of the day.

16.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. The location and time of hearings will be posted on the official notice board.

16.4 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b) on the official notice board.

16.5 Declarations for one or two turn penalties shall be made at the race office.

16.6 A request for reopening a hearing shall be delivered within the protest time limit or no later than 30 minutes after the requesting party was informed of the decision on that day.

17. SCORING SYSTEM

17.1 The event shall be scored in accordance with the Low Points scoring system of Appendix A4.

17.2 For the Laser and Single-handed championship 1 race is required to be completed to constitute the series. (a) When 2 races have been completed, a boat’s series score will be the total of her race scores. (b) When 3 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

17.3 For the National Dinghy Sailing Championship 1 race is required to be completed to constitute the series. (a) When 4 or fewer races have been completed, a boat’s series score will be the total of her race scores. (b) When 5 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

17.4 In the event of a tie, the tie shall be broken in accordance with Rule A8.2

18. SAFETY

18.1 All competitors shall wear a personal flotation device at all times when afloat, except briefly when changing or adjusting clothing or personal equipment. Wet suits and dry suits are not considered personal flotation devices. This changes RRS 40 and preamble to Part 4.

18.2 Tallies: The requirements of this instruction are specified for the safety of competitors.

(a) The tally control point will be located in the vicinity of the Race Office.

PSUK2016 Sailing Instructions 24022016 (b) Each boat will be given a tally number at Registration (one per boat) which corresponds to numbered rubber wristbands. The helm will collect their tally wristband before launching which shall then be worn visibly over clothing on the right wrist by the helm at all times while afloat.

(c) The helm shall check-in immediately on returning to shore by returning the wristband to tally control.

18.3 A boat that retires from a race shall notify the either committee boat or a safety boat as soon as possible.

18.4 Boats wishing to sail ashore before conclusion of racing shall not do so unless first notifying either committee boat or a safety boat. The Course Safety Lead may instruct boats in the procedure for returning ashore.

18.5 Outside Help: Penalties for breaches of rule 41 (Outside Help) will be at the discretion of the protest committee. Any outside help shall be reported to the protest committee on a form available from the race office before the protest time limit on the day concerned.

19. REPLACEMENT OF CREW AND EQUIPMENT

19.1 Substitution of competitors will not be allowed without prior written approval of the race committee.

19.2 Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for equipment substitution shall be submitted in writing using forms available from the race office. Failure to comply with this requirement, the refusal of the request, or the failure of any replacement equipment to comply with the class rules, will result in the boat being scored DNE for the race or races concerned.

20. RISK STATEMENT Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:

(a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; (b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; (c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; (d) Their boat is in good order, equipped to sail in the event and they are fit to participate; (e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; (f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather condi- tions, as can be practically provided in the circumstances.

21. INSURANCE

21.1 Each participating boat shall be insured with valid third party liability insurance with a minimum of £2,000,000 Third Party liability.

21.2 The Council of Police Sport UK has taken a limited liability Personal Injury Policy of insurance to cover any competitor, official or committee member of Police Sport UK aged between 16 and 65 years, who is participating or officiating at any championship organised on behalf of Police Sport UK.
