Welcome and introductions Vivian Alonzo at LATTC, will be attending the meetings for the Perkins implementation part of the meetings.

Approval of Minutes Draft minutes from May meeting were available for review in packet and by email. The final minutes will be sent via email Vice Chancellor’s Report:

1 Vice Chancellor Marvin Martinez discussed the Governor’s Budget proposal and mentioned the expected cuts for this year and next. He said that we had been notified not to spend any of the RTF grant money yet. The economic development grants are likely to be cut before the centers. Vice President Renee Martinez sits on the state council for EWD and she explained the rationale for protecting the centers. She said that there were several reasons, including the fact that they serve multiple colleges and are very visible to the legislators. Marvin said to expect 50% cuts to the grants, and that categorical programs including CalWORKs would likely be cut 50%. The CTE Collaborative and other grants from SB 70 and SB 1133 will not be cut. These are mandated by the legislature.

Laura E Ramirez spoke about how valuable the SFP classified staff is that work for the programs and how difficult it would be to find replacements with their skills and knowledge and experience of the special programs.

Grants from federal programs are not included in the cuts. Marvin gave information on some grants available including $650,000 for downtown sites to work with mandated partners including the community colleges. He passed out hard copies of information on the City wide Hospitality Sector Initiative. The submission deadline is Friday July 17 th. The Innovative Strategies in Community Colleges for Working Adults and Displaced Workers is due August 4 th .

Chito provided information on the City grant for $1,000,000 for establishing centers at 16 sites throughout the city for job training. These are to align without overlapping the existing WorkSource Centers. The last day for attending the mandatory bidder’s conference was June 11th from 10-1. Marcia left the meeting to attend the bidder’s conference on behalf of Trade. There was uncertainty as to whether Chito’s presence at the earlier conference would qualify all the colleges to apply for the grant. The turn around time is very short, they are due July 7th.

Marvin talked about the ARRA grants at the last District Workforce and Economic Development subcommittee meeting. The target is low income, low skilled participants. They include CalWORKs without referring directly to CalWORKs. Therefore if these grants are obtained, they might serve to fill in some lost funding for CalWORKs programs.

Summary:

1. July 17 CDD $650,000 for Community College partners with City of LA. Case management, training, employers. Review handouts. 2. FIPSE grant due August 4. Focus on needs of working adults and displaced workers. 3. Family Source Program. $1 million for each of 16 sites in low income areas of city.

2 New Programs Trade and Valley had submitted new program proposals for approval at the June LOWDL meeting. Trade: Weatherization and Energy Efficiency- a new certificate of achievement program. Valley: Correctional Science- a new AS degree program.

Sustainable Tech program matrix The deadline for sending info from colleges to the district for the completed matrix is June 23rd.

A copy of the current document was passed around. Colleges that have sent information are City, East, Pierce, Trade, Valley and West.

Chito offered to set up a link for the documents. Diane agreed that that would be great. She will forward the finished document after the deadline for colleges to send their information.

Dean Laurie Nalepa of LAVC explained how Marcia Wilson, Green CTE Tech Director at Trade, came to Valley to show how Trade had grouped the “green” courses and classes that could build toward certificates. Marcia added more on her process. Leticia provided information on how Trade developed the method of identifying courses as “green” or sustainable. Laurie spoke about the need for all the colleges to share courses and curriculum. She mentioned that colleges that have already developed green courses share with other colleges. Existing and implemented courses can be used as sample and tailored to each college.

We need a mechanism for doing this. The link with what is done on sustainability is a start. Leticia offered to send the matrix on green courses that Trade developed. Diane said that she has it (it was part of the original green tech program matrix) and can send it out again.

Kathleen Bimber suggested disciple committees should be involved in discussion for changes. Renee Martinez also suggested discussion at VP meetings.

The group expressed encouraging faculty to develop green curriculum and revising classes with sustainable content.

Marvin reminded the deans to be sure to attend the Sustainability Group meetings. The next is scheduled for Friday June 26 th from 9-11 at the District Office.

Other Discussion Marvin described a Contract Ed pass through program draft which would take place at Southwest, West and Trade. VP Renee Martinez noted that it is a fee- for- service program. The discussion involved the use of credit and or non credit and the way classes needed to be coded to not draw down apportionment. (9000) Marvin will provide more

3 details on the program. He emphasized that the program is important because new funding is needed for colleges.

CTE Innovation Fund Reports Diane passed around a copy of the current report. She explained the importance of documenting the work colleges have been doing with this special fund that Marvin and the colleges set aside for CTE innovation. The report to date contained information from City, East, Harbor, Mission, Pierce, Trade, and Valley. The final report needs to be complete so Marvin can present to the Cabinet.

Diane noted that the innovation fund is Perkins 1C and Perkins spending regulations apply. She added that if colleges have unspent funds to date, accounting can work with colleges to apply these to over spent accounts as allowable by the Plan and Perkins regs.

Tech Prep Discussion Marcia Wilson talked about the Tech Prep grant plans that were sent to the state. The final report is due on August 31 st. Diane said that state monitor for Tech Prep, Robin Harrington, is willing to attend district CTE meetings to talk about Tech Prep. She is in SO Cal every month to visit Ventura. She will be invited to attend the August 13 th CTED meeting. Goals and objectives for Tech Prep were discussed also. The importance of developing the partnerships and processes to establish programs of study as required by Perkins IV was emphasized. Marcia reported the Tech Prep Application as been submitted by all colleges, but is still pending State approval. She also mentioned the Final Report format is now available for use.

Perkins 1C budgets Budget SAP reports were included showing expenditure levels as of June 10, 2009. Diane encouraged colleges to check outstanding encumbrances. Purchase Orders must indicate that items will be received by June 30th. Diane reminded the group the 4 th quarter narrative reports are due July 22 to the district. She also mentioned the June 30 deadline for all expenditures; Laura E. from East clarified that expenditures must be encumbered by June 30 and the PO must state “items to be received by June 30” even if items are delivered at a later date.

Diane stated the 2009-10 Plan has not yet been certified by the State and funds cannot be spent until the plan is substantially approved. Colleges can, however, begin to prepare BTAs and other paper work to move funds into appropriate accounts. The new program number for 2009-2010 is 10597.

CalWORKs Report- Laureano Flores, CalWORKs Director

Laureano distributed information from the State Legislature budget subcommittee that indicated that the committee would oppose the Governor’s proposal to eliminate CalWORKs.

4 He also He gave a brief report on the program expenditures and the work study in public agencies program, and addressed the district request for budget plans to accommodate state cuts in the program. He explained that because of the way the CW funds are segmented, reductions can be made in work study and child care without major harm to the coordination part and those staff members.

Perkins IV Student Surveys There were questions on the correct SAM codes for a few courses, Bobbi Kimble said to send her an email and she will correct if it was an error.

All surveys for the spring 2009 semester must be completed by June 27; this includes any course beginning on of before June 30. Students in courses for summer 2009 and fall 2009 beginning after July 1st may begin submitting online surveys after July 1st unless we hear differently from MIS.

It was decided not to suspend the July meeting for the summer, as is sometimes done, but to hold the meeting given the due dates of grants, and the upcoming AARA funding opportunities, the FSET program, Perkins survey issues, and other important topics.

Next meeting Next meeting will be on Thursday, July 9 with Trade-Tech College as host. We will meet in the District Board Room.
