2018 E/TEI Indiana Super Mileage Challenge

Rules Checklist (Team captain is to place initials next to each blank as you verify that rules are met by your vehicle and team) (This must be turned in during tech inspection at the registration table)

Safety ____ All parts of our vehicle are created and assembled with safety in mind.

Vehicle number ____ Number is displayed correctly.

Chassis/Body ____ No external appendages ____ Vehicle body reasonably displays ability to protect the driver in a rollover or collision. ____ The vehicle interior contains no objects that might injure the driver. ____ Any windows must be made of a material that will not shatter into sharp shards. ____ Any cover of the energy compartment must be easy to opened. ____ All parts of the drive train, including the fuel tank, are within the confines of the body cover. ____ All objects on or in the vehicle are securely mounted. ____ Vehicle has a solid floor and frame that prevents any part of the driver’s body from contacting the ground. ____The roll bar: ____ extends at least 5cm around the driver’s helmet when seated in a normal driving position with the seat belts fastened. ____ does not limit the visibility of the driver. ____ must extend in width beyond the driver’s shoulders when seated in normal driving position with safety belts fastened. ____ must be capable of withstanding a static load of 700N applied in a any direction, without deforming.

Engine ____ Engine is 4 stroke gasoline-powered and NOT a 2 stroke engine. ____ Electric start does not propel the vehicle. ____ Propulsion of the vehicle is engine powered only.

Fuel Tanks/ Fuel System/ Lubrication ____ We are not using fuel additives. ____ We are using a fuel tank provided in the past by IMSTEA or one provided this year by ETEI. ____ Our tank is not modified, except to provide for adequate tank venting.

Page 1 of 8 2018 E/TEI Indiana Super Mileage Challenge ____ Vehicle number is clearly marked on each tank with a permanent, black marker. ____ The copper screen in the fuel valve provided with each tank is in place and intact. ____ Fuel tank is mounted in a location that is readily accessible to crew and officials, but not to the driver. ____ Care has been taken so that loss of fuel or lubrication will not result in fire. ____ All push-on fuel line fittings are be clamped or wired. ____ fuel tank is mounted in the position that it was designed and not tilted. ____ The fuel line is translucent plastic, one piece and no longer than 24”. ____ We are using an Electrical or mechanically driven fuel pumps. ____ We are using a pressurized fuel system: ____ Translucent plastic fuel lines are semi-rigid as to handle pressure. If necessary, rubber sections of fuel line no longer than 2” are connect the semi-rigid, translucent line to the fuel tank and the injector. ____ Pressurization is done by means of a translucent compressed air bottle fitted with a safety valve set to 5 bars maximum – or the lower operation pressure of the vehicle system. ____ The system includes a standard valve as used for car tires in order to enable verification/control of the pressure setting for the safety valve. ____ The said pressurization will be done in the starting area by means of an air pump. ____ The Driver will not modify the pressure during the competition. ____ We are using a tank bearing a clearly visible stamp proving its “APAVE”* certification compliance. ____ If we are regulating the temperature of the engine, we have provided ETEI a description of our plan. ____ We are not using a battery-powered electrical pump to ensure oil or water circulation in the engine ____ The fuel tank is mounted at least 5 cm below the roll bar.

____ The fuel tank cap will be in place during the competition. ____ Developmental class: We are providing our own fuel and fuel tank.

Visibility ____The driver has visibility in a direct arc ahead and to 90o on each side of the longitudinal axis of the vehicle. ____ The field of vision is achieved without aid of the any optical (or electronic) devices such as mirrors, prisms, periscopes, etc.

____ Movement of the driver’s head within the confines of the vehicle body to achieve a complete arc of vision is allowed

____ The vehicle is equipped with a rear-view mirror on each side of the vehicle, with a minimum surface area of 25cm2 (ex. 5cm X 5cm) and is not an electronic device.

Safety Belts ____ The driver’s seat is fitted with an effective safety harness and must: ____ has at least five (5) mounting points ____ has the five independent belts firmly attached to the vehicle’s main structure so that the belts will self-align against the direction of the load. ____ has a single buckle, specifically designed for this purpose. ____ prevents any upward or forward motion of the driver’s torso. ____ has a crotch strap mounting point located behind the chest line ____ has the topmost straps be at an angle of at least 10o below the shoulder line. ____The safety harness will be worn and fastened at all times that the vehicle is in motion.

Vehicle Access ____ The driver, fully harnessed, will be able to vacate the vehicle at any time without assistance in less than 10 seconds ____ The vehicle is equipped with a sufficiently large opening for the driver to fit through. ____ The opening is enclosed wholly or partially by means of hinged, detachable, and/or folding doors, provided that a release mechanism is easily operable from inside AND outside the vehicle independently as so emergency services can easily detach and extract the driver from the vehicle. ____ A red arrow (on a white background) at least 10cm long and 3cm wide at the widest point is positioned on the vehicle body, and labeled with the word “EXIT” clearly communicates the method of opening canopy from the outside of the vehicle.

On Board Fire Extinguisher ____A fire extinguisher is onboard our vehicle. It is: ____ multipurpose ABC dry chemical fire extinguisher (min. 2lbs) rating No.1 A10BC, or an equivalent CO2 device (min. 10lb) ____ fully charged, never used ____ has a manufacturing date in the past 3 years or expiry date that has not passed. ____ properly secured in the driver’s compartment of the vehicle, but also able to be easily extracted in an emergency. NOTE: This fire extinguisher should NOT be directed toward the engine compartment. This fire extinguisher should be able to be removed from vehicle in an emergency. Driver Position ____ Our driver is NOT in a head first driving position.

Clutch and Transmission ____ All vehicle propulsion is achieved only through the friction between the wheels and the road. ____ Our vehicle is equipped with a clutch system. ____ Our starter motor speed is always be below the engagement speed of the clutch. ____ We use a manual clutch and the starter motor must not be operable with the clutch engaged. ____ Our vehicle has guards in place over the chain or belt and will withstand the breaking of the chain or belt.

Exhaust System ____ The exhaust gases are evacuated outside the vehicle body. ____ Exhaust pipes do not extend more than 5cm past the outside of the body.

Emergency Shut-Down ____ An emergency shut-sown system must be used to disable the propulsion of the vehicle. ____ We have an internal emergency shutdown mechanism mounted in easy reach of the driver. ____ We have an external kill switch that is: ____ mounted on the top most surface of the body. ____ Displaying a red arrow (on a white background) at least 10cm long and 3cm wide at the widest point positioned on the vehicle body and labeled with the word “SHUT-DOWN” should clearly communicate the position of the emergency shutdown actuator. ____ Our vehicle is set up so that if the driver becomes incapacitated, the vehicle will come to a stop by means of a spring-loaded accelerator lever or “dead man switch”.

Design dimensions ____ The distance between the centerline of our wheels on any axle is not less than 50cm. Tires, Wheels, Axles ____ Our vehicle has a minimum of three wheels touching the ground at all times. ____ Driver is properly shielded from contact with the wheels or axles. Guards and Shields

____ All moving components are guarded from accidental breakage, manual propulsion by driver, or accidental body contact by drivers, pit crew members, officials and observers.

____ The driver is shielded completely from the ground. ____ All wires, lines, tubes etc. are secured to the vehicle. Maneuverability ____ Our vehicle will be able to safely overtake other vehicles, as well as negotiate the turns of the course. ____ Our vehicle has front wheel steering.

Braking ____ Our brake system adequately stops the vehicle in a reasonably straight line from 15 mph in less than 36 feet in wet or dry conditions. ____ Our vehicle is equipped with two independently activated brakes or braking systems; each system comprising of a single command control (lever(s) working together or foot pedal(s), command transmission (cables or hoses) and activators (calipers or shoes). One system acts upon all front wheels, the other on the back wheel(s). ____ Each front wheel has an activator (ie. Calipers), commanded by only one command control. ____ The left and right brakes are properly balanced.

Stability ____ Our vehicle will not tip or lose balance with the qualified driver in driving position when the front wheels are to turned lock to lock. Ventilation

____ The drivers compartment is provided with flow-through ventilation ` ____ The engine compartment is provided ample ventilation. ____ The vehicle is designed so fumes and/or liquids will not be confined. ____ We have a plan for the event of rain and removing rain from the windshield and for preventing windshield fogging, as so the driver can maintain visibility while still complying with safety rules.

Firewall/Bulkhead ____ Our vehicle has a permanent, non-removable firewall/bulkhead that: ____ completely and effectively seals the vehicle’s propulsion and fuel systems from the driver’s compartment. ____ is made of a fire retardant material. ____ has minimal holes that have fire retardant material filling gaps to prevent passage of fire or fumes, and a grommet or other protective material must protect the wires from chafing or damage under the vibration of normal driving.

Safety Wire

____ All threaded fasteners that are involved with the steering, suspension, drive train, brakes, vehicle main structure or any part that could cause a potential safety hazard are safety wired, cotter keyed, or approved stop nuts are in place. Drivers

____ We have listed the “Main Driver” and an “Alternate Driver” in our proposal. ____ Drivers will wear driver wrist bands at all times. ____ Driver will abide by all safety rules addressed in driver’s meeting Driver Weight

____ Our driver is 130 pounds or more including helmet, drivers suit, shoes,

and gloves. ____ Our Drivers who do not meet the minimum weight requirement will provide ballast to bring their weight up to the 130 pound base limit. ____ Ballast will be attached to the driver belt or secured to the vehicle, and is clearly visible as the “ballast”. Driver helmet

____ The driver will wear a full face or three quarter helmet suitable for motorsports activities. The helmet will correctly fit the driver and be secured by a chinstrap. Helmet labels are clearly readable. Helmet will have a face shield or ANSI approved safety glasses will be worn. Driver Clothing

____ Driver will wear a fire retardant driver’s suit at all times when seated in the vehicle. ____ Gloves fully covering all fingers will be worn when seated in vehicle. Page 6 of 8 2018 E/TEI Indiana Super Mileage Challenge ____ Closed toed shoes will be worn when seated in the vehicle.

Technical Inspection Process ____ We understand that we must pass technical inspection before they will be allowed on the track. A sticker will be issued to display on the vehicle, that shows technical inspection approval.

____ We understand that one copy of the completed Technical Inspection Checklist will be retained by the Competition Officials, and one copy will be given to the Team Captain. The Team Captain’s copy of the Checklist must be readily available to Competition Officials throughout the competition and must be presented upon request.

____ We understand that at the time of Technical Inspection, the vehicle will be compared to the design proposal submitted by the school. Changes made to the vehicle since the design proposal must be documented in writing and presented to Competition officials at technical inspection.

____ We understand that any failure of Technical Inspection must be corrected before the vehicle will be allowed on the track. Each item requiring attention must be presented for re-inspection by a Competition Official who will make an appropriate entry on the Technical Inspection Checklist indicating that the problem has been corrected. If a problem cannot be corrected on the day of technical inspection, the vehicle may be presented for inspection on the day of the event.

____ We understand that during Technical Inspection, teams will need to be prepared to answer questions by Competition Officials that verbally explain their proposals, vehicle design, development experiences, and vehicle operation.

Additional Inspections ____ We understand that after passing technical inspection, the replacement and/or alteration of the engine, any vehicle wiring, or any other vehicle part must be re-approved by the Organizers. ____ We understand that after any significant incident to the vehicle, it must be re- inspected to assure that the driver and other vehicles on the course will be safe. ____ We understand that in the name of safety, at any time, the Organizers may perform unannounced inspections on the vehicles, and may require modification to the vehicle in order to continue to compete on the course.

**These rules are in place for two reasons:

1.) To provide as safe a competition as possible.

2.) To provide a competition that is as fair as possible.

We are providing this checklist in an attempt to make the technical inspection as smooth as possible. We want you to pass through technical inspection quickly and painlessly. Please email us if there are any questions or you need rules interpreted.

After the competition is finished this April, we will be providing your team and coaches with the opportunity to tell us what worked and what didn’t during this second year with ETEI. We will look forward to your constructive feedback and to improving the competition for 2018.
