C. ADMINISTRATIVE INQUIRIES

C.1. Toxic and Flammable Chemicals (L. Sloan)

Last year in Edmonton approximately 8,000 cases of AMPW chafing fuel were sold, potentially resulting in over 200,000 Due: Aug. 27/08 cans of toxic and flammable chemicals going into the city landfill. I would appreciate information on the following: 1. Is chafing fuel (or the substance of Ethylene Glycol, Diethylene Glycol or Methanol) currently defined as regulated wastes? If not, please explain. 2. Given the toxicity of such substances would it be possible to require their disposal via the City’s Eco Stations?

C.2. Vehicle Noise (B. Henderson)

I have been receiving numerous complaints from citizens Planning & Dev. about excessive noise from motor vehicles, in particular Due: Aug 27/08 motor cycles. Please provide the following information in regards to this issue: 1. What methods are we currently taking to enforce our noise bylaws where it applies to motor vehicles? 2. What, if any, are the limitations of our current bylaws around dealing with this issue? 3. What methods have been used by other cities to deal with this problem including both enforcement measures and bylaw provisions? 4. What laws or bylaws, provincial, federal or municipal, exist to regulate vehicles and noise (i.e. the effectiveness of mufflers)? 5. What methods could be used to control this problem using the above regulations?

C.3. Construction Noise on Infill Projects in Existing Neighbourhoods (B. Henderson)

With the growing amount of infill construction projects Planning & Dev. there is also a growing incidence of construction noise Due: Aug. 27/08 interfering with the neighbours’ ability to have reasonable peaceful enjoyment of their own property, particularly in the summer months: 1. What current regulations or bylaws are currently in place to ensure that neighbours are assured a reasonable expectation of peaceful enjoyment of their properties, in particular in the evenings and on weekends? 2. What methods are we currently using to enforce those regulations and bylaws? 3. What changes if any could be made to current regulations, bylaws and enforcement practices to distinguish between commercial construction activity and an owner’s personal do-it-yourself construction projects, or the difference between on-going projects and infrequent projects (i.e. the difference between full construction or substantial renovation of a property and a small weekend project)?

The Committee met in public at 2:35 p.m. Moved L. Sloan: That Executive Committee recommend to City Council: 1. That the individuals named in Attachment 1, of the May 21, 2008, Office of the City Manager report 2008CACA25, be appointed to the Assessment Review Board for the term, June 18, 2008, to December 31, 2009. 2. That the May 21, 2008, Office of the City Manager report 2008CACA25 remain private until approved by City Council, pursuant to sections 17, 23 and 24 of the Freedom of Information and Protection of Privacy Act. That Administration work with the University of Alberta and City Manager other stakeholders to determine what role Edmonton could take regarding the Arctic.
