Minutes of Regular Meeting, February 22, 2016

The Eden Selectboard met at the Town Office on February 22, 2016. Present at the meeting were: Ricky Morin, Jubal Durivage, Dale Tatro, Faye Cochran, George Sheldrick, Candy Vear and Tracey Morin.

1. Ricky opened the meeting at 6:20 pm. 2. Additions and Deletions to the agenda: None at this time. 3. Approve the Minutes of February 8, 2016: Dale made the motion to approve the minutes of February 8, 2016 as written. Jubal seconded the motion. Approved. 4. Citizen Input: None at this time. 5. Animal Control Officer Update: a. Tracey received an email from VLCT with a few questions for the Selectboard before it sends a draft of the revised Animal Control Ordinance.: i. Regulate just dogs vs. regulating dogs & other domestic pets? Just dogs. ii. Dog bite hearings for bites ON and/or OFF premises of owner? Off iii. Leash vs no leash? Current does require. Leave as is. b. Faye has received a couple calls on a dog running at large which is believed to be coming from the Clark property on North Rd. There has been no success in catching the dog. 6. Constable Update: None at this time. 7. Health Officer Update: None at this time. 8. Beach Update: a. Donation of beach pass – Stub Earle Benefit – March 6, 2016: Dale made the motion to donate a beach pass for the benefit for Stub Earle on March 6th. Jubal seconded the motion. Approved. b. Update of other activities @LERA: To comply with the new regulations regarding water testing, Tracey is working on the “testing plan” which is due by April 1st. The Selectboard would like a rate quote for opening and closing maintenance from Plumbing Solutions for review at the March 14th meeting. 9. Road Commissioner Report: a. Excess Weight Permits: i. Hillcrest Trucking & Storage (Chris Barkyouomb). ii. United National Foods, Inc. Jubal made the motion to approve to town specifications excess weight permits for items “i.” and “ii.”. Dale seconded the motion. Approved and signed.

February 22, 2016 Town of Eden Selectboard Meeting Minutes Page 1 b. J Cota email – Ruggiano Final Repot – Whitney Lane: Email reviewed by Selectboard. It was noted that the final review by Ruggiano was an additional charge of $364.05 to the project. c. 2016 AOT Structures & Class 2 Grant Applications: Ricky discussed with the Selectboard future projects which could be funded by these grants. Eden is applying for a Better Back Road grant for design and scope of work for the culvert replacement on Knowles Flat (Culvert #8). Construction of this project could be funded partially through an AOT Structures grant. Ricky is obtaining a quote for paving on East Hill Rd for the Class 2 grant. The Selectboard agreed to apply for these two grants for these projects. d. Sign AOT Structures 2012 – Whitney Lane reimbursement request form: All paperwork has been completed to request payment for this 2012 Structures Grant in the amount of $175,000. Dale made the motion to sign the reimbursement forms. Approved and signed. e. Update of other activities of Highway Dept.: i. Ricky is considering posting the Class 2 roads to restrict overweight vehicles during the spring breakup season due to damage last year. The Selectboard will support his decision. ii. The Selectboard agreed to have the town highway department sand the school yard for town meeting day. 10. Atlas Timberlands Partnership – VLT & TNC sale of Atlas Timberlands parcels: Information only for the Selectboard of Atlas Timberlands plan to sell its parcels subject to permanent conservation easements. 11. Town Meeting: a. Reminder, counters needed Town Meeting night @ Eden & LUHS: Dale offered to go to LUHS. b. Review any additional information needed for town meeting: Selectboard reviewed the information they had requested and felt this was sufficient. c. Reorganization of the Selectboard will take place at a special meeting immediately following the close of town meeting. 12. FYI: a. Glidden Training & Consulting – Bulletproof Leadership: Rutland, 3-26- 16: Information only for Selectboard. 13. Any other business: a. Faye inquired if the town would allow signs advertising the benefit for Stub Earle placed in the town field along RT 100. Yes. It was also suggested that Faye also contact Leslie White about putting something on the town sign. b. In preparing the accounting for the Tree Farm Rd bridge replacement, Tracey discovered that the highway department had documented their time to Summer Roads. Several other bills were charged to Summer Roads also. Accounts have since established under the Special Event category for this project. Entries will be made to show all costs for Tree Farm Rd under the special events category.

They have received the engineered design/alternatives assessment and would like to review it with the Selectboard. Kim will attend the March 28th meeting. 14. Sign Orders (5): Five (5) orders were reviewed and signed. 15. Jubal made the motion to adjourn at 7:08PM. Approved.
