GENERAL SPECIFICATIONS
I. SCOPE OF WORK:
The Pennsylvania Game Commission (PGC), Southcentral Region, requires dozing and mowing of shrubs and trees on 17.5 acres of State Game Lands in Bedford and Huntingdon counties
The project is represented by the following line items:
Line Item No. 1: Doze 5.9 acres of hedgerow habitat on SGL 049 in Bedford County and SGL 118 in Huntingdon County as per Attachment 1 “Dozing Specifications”.
Line Item No. 2: Mechanically mow 11.6 acres of shrubland habitat on SGL 053 in Fulton County as per Attachment 2 “Mowing Specifications”.
Services shall include, but not be limited to, the furnishing of all labor, superintendence, tools, materials, and equipment for work as per attached specifications for each line item. All Purchase Orders require the contractor to provide the equipment, labor, insurance, and all miscellaneous expenses to complete the operation.

II. PROJECT LOCATIONS
Project areas are located on the following SGLs, listed by road, township, and county: SGL 049 – Field complex located off of Tree Farm Rd. (T 359), Monroe Township, Bedford County. Coordinates: 39.8926, -78.2837
SGL 053 – Field complex located at Meadow Grounds Lake, Meadow Grounds Rd. (T 389), Ayr Township, Franklin County. Coordinates: 39.9314, -78.0481
SGL 118 – Field complex located near Roberts Lane (private lane/ PGC right-of-way) which is access from Blue Hole Road (T 435), Woodbury, Blair County. Coordinates: 40.4566, -78.1639
Maps showing the proposed project areas are included in Attachments 3, 4, 5, 6, 7 and 8.
III. CONTRACT TASKS:
Line Item 1: The contractor shall bull doze hedgerow habitat on approximately 5.9 acres during the time period from April 11, 2017 to June 17, 2017. Contractor shall comply with Attachment 1, “Dozing Specifications”. Line Item 2: The contractor shall mechanically mow shrubs and small trees on approximately 11.6 acres during the time period from April 11, 2017 to June 17, 2017. Contractor shall comply with Attachment 2, “Mowing Specifications”.
IV. SITE INSPECTION AND ASSISTANCE:
PGC personnel will conduct mandatory, one-time-only site tours for potential bidders of the project locations as indicated in Attachments 3, 4, 5, 6, 7, and 8. ONLY potential bidders who attend the line item site tours will be eligible to place a bid per line item. Potential bidders who are interested in attending these site tours are encouraged to contact LMGS Jonathan S. Zuck ([email protected], 814-643- 9635 Ext. 0) to be placed on a list of attendees.
Line Item 1: PGC personnel will meet with potential bidders on Wednesday March 29, 2017 at 9:00 AM in the parking lot at the Shell gas station, 13107 Lincoln Highway (Rt. 30), Everett, PA 15537 (coordinates: 40.02034, -78.34647). This location is at the intersection of Lincoln Highway and Blackstone Rd. PGC staff and potential bidders will then travel by vehicle to the project location on SGL 049. After viewing the SGL 049 project location, the tour will continue to the SGL 118 project location.
Line Item 2: PGC personnel will meet with potential bidders on Tuesday March 28, 2017 at 10:00 AM at a small roadside pull-off along Rt. 522 (Great Cove Rd.) approximately 0.15 miles south of Rt. 30 (Lincoln Highway) near McConnellsburg. Coordinates for this location are 39.941722, -77.995769. PGC staff and potential bidders will then travel by vehicle to the project location on SGL 053.
V. CONTRACT REQUIREMENTS:
A. All work must be completed by June 17, 2017.
B. The contractor agrees to comply with all applicable attachments. The Commission reserves the right to reject any or all bids.
C. As a further guarantee of faithful performance of the conditions set forth in this Contract, the successful bidder hereby agrees to furnish the PA Game Commission with Cashiers or Treasurers Check, payable to “Pennsylvania Game Commission”, in the amount of:

Checks must be received within 15 calendar days of the bid award. Cash, personnel checks, or business checks are not acceptable. The performance bond should be mailed to the following address:

The performance bond will be released upon satisfactory completion of the project as determined by the PGC. D. Failure to comply with any of the terms or conditions of the Contract may result in cancellation of the agreement and claim may be made against the surety or the security for all or part of the damages sustained by such noncompliance.
E. Any extension of time under the Contract, or forbearance of cancellation and claim against the surety will not result in a release of the surety or the Principal from their obligations under the Contract and the surety.
VI. INSURANCE REQUIREMENTS:
A. The contractor will provide Workmen’s Compensation insurance sufficient to cover all of the employees of the contractor working to fulfill this contract.
B. Comprehensive General Liability Insurance, including bodily injury and property damage insurance, to protect the Commonwealth, The Nature Conservancy, and the contractor from claims arising out of the performance of the contract. The amount of Bodily Injury Insurance shall not be less than $300,000.00 for injury to or death of persons per occurrence. The amount of Property Damage Insurance shall not be less than $300,000.00 per occurrence.
Such policies shall name the Commonwealth as an additional insured. Prior to the commencement of work under this contract, the contractor must provide the Commonwealth with current Certificates of Insurance. These Certificates shall contain a provision that coverage afforded under the policy shall not be canceled or changed until at least thirty (30) days prior written notice has been given to the Commonwealth.
HOLD HARMLESS: The contractor shall be responsible for and agrees to indemnify and hold harmless the Commonwealth from and against damages to property or injuries (including death) to any persons and other losses, damages, expenses, claims, demands, suits, and actions by any party against the Commonwealth in connection with the work performed by the contractor.
VII. BID AWARD:
Bid is electric thru SRM by 2:00 PM on Monday April 10, 2017.
ALL VENDORS WHO CONDUCT BUSINESS WITH THE PENNSYLVANIA GAME COMMISSION MUST HAVE A VENDOR NUMBER ASSIGNED TO THEM IN ORDER TO RECEIVE PAYMENT FROM THE COMMONWEALTH.

This is a Dept of General services (DGS) website so you need to contact them directly if you have any problems with the website.
The unit price (per acre price) shall include the cost of all labor, herbicide, materials, equipment, tools, herbicide supervision and quality control, insurance, and all items necessary for the completion of the project.
The contractor shall be paid at the unit price (price per acre) bid for ACTUAL acres correctly treated (i.e. sprayed, basal treated, cut-stump treated, etc.; as determined by the PGC) in accordance with the contract terms, conditions, and “Herbicide Application Specifications”. VIII. CONTRACT TERM: The contract term shall commence upon the contractor’s receipt of the Purchase Order(s) that includes a notice to proceed after April 10, 2017. Work must be completed by June 17, 2017. The contract will not be extended beyond the expiration date of June 17, 2017, for any reason.
IX. DAMAGE TO COMMONWEALTH PROPERTY The contractor shall be responsible for any damage to Commonwealth property resulting from the completion of this contract. The contractor shall immediately repair, in a manner that meets with the approval of the PGC representative, any damage to roads and other facilities resulting from the contractor’s activities, beyond what is deemed acceptable by PGC personnel.
IX. PAYMENT TERMS: Payment shall be on a reimbursement basis for actual acres treated correctly as determined by a PGC representative following the final site inspection. Attachment 1 --- Dozing Specifications
1. This project requires the contractor to remove trees and shrubs and vines on SGL 049 in Bedford County through the use of a tracked dozer. The contractor shall provide all equipment, materials and labor to complete this operation.
2. The 5.9-acre project consists of 4 blocks on two SGLs as shown on Attachments 3, 4, 5, and 6: SGL 049 Block 1 (3.0 acres) Block 2 (0.8 acres) Block 3 (0.8 acres)
SGL 118 Block 1 (1.3 acres)
3. A tracked dozer of any make or model equivalent in size and horsepower to a John Deere 650 with a 6 way blade and associated ground ripping attachment is required for large tree and stump removal requirements of this contract.
4. All trees, shrubs, and other vegetation (including root systems, stumps, etc.) shall be removed from all blocks. Tops, stumps, and slashed shall be placed on a pile at a location along the forested edge near each block.
5. Roads, road berms, ditches, culverts, and waterways must be kept clear of woody debris.
6. Heavy equipment shall not be operated when ground conditions are such that excessive soil disturbance and damage will result. The contractor may be required to repair areas that become rutted due to work.
7. The contractor shall remove all trash and garbage generated from the completion of this contract on a daily basis. This includes all materials generated from the support of felling tools and equipment, and any other items or refuse generated by the contractor’s employees.
8. Beginning at the appropriate time, the contractor shall treat areas as outlined in this document, shown on attached maps, and shown during the field tour.
9. The contractor shall notify the PGC LMGS Jonathan S. Zuck at least three days (72 hours) prior to beginning the project. The contractor may work at times other than the schedule of the PGC representative. The contractor may be present at the final inspection.
10. A representative of the contractor, with the ability to communicate easily and effectively with PGC representatives, both orally and in writing in the English language, and with the ability to communicate easily and effectively with all workers, shall be present at all times at the work site.
11. The operator is responsible for ensuring that any and all sub-contractors comply with the terms of this contract.
12. The contractor shall comply with all SGL (State Game Lands) rules and regulations. 13. The following dates are “No Work” days during the contract period. A. April 22 – May 31, 2017 - All Saturdays of the 2017 Spring gobbler season, including the Youth hunt (April 22). Attachment 2 --- Mowing Specifications
1. This project requires the contractor to mechanically mow small trees, shrubs, brush, and woody debris within the project boundaries. The contractor will use a cutting, shredding, or similar mulching mower to clear the vegetation.
2. The 11.6-acre project consists of multiple blocks on SGL 053 as shown on Attachments 7 and 8.
3. The contractor shall mow small trees, shrubs, and brush less than or equal to 3 inch DBH (diameter at breast height) close to the ground surface as possible within the project boundaries. Stump heights will not exceed 12 inches
4. Reserve trees and shrubs include apple, hawthorn, crabapple, flowering dogwood, serviceberry, silky dogwood and all species marked with pink flagging. Reserve species and other species marked with pink flagging shall not be cut.
5. Except for reserve trees, all trees, shrubs, and other woody vegetation (3 inch DBH or less) must be completely severed at the stump and material placed on the ground.
5. Roads, road berms, ditches, culverts, and waterways must be kept clear of woody debris.
6. A tracked skid steer with rotary or mulching cutting attachment or similar brush cutting machine shall be used. Tracks shall be made of rubber in order to reduce soil disturbance in the project area.
7. Heavy equipment shall not be operated when ground conditions are such that excessive soil disturbance and damage will result. The contractor may be required to repair areas that become rutted due to work.
